SINDH LABOR POLICY 2018
MINIMUM WAGES COUNCIL
• First provincial government to present a tripartite labor policy after the 18th Constitution
Amendment.
• “The policy is for laborer's that are the most repressed segment of our society, but it is also
friendly to investment so that both employees and employers benefit with balance.”
• The policy aims to ensure health and safety at work along with guaranteeing living wages for all.
• policy also looks to extend the scope and coverage of Sindh Employees’ Social Security Act 2015
and Sindh Workers’ Welfare Fund Act 2015 to all formal, informal, and seasonal workers in all
sectors of the economy.
• making radical changes to ensure such benefits and compensation to dependents, along
with parents, of workers, the new policy’s guidelines say minimum wages will be
replaced with ‘real wages’ for which a Minimum Wages Council will be established to
determine minimum wages for skilled and unskilled workers.

• The labor policy 2018 will ensure that children get the minimum wage along with access
to education and training tailored for them.
• Under the new policy, the law regarding prohibition of employment of children under
the age of 14 will be extended to domestic and home-based workers.
• Making radical changes to ensure such benefits and compensation to dependents, along
with parents, of workers, the new policy’s guidelines say minimum wages will be
replaced with ‘real wages’ for which a Minimum Wages Council will be established to
determine minimum wages for skilled and unskilled workers.

COUNCIL (TRIPARTITE)
• A tripartite (employee-employer-government of Sindh) Productivity Council will be set
up to analyze factors behind low productivity and propose sector/industry-wise
measures for the enhancement of productivity.
EXPERTS

• Experts believe though Sindh may be the leading province in making labor laws, taking
into account current situation of province it will be facing many challenges in its
implementation. As “You have to show the world and rest of Pakistan that you can do it,
said by ILO South Asia Representative.
• Private educational institutions and health centers have been included in the definition of
industry in KP, but in Sindh Labor Policy they are not considered as industry this could
create complexities in regulation of these sectors for Sindh Government.
