Section 3
This Act shall cover the importation,
manufacture, processing, handling, storage,
transportation, sale, distribution, use and disposal
of all unregulated chemical substances and mixtures
in the Philippines, including the entry even in
transit, as well as the keeping or storage and
disposal of hazardous and nuclear wastes into the
country for whatever purposes.

Philippine Inventory of Chemicals and Chemical
Substances (PICCS)
• It is a list of all existing chemicals and chemical substances
used, sold, distributed, imported, processed, manufactured,
stored, exported, treated or transported in the Philippines.

EXEMPTION
– Non-chemical substances
– Naturally occurring substances
– Mixtures
– Radioactive substances, pesticides, drugs, foodstuffs, and consumer
products that are regulated by other laws in the Philippines
– By-products
EXEMPTION TO THE PICCS UPDATING
– Small-quantity chemicals manufactured or distributed (not imported) for
market test and research and development in quantities less than 1,000 kg

DENR-EMB before they manufacture
or import chemicals included in PICCS
Pre-Manufacturing And Pre-Importation Notification
(PMPIN)
• It is to screen harmful substances not listed in the PICCS before
they enter Philippine’s commerce with quantity less than 1,000
kg / year.
PROCEDURAL Requirements
1. Notifier: Name of licensed Philippine Company and/or Firm
2. Substance must be defined as new chemical or fuel additive.
3. Notarized and completed PMPIN Abbreviated or PMPIN Detailed Form
4. MSDS / SDS
5. Specific Use of the Chemical
6. Annual volume of import
7. Payment of processing fee:
PMPIN Abbreviated – P 2,600; PMPIN Detailed – P 4,500
8. Request for Confidential Business Information (CBI)-optional
9. Submission of above requirements to the online application at the Online
Permitting and Monitoring System (OPMS) website.
Pre-Manufacturing And Pre-Importation Notification
(PMPIN)
Manufacturers and importers of a new
chemical are required to notify DENR-EMB
of their intent to manufacture or import
the new chemical not sooner than 180
days and not later than 90 days.
Small Quantity Importation (SQI) Clearance

• It is to screen harmful substances not listed in the PICCS before


they enter Philippine’s commerce with quantity less than 1,000
kg / year.

wholesale of those priority chemicals that DENR-EMB
determined to be regulated, phase-out, or banned because of

environment.

• Present proof of payment to the EMB TCHWPS Staff
• Wait for application approval

• Secure PCB Online Registration Cert. At the EMB RO

What are Hazardous Wastes?
• substances that are without any safe commercial, industrial, agricultural
or economic usage and are shipped, transported or brought from the
country of origin for dumping or disposal into or in transit through any
part of the territory of the Philippines

• by-products, side-products, process residues, spent reaction media,


contaminated plant or equipment or other substances from
manufacturing operations and as consumer discards of manufactured
products which present unreasonable risk and/or injury to health and
safety and to the environment
