To efficiently move goods across the U.S Canada Border, shippers and logistics providers must adopt to
regulatory, geographic and currency challenges.

e-Manifest is part of the overall measures the Government of Canada is putting in place to enhance the
safety, security and prosperity of Canadians and international trade while streamlining commercial cross-
border processes.

e-Manifest requires carriers and freight forwarders to send advance commercial information about their
shipments electronically to the Canada Border Services Agency (CBSA).
Why is e-Manifest Important?

To accommodate the number of shipments crossing borders every day with the increased attention to health and
safety regarding shipment of dangerous or potentially harmful goods, the U.S. and Canada have implemented
automated (electronic) processes to allow more complex screening procedures to be carried out by customs officials
in advance of all shipments.

Advance Commercial Information (ACI) program has been implemented Canada in three phases. The first phase
focused on marine carriers to electronically transmit marine cargo data to the CBSA (Canada Border Services Agency).
The second phase focused on air carriers and freight forwarders to submit cargo data to the CBSA. The third phase is
focused on carriers for all highway and rail shipments transmitting data.

In the U.S., the program is referred to as ACE (Automated Commercial Environment).

ACE (Automated Commercial Environment)

ACE (Automated Commercial Environment) is CBP's electronic manifest program. It is intended to facilitate trade
while strengthening border security. Highway carriers have had to comply with ACE e-Manifest requirements when
bringing goods into the United States by filing an ACE e-Manifest at least one hour prior to arrival at the border.

You can create profiles for any drivers, trucks and trailers that may be crossing the border. The information in these
profiles will be used to complete mandatory fields on your manifests. It is recommended that you enter the profile
information ahead of time to facilitate creating e-Manifests.

Once you are registered to use ACE and you have created the driver, truck and trailer profiles, you are ready to begin
creating and submitting e-Manifests to Customs!
ACI (Advance Commercial Information)

ACI (Advance Commercial Information) is CBSA's e-Manifest program. It is intended to provide Customs officers with
electronic pre-arrival information. For Highway carriers, it involves filing an electronic manifest at least one hour
before the driver arrives at the border.

On May 6, 2015 Canada Border Services Agency announced a mandatory transition timeline for highway carriers to
comply with ACI e-Manifest. As of January 10, 2016 carriers who do not comply with e-Manifest requirements may be
issued monetary AMPS (the CBSAs Administrative Monetary Penalty System) penalties.

Under ACI e-Manifest regulations highway carriers must ensure that Both the ACI e-Manifest and the entry by the
customs broker (for PARS shipments) are on file with CBSA for at least one hour prior to the driver's arrival at the
border. Failure to do so could result in refused entry into Canada and/or an AMPS penalty.

Any changes or updates to the manifest will start the one hour clock again.

Dispatch and Management can choose to receive automatic email notifications when:

Truck arrives at or crosses the border

Truck is held at the border
e-Manifest is accepted or rejected
Entry number is received (including entry number)

Drivers can receive an automatic text message (SMS) whenever a shipment is cleared and an entry number is
received from the CBP/CBSA
