Expressed and Implied

powers
Expressed Powers:
Explicitly/directly written in the Constitution

No debate over the authority of Congress to act on them

Like a superhero like Superman:

Verbally says what he can do

Physically demonstrates that he can

Not like a more mysterious superhero who hides their abilities and
surprised those they get in a fight with.
Implied Powers:
Many of the things Congress does that are not specifically outlined in
the Constitution.

The progression of time, the enlarged size of government, and the


rulings of the Supreme Court over 200 years has resulted in the
consensus that Congress also has implied powers.

These powers are related to the expressed powers but are not
specifically outlined. Implied powers are logically deduced from express
powers.
