HSDPA doesn’t support soft handover, handover of both HS-DSCH and HS-SCCH
is hard handover, so there is no SHO gain in HSDPA link budget
HS-DSCH doesn’t support power control, and then there is no power control
margin in HSDPA link budget
HSDPA system capacity is mainly decided by allocation of channel code and power
resource, as well as radio propagation environment, for shared carrier between
R99/R4 and HSDPA
More resource for HSDPA can improve data throughput but reduce the CS
load
