AFFORESTATION,

TREE PLANTATION &

HORTICULTURE
INTRODUCTION

Auxiliary objective of Mahatma Gandhi

National Rural Employment Guaranteed
Scheme (MGNREGS)

To strengthen natural resource base

management,
Which address causes of chronic poverty
(like drought), and
To encourage sustainable development.
The importance of tree cover
Timely on set of monsoons by attracting clouds,
Convert wastelands into productive lands
Restrict soil erosion and water run-off velocity,
Recharging ground water
Ameliorate NTFPs and leads to alternative
livelihoods,
Improve bio-diversity
Change in micro and macro climate by reducing
the Carbon-di-oxide in the atmosphere,
Reduce pollution (Air, sound and water)
It helps in carbon sequestration and carbon
credits
Afforestation as permissible in Schedule I
Category A : Public works related to NRM
Item V - Afforestation, tree plantation, and
horticulture in common and forest lands, road
margins, canal bunds, tank foreshores and
coastal belts and
Item VI - Land development works in common
lands

Category B : Individual assets or community

assets for vulnerable sections households
defined in Para 5.
Category B : Individual assets or community
assets for vulnerable sections households
defined in Para 5.

Item VII : Improving land productivity through

land development and irrigation infrastructure
(incld. dug wells, farm ponds and other water
harvesting structures);

Item VII: Improving livelihoods through

Horticulture, Sericulture, Plantation and Farm
Forestry.

Item IX : Development of fallow/waste lands to

bring it under cultivation.
Category C: Common infrastructure including
for DDU-GKY compliant self-help-groups

Item XIII Works for promoting agricultural

productivity by creating durable infrastructure
required for bio-fertilizers and post-harvest
facilities including pucca storage facilities for
agricultural produce.

Item XIV Common work-sheds for livelihood

activities of self-help-groups.
PLANNING FOR PLANTATION
ACTIVITIES
MGNREGA operational guidelines 2013, the
planning process for financial year will be
initiated from 15 August of the current year.

Village Level Officer (Patwari) on land use

pattern of the Gram Panchayat needs to be
triangulated through participatory planning
and identify the area for tree planting
The Community and Institutional
lands, to be identified
Waste lands,
Barren lands,
Salt affect lands,
Problematic lands (degraded,
marginalised, waterlogged, coastal sandy
soils, lateritic soils, etc.),
Tank foreshore,
Costal sandy soils, and
Institutional lands such as school,
Anganwadi, panchayat / government
premises, temple land, burial grounds,
etc
Works to be taken under Tree planting

Identification of land development sites (both

Community, Individual sites and Forest land)
Identify the beneficiary for providing usufruct
rights.
Identification of location specific specieswith
the guidance of local wisdom and technical
support from the concerned line departments.
Identification of Nursery site
Raising of Nursery (Horticulture, Sericulture,
Forestry tree species)
Prioritization of land development activities
such as bush clearance, removal of boulder,
land levelling, bunding, farm ponds, fencing
(depending on slope, terrain, soil type, etc)

Soil and moisture conservation works such as

Continuous Contour Trench (CCT), Staggered
Contour Trench (SCT), Trench Cum Bund
measure (TCB), etc.,

Planting Activities such as Pitting (in rows),

preparing of vermicomposting pits / NADP
compost preparation / liquid bio-fertilizers,
Farm Yard Manure (FYM), fertile soil,
fertilizers, pesticides etc.,
Monitoring of the on-going works need to be
undertaken by the Gram RozgarSahayak (GRS)
and Village Monitoring Committee (VMC) set-up
at Gram panchayat level. VMC need to monitor
100 per cent of works.

Monitoring 1. Field Assistant Once in 7 days

2. Technical Assistant once in 15 days
3. Asst. Programme Officer once in a
month
4. Addl. Programme Director - once in
three months
5. Project Director as and when
situation demands
Types of Plantations

Bund plantation

Avenue plantation

Canal side Plantation

Institutional Plantation
Agroforestry

Agriculture and social forestry departments

promote agro-forestry system among the
marginal and degraded land holders.

Agroforestry is an alternative land-use

system that integrates agriculture, trees,
people (livelihood) and livestock in a given
area.
Types of Agroforestry systems

Agroforestry systems

Crops Livestock Mixed NTFP

Agrisilvicultural Silvopastoral Agrisilvopastoral Hortisilvicultural

Trees in strips corridor system

Trees in a contiguous area cut &carry prunings for mulch or fodder
Trees in mixed system tanguya system, traditional system
Trees in contoru hedge row alley cropping, alley farming hedgerow cropping
Trees on plot boundaries live fences
Horticulture Plantation
MGNREGS has encouraged convergence with
horticulture department in order to bring in
fallow, barren, uncultivated land under
production system

Under dry land horticulture system crops

such as Ber, Custard apple, Guava, Chikku
(sapota), Cashewnut, Mango, Mandarin, Sweet
lemon, Pomegranate, etc., are promoted. The
schemes extend the financial support for five
years, to ensure 100 per cent survival rate.

Raising of Nursery

Nursery can be defined as the site or place

where quality seedlings are produced.
success of plantations depends primarily on
the quality of seedlings. Nurseries are
mainly of two types viz., i) Permanent and
ii) Temporary.
The establishment of a nursery and raising
of quality seedlings is a technical process.

Selection of Nursery Site

Location

Water

Topography and drainage

Soil
LAYOUT OF NURSERY
Size and shape

Nursery should be of a rectangular shape.

Can be divided into smaller nursery beds of
rectangular shape, leaving space for roads,
inspection paths, dumping of manure, hut for
Mali and space for people working in the
nursery to rest during rain or intervals.

Total area for the nursery can be calculated

by adding together the area required for
mother beds, polybags, entire plant/root
shoot cuttings and beds required for rooted
cuttings.

Preparation of seedbeds

Propagation of Plants by Cuttings
Land Development
The marginal, degraded and wastelands
needs to be developed before sanctioning
of afforestation or plantations works in the
beneficiary land. The development works
are :

Bush clearance
Boulder removal
Land levelling
Formation of farm bunds
Formation of farm ponds (10m Length x 10m
Breath x 10m depth)
Construction of trenches (Continuous
Contour Trench (CCT), Staggered Contour
Trench (SCT), Cattle Proof Trench (CPT),
Trench cum Bund (TCB)

Strengthening the boundary bunds

Low cost boundary fencing to avoid

grazing by stray cattle. For example:
growing thorny species such as agave or
live fencing.
Planting Techniques

Selection of species
Selection of site
Site development
Digging of pits
Protection of plantation sites
Filling of pits
Planting of saplings
Winter planting
Replacement of dead plants
Soil working and weeding
Maintenance and after care
Convergence
The Act permits certain categories of work to be
taken up for providing employment to the job
seeking rural households. These categories are
generic in nature such as water conservation,
drought proofing, irrigation, land development,
rejuvenation of traditional water bodies, flood
control and drainage work, rural connectivity and
work on the land of SC/ST/BPL/IAY
beneficiaries/land reform beneficiaries/ individual
small and marginal farmers.
