By the end of this Orientation, you should:
Understand the purpose of the WIOA Program
Understand Priority Access
Understand the eligibility requirements to participate
in the WIOA Program
Understand the Pre-Enrollment process and activities
Understand what is required of all participants once
accepted into the WIOA Program
Be aware of the services available at CareerSource

Act (WIOA)

The Workforce Innovation and Opportunity Act


(WIOA) is a federally-funded employment
and training program.

The program is designed to help jobseekers


access employment, education, training and
support services to succeed in the labor
market and to match employers with the
skilled workers they need to compete in the
global economy.
Goal of WIOA

Priority # 1
We want to help you enter or
quickly return to the labor market
while earning a self-sufficient
wage
Priority Access
WIOA establishes a priority requirement with respect to
funds allocated to a local workforce area for the Adult
program. Under this section, staff responsible for managing
these funds must give priority in the following order:

First, to Veterans and Eligible Spouses who fall within


one of WIOAs priority groups.
Second, to Non-covered persons who fall within one of
WIOAs priority groups.
Third, to Veterans and Eligible Spouses who do not fall
within one of WIOAs priority groups.
Last, to Non-covered persons who fall outside of
WIOAs priority groups but within locally established
program eligibility requirements.

Basic Career Services

Examples of Basic Career Services


include:

Eligibility determination
Initial assessment of skill levels
Job search and placement assistance
Referrals to programs, activities, and supportive
services
Labor market information
Individualized Career
Services
Examples of individualized career services
include:

Comprehensive and specialized assessments of skill


levels and needs
Development of Individual Employment Plan (IEP)
Career planning and case management
Workforce preparation activities to improve basic
academic skills, critical thinking skills, and other
work-related skills
Financial literacy services
Out-of-area job search assistance
Follow-Up Career Services
Once youve obtained regular full-time employment,
you must follow-up with your Career Specialist for at
least one year to determine if additional support is
needed.

We need your commitment to maintain contact with


your Career Specialist during this time.

Examples of follow-up services may include:


Workplace counseling to aid in retention or advancement
Basic or individualized career services in the event additional
placement services are needed.
Training Services
Training services may be available if your Career Specialist has
determined that you are:
Unlikely or unable to obtain or retain employment that leads to self-
sufficiency or wages comparable to or higher than wages from previous
employment through career services alone
In need of training services to obtain or retain employment that leads to
economic self-sufficiency or wages comparable to or higher than wages from
previous employment through career services alone
Has skills and qualifications to successfully participate in the selected
program of training services
Enrollment in training services is determined on a case by case
basis and is limited by amount of available funding
Examples of Training Services include:
Work-based training
Occupational skills training
WIOA Eligibility
There are eligibility requirements associated
with the WIOA program
The eligibility requirements vary by
customer group
Currently, the WIOA program targets three
customer groups:
Adult
Dislocated Workers
Youth (ages 16-24)*
* The Youth program will not be discussed during this Orientation
The Adult Program
To be considered eligible for the Adult program
you must be:
18 years or older
Looking for a job (unemployed) or a better job
(underemployed)
Able to legally work in the United States
Registered with the Selective Service, if you are a male born
on or after January 1, 1960
A resident of Gadsden, Leon or Wakulla county
The household income must be within the established
regional guidelines to be eligible for individualized career
services and training services
The Dislocated Worker
Program
The Dislocated Worker program seeks to assist job
seekers who meet one of the following criteria:

Is terminated/laid-off; eligible for (or exhausted) unemployment


compensation; and unlikely to return to previous industry or
occupation
Was formerly self-employed but is unemployed due to local
economic conditions or a natural disaster
Was laid off or notified of a lay off due to permanent plant closure or
a substantial layoff

Dislocated Workers also must meet the same eligibility


requirements as Adults, except income verification is
NOT needed
Getting prepared
For the WIOA program, there are a
few steps that you will need to take to
begin the process
Complete the Pre-enrollment Activity form
Notify Career Specialist once all activity have
been completed
Attend scheduled appointment
Provide eligibility documents

All Form
applicants must complete the following sections of the Pre-
Enrollment Activity Form:

2. Job Seeker Activities
3. Labor Market Information

All applicants interested in Training must also complete the following


sections:
4. Interest & Recommendations
5. Program Documents Needed

All applicants are responsible for notifying their Career Specialist


once they have completed the form.

The WIOA Application is considered complete when the Pre-


Enrollment Activities have been completed and all eligibility
paperwork has been submitted.
EnrolledNow what?
Once approved for enrollment in the program, there will
be several expectations. They include the following:

Meet monthly with your Career Specialist


Be committed to obtaining goals set with your Career
Specialist
Submit all required documents timely
Advise your Career Specialist immediately if:
Your contact information changes
Advise your Career Specialist immediately
