 Key features
 HSDPA doesn’t support soft handover, handover of both HS-DSCH and HS-SCCH
is hard handover, so there is no SHO gain in HSDPA link budget
 HS-DSCH doesn’t support power control, and then there is no power control
margin in HSDPA link budget
 HSDPA system capacity is mainly decided by allocation of channel code and power
resource, as well as radio propagation environment, for shared carrier between
R99/R4 and HSDPA

 More resource for HSDPA can improve data throughput but reduce the CS
load

 Allocation of code and power resource should be matched

 HSDPA admission control


 The RNC will only admit a BE service mapped onto HS-DSCH when:
 The cell has HSDPA capability
 Total HSDPA user number within Node B ≤ MaxHspdaUsersPerNodeB
 Total HSDPA user number within Cell ≤ MaxHspdaUsersPerCell
 Sum of the Maximum Bit Rate of all RABs ≤ threshold RMAX,thd
 For STREAMING service, more conditions should be fulfilled:
 Sum of the Guaranteed Bit Rate of all Streaming RABs ≤ RGBR,thd
 HS-DSCH Required Power ≤ PGBR,power,thd (common measurement)

 DL load issue
 Total DL load can be higher than R99/R4 because of no power control for HS-
DSCH and dynamic power allocation in NodeB

Note: A margin is needed by the dynamic power allocation in NodeB, otherwise
DCH TPC Command will not be responded in time. (2~3 slots delay in the worst

between R99/R4 and HSDPA

 In the case that total DL load is not changed


 R99/R4 coverage is not influenced
 Capacity is improved because of the improved HSDPA bear
efficiency

 In the case that total DL load is increased


 Power for CCH and DCH should be increased to assure that
coverage is not influenced
 Capacity is improved because of increased DL load and
improved bear efficiency of HSDPA

 Two scenarios of HSDPA network planning:


 For those operators which have already constructed the R99/R4
networks, HSDPA network planning mainly considers how to update
from R99/R4 to HSDPA.
 The topology of existing network can not be broke, i.e. no need to
reselect sites location
 The coverage quality of existing network can not be changed

 For new 3G operators, HSDPA network planning mainly considers one


step to HSDPA solution.
 Study out the planning target carefully, especially the capacity
requirement of R99/R4 and HSDPA
 Setup the appropriate R99/R4 and HSDPA cooperation strategy

For different scenarios, the input, output and process


of network planning are different.
