Formed
• Each Standards Committee has at least one representative on
the CAR Committee including BPV-III.

• Committee Tasked with separating Conformity Assessment


Requirements from individual Code Books and place them in
one book that would be the standard.

• Used Section I as original template for draft of new standard

• Presented draft template to TOMC for review

• TOMC reached consensus to use the template to make


revisions to Section I,IV, VIII Div. 1, VIII Div. 2, VIII Div. 3, X and
XII

covering Conformity Assessment
Requirements for Section I, IV,
VIII Div. 1, VIII Div. 2, VIII Div. 3, X
and XII.

2014 – First Revision to CA-1 Published


with Minor Editorial Changes and
inclusion of ASME BPE.

Conformity Assessment Requirements
• BPV-I has adopted CA-1 2013 by date reference into
the 2015 Edition. BPV-X has adopted CA-1 by
Evergreen reference for their 2015 Edition.

• Records are currently open for BPV IV, VIII and X for
proposals to adopt CA-1.

(Note: Section III is currently working on rewriting


Subsection NCA and are working with the CAR
Committee to define the Conformity Assessment
requirements that they will need in CA-1.)

• Currently, Committees have not approved proposals


to adopt CA-1 for fear they will not have any control
over what their Certificate Holders are required to
do for certification. 4 4
Conformity Assessment Requirements
• Recent presentations have been made to BNCS and BPTCS requesting endorsement of the
adoption by the Book Sections for the CA-1 Standard and asking for the endorsement to be
with the Current Edition (Evergreen) reference.
• Those Boards have endorsed CA-1 for adoption but did not include the evergreen
reference in their endorsement.
• The basic reason for them to not include the evergreen reference in their
endorsement was that CSP-58 is not a strong mechanism for the Standards
Committees to object to Content in CA-1 and ensure that the standard was not
published with objectionable requirements. An example of an objectionable
requirement would be the addition of a technical requirement within CA-1.

• Commitment has been made to ensure that


Standards Committees will have a
mechanism to comment on administrative
vs. technical content. Comments will
require action by the CAR Committee and
resubmitted to the Standards Committees
once the CAR Committee takes appropriate
action.

• Definitions – Terms like ASME Designated
Organization, Authorized Inspection Agency,
Certificate Holder, Quality Management
system are examples
• Certification Process – How to apply for and
obtain an ASME Certificate of Authorization
• Quality Management System requirements –
general requirements for a documented
system that establishes responsibility,
authority and controls used by the Certificate
Holder to ensure products are constructed in
accordance with Code
Conformity Assessment Requirements –
Requirements for obtaining ASME certification or
accreditation of a company’s Quality System
Program as complying with the technical
requirements found in applicable ASME Boiler

Code Sections or ASME Standards.

Conformity Assessment Requirements
• The purpose of this presentation, which is being made to all of the
Standards Committees, is to provide you with information about the new
CA-1 Standard.

• The Standard has NOT made any changes to any of the conformity
assessment requirements that currently reside in the books. CA-1 has
taken the current administrative requirements that appear in all of the
various books and placed them in one book where users can go to
determine what the requirements are.

• It is unlikely that there will be many changes to the existing administrative


requirements for obtaining and maintaining certification for
Manufacturers and Testing Labs.

• When Section III requirements are introduced to CA-1 they will be in a


separate part that applies to their specific needs

Conformity Assessment Requirements

• ASME Codes and Standards Conformity Assessment is asking you,


the ASME Standards Committees, to adopt CA-1 as a way to ensure
continued consistency for administrative requirements.

• ASME Conformity Assessment’s goal is to have all of the ASME


Codes adopt CA-1 using the latest published edition to maintain
uniformity with ASME Administrative requirements. All technical
requirements for Conformity Assessment will remain the
responsibility of each Standards Committee.
An example of a technical requirement for Conformity Assessment
would be the requirements for the Manufacturers Quality Control
System, such as published in Appendix 10 of Section VIII, Div. 1.

Conformity Assessment Requirements
• We commit to a working solution to enable each Standards
Committee to have a method to ensure they have a way to
comment on any technical changes to the conformity assessment
process.
• Current thought is to have a procedure adopted that requires all
changes to the standard to be balloted to the Standards
Committee members for review and approval.
• Addenda's to Codes and Standards Policies (CSPs) are
another method under consideration.
