THE ROLE OF THE LGU IN DRRM
(as per Local Government Code and DRRM Law)
Mayors have the following functions:

Chair the Local Disaster Risk Reduction Risk Management
Council (LDRRMC*)

LDRRMCs have the following functions:


1. Approve, test, monitor, review and evaluate the implementation
of the LDRRMPs;
2. Ensure the integration of disaster risk reduction and climate
change adaptation into local development plans;
3. Recommend the implementation of forced or pre-emptive
evacuation of local residents; and
4. Convene the local council once every three (3) months or as
necessary.

KEY LEARNING POINTS
Sendai Framework for Disaster Risk Reduction 2015-2030
underlines states commitment to addressing DRR and resilience
building with a renewed sense of urgency in the context of
sustainable development and poverty eradication.
RA 10121 introduced a new National DRRM Framework and
structure which transforms the Philippine disaster
management system from disaster relief and response to
disaster risk reduction.
The new structures included the NDRRMC, the RDRRMCs, the
LDRRMCs and the BDRRMCs.
DRRM is the primary responsibility of the LGU with the
support of the national government and external agencies.
KEY LEARNING POINTS

Among the BDRRMC task units, the


Evacuation and Relief Task Units have the
most relevant functions to evacuation
preparedness and camp management.
Hence, any related capacity building
interventions should be coordinated or
directed towards these units within the
BDRRMC.
