REVISED (PLAN FOR A REVITALIZED
CAMPAIGN AGAINST ILLEGAL DRUGS)
With its purpose and objectives to further
strengthen its support mechanism to the
Philippine Drug Enforcement Agency
(PDEA) in campaign against illegal drugs
regionwide. Police Community Relations is
task in the implementation of the Demand
Reduction Strategy, and one way of its
implementation is through this Drug
Awareness/Demand Reduction Strategy
Seminar.

DRUG ABUSE COUNCILS

I. RATIONALE

The Constitution mandates that the


government shall promote the quality of life of
the people. Towards this end, Section 16 of
the Local Government Code of 1991 provides
that local government units shall pursue
undertakings to improve public morals and
maintain peace and order, among other
equally significant concerns.
Reports of existence of several drug
laboratories and the increasing use of illegal
drugs have significantly contributed to the rise
in criminality which necessitate a more
aggressive and unified stance against illegal
drugs to help ensure community peace and
harmony.

This menace can be addressed efficiently if


all efforts of concerned agencies are
coordinated in all stages from the pre-operation,
during and post-operations of the drive to
eliminate if not totally eradicate the problem.
Hence, this Memorandum Circular is
issued in support of previous issuances of
the Department with the end in view of
achieving an integrated approach to the
elimination of proliferation and use of
illegal drugs and thus promote peace and
order as well as meaningful social and
economic development in the country.
II. DELINEATION OF ROLES AND RESPONSIBILITIES
A.Pre – Operations

In furtherance of all government efforts to address the
above-mentioned problem, all cities, municipalities and
barangays are directed to ensure that their respective ADACs,
pursuant to Memorandum Circulars 98-227 and 99-236, are

For the effective implementation, compliance
and monitoring of the activities on Anti-illegal Drugs,
Section VII of MC No. 2009-09 in relation to Sections
46 and 51, Article VI of the IRR of RA 9165, Section
6 of Dangerous Drugs Board Resolution No. 2 series
of 2007, and Article VI, Section 15 (B) of DDB
Regulation No. 1 series of 2006 (“Guidelines in the
Implementation of the Aftercare Program for
Recovering Drug Dependents”), is reiterated
requiring all concerned LGUs to allocate a
substantial portion of their budget to assist in or
enhance the enforcement of RA 9165.
All DILG Regional Directors are hereby
directed to cause the widest dissemination of this
memorandum circular, provide assistance where
necessary and appropriate and see to it that the
intent of this directive is complied with.

This Memorandum Circular shall take effect


immediately and shall revoke all previously issued
Circulars not consistent with this Memorandum
Circular.
