Overview of Legislation
Developed to promote effective evidence-based programming, instruction and
assessment practices across schools to support all students becoming
proficient readers by the end of third grade. (iowareadingresearch.org)

Students identified as at-risk for reading failure need Targeted and Intensive
intervention, and must receive additional evidence-based instruction in addition
to Universal Core.
Key Components
Universal screening in reading for students in kindergarten through third grade

Progress monitoring for students who exhibit a substantial deficiency in reading.

Learners receiving Targeted Interventions are provided with intensive instruction


including 90 minutes daily of scientific research based reading instruction to
address their needs.

Notice to parents that a student exhibits a substantial deficiency in reading,
including strategies that parents can use at home to help the child succeed as
well as progress made.

Provision of an evidence based summer reading program for students who


exhibit a substantial deficiency in reading.

Retention of any student who is not proficient in reading by the end of the third
grade who did not attend the summer reading program and does not qualify
for a good cause exemption from the retention requirement.
Implications for School Leaders:
Schools must assess all K-3 students at the beginning of the school year and
intermittently throughout the year using a Department- approved universal
screening assessment such as Fast.

Schools will provide periodic assessments of students who exhibit a substantial


deficiency in reading for the purpose of progress monitoring using a
Department-approved progress monitoring assessment.

Schools will use Department-determined benchmarks for basic levels of reading
proficiency

Schools will pay for training on data system and assessments

Schools will have to decide how to allocate funds to cover expenses of


curriculum, assessments, professional development, educator, summer
programs, etc.
More Implications
Schools will purchase new curriculum and materials if they are are not using
scientific research based reading instruction

Provide intensive reading instruction and reading curriculum

Notify the parent or guardian of any student determined to have a substantial


deficiency in reading annually

Intensive reading instruction must be provided for students promoted to 4th


grade but not proficient in reading

Report the following to the Department: Specific reading interventions and


supports implemented by the district. Data on universal screening and
progress monitoring.

Retention and Exemptions
Any student not proficient in reading by the end of third grade will be retained unless:
1. The student completed the intensive summer reading program.
2. The student is a Limited English proficient student with less than two years of instruction
in an ESL program.
3. The student has an IEP and the students IEP indicates that participation in the
assessments required by 279.68 is not appropriate.
4. The student has demonstrated an acceptable level of performance on an alternative
assessment based on scientifically-based research.
5. The student has demonstrated mastery through a portfolio review that meets Department
required criteria.
6. The student was previously retained and has received intensive remediation in reading for
at least two years.Schools must offer an intensive summer reading program
