The IP100H / IP1000C is the answer.

It is license free as it uses Wireless LAN.(2.4/5GHz)

Coverage can be expanded by addition of access points.
The IP100H is a digital radio with advanced features.
The IP1000C server handles up to 100 IP100H terminal radios.
*Up to 20 radio version is also available
*Cascade connection of multiple IP1000C can expand maximum number of terminal
radios in 1 system. (ex: 10
The IP100FS remote communicator offers Windows PC based
dispatcher / virtual radio features. The VP-PG3 interconnects IP
phone and other communication system.

The IP100H / IP1000C features:

License free by using Wireless LAN Access Points

The IP100H terminal radio is compatible with generally available
wireless LAN access points which works with 802.11a/b/g devices. You
may use an already working wireless LAN network.*
Coverage can be expanded by addition of access points. coverage is
fully under control.
Supports WEP 64/128bit, WPA-PSK/WPA2-PSK(TKIP+AES)
encryptions. Unlike analog license free radios incapable any sort of
encryption, communication is encrypted and secured.**

* Compatibility with third party access points are not guaranteed.

** At this stage, only one SSID and encryption setting can be used. Wireless AP
networks with multiple SSIDs and/or encryption settings may only be used with
virtual access point function enabled.

The IP100H / IP1000C features:

Digital Radio advanced features

IP100H/IP1000C is a digital radio system capable of advanced
features such as remote radio stun, location sensing, encryption, text
messaging and status report by the IP100FS software.
Almost all important radio setting can be programmed without PC
and/or any physical connection to a device. (OTAP). Radios may be
programmed with PC software only once when it is added to the fleet.
Compact and light weight, IPx7 waterproof.
Expected coverage by each access point is predictable. It is generally
the similar to other wireless LAN devices.
The IP100H uses compression-less codec G.711 for the
best voice quality.

The IP100H / IP1000C features:

IP1000C server
The IP1000C works as the control server for IP100H terminals. It is
responsible for radio authentication, voice traffic control, radio
programming over air (OTAP) etc.
When the IP100H is turned on, it connects to the IP1000C and
download the latest radio programming setting (also new firmware if
available). Setting like ID alias table, group call setting, programmable
key function, preset text message and status meaning are also updated.
Even the wireless LAN AP information can be updated. Therefore, once
radios are deployed, they will not be required to recall for programming.
No AP max. number limitation by IP1000C

The IP100FS features:

IP100FS PC virtual radio / dispatcher / simple AVL

The IP100FS works as virtual radio, dispatcher and simple AVL.
Operator at IP100FS can make calls for IP100H in individual, group, all
radios and radios belong to a particular access point.
The IP100FS can observe what access point is currently used by each
radio. This feature is useful to see where the radios are (like AVL).
Radios are shown over user set map data.
Status of radios can also be seen at a glance.
Can send stun/kill/revive and auto TX command.

In case coverage is insufficient, simply add access points.

Coverage can be expanded with off-the-shelf access points.
(Icom recommends AP-90M Access Point).

The IP100H works freely within the network of multiple access

points (different channel with same SS ID, coverage overlapped).
Radio users will not typically notice roaming gaps.

Generally speaking, each access point serves up to 12 terminals for

the highest quality voice. It is recommended to use APs max. client
number limitation function to force radios use nearby AP when more
than adequate number radios are trying to use the same AP.

When VPN is used, radios can roam between different locations.

There will be slight gap at roaming between sites.
Note: The VPN link should satisfy the bandwidth requirement.

The IP100H / IP1000C requirement:

Wireless Access Points requirements

All of the wireless LAN access points must have the same SS ID with
the same encryption setting. (Note: Use virtual AP function to create
new dedicated logical access points if different SS IDs are used.)
Access points can be programmed for a channel in the 2.4GHz and
5GHz band. The IP100H automatically detect and use it. The 5GHz
band is generally preferred for less interference for urban environment.
Place access points working in different channel in slightly overlapped
coverage and maximum client number limit function enabled so that an
access point will not be overloaded with too many terminals.
The Icom AP-90M access point is recommended.
The RS-AP3 software allows monitoring of Icom AP status.

Interconnection with the IP phone / other radio systems:

Compatible with the VE-PG3

Use the RoIP device VE-PG3 to integrate with IP phone and other
radio systems such as IDAS(Icom Digital Advanced System).
Allows calls between IP100H and IP Phone in full duplex.
Connects also with IDAS (NXDN) system and other radio systems.
The IP1000C connects to bridge port of the VE-PG3 working in
converter mode (VE-PG3 working in bridge mode is not compatible).
As the general requirement for IP phone system, SIP server is required.
It is generally not permitted for license free radios to interconnect to
any other external devices / systems but is no such limitations for the
IP100H/IP2000C based systems.

About OTAP feature:(over the air programming)

What can be updated over the air

Firmware
Access point SS ID and encryption setting
Radio ID
Call List (individual / call groups)
Status List
Preset text messages
Key setting, VOX setting, simplex/full duplex setting
Others except below
What cannot be updated over the air
IP address of the IP1000C
ID and password for IP1000C authentication
(The CS-IP100H must be used to set these parameters)

The IP100H radio loads the setting from IP1000C each time it is powered on.
