Legislation in the UAE
Legislation within the UAE like other parts
of the world is made up of laws and
regulations from several sources under a
common umbrella or piece of lead
legislation.
In the UAE that piece of lead legislation is
Federal Law Number 8 of 1980.
Under this umbrella are Ministerial Orders,
Ministerial Directives, Local Orders, Local
Technical Guidelines, etc. These are
referred to as subordinate legislation.
Definitions
Accident
An unplanned, unscheduled unwanted
event or occurrence.
Hazard
The potential to cause harm i.e. ill-health,
damage, losses or liabilities.
Risk
The likelihood that an event will occur
due to the realisation of a hazard

Under Federal Law the requirements
are very wide ranging and cover all
aspects of the working environment.

A list of primary duties under Federal


Law Number 8 of 1980 and
Ministerial Directive 32 of 1982 will
be distributed with course notes.

are inquisitive and what to explore, but they are
unaware of dangers.

Similarly, as distasteful as it is no-one wants to


harm anyone including those unauthorised to be
on site.

and properly secure sites prior to leaving.

training and supervision to control
the worker and his environment.

a) Regular inspections by competent
persons
b) No defective equipment used
c) Adequate service and maintenance
d) Records and reports maintained
e) Adequate guarding provisions
f) Proper handling, lifting & slinging
g) Secured palnt when in use and parked
h) Hand tool inspection and maintenance
Accident Prevention
The working environment checks to ensure:
1. Floors clean, level, slip free, unobstructed
2. Stairs, gangways & platforms guarded and
maintained
3. Openings edges & holes protected
4. Projections & obstacles protected
5. Lighting adequate
6. Material storage safe stacking
7. Warning signs suitable and sufficient
8. Ventilation adequate
9. Waste controlled accumulation
10. Escape routes suitably identified
11. Safe systems of work maintained
12. Emergency equipment suitable, sufficient &
persons trained in use.
