considerations override other considerations
“Smart City” policy of Indian Govt

•Rs 100 Crores per annum grant for 5 years

•Equal Matching grant from State Govt
•An SPV (one for each smart city) with central
and state govts equity participation is formed
•SPV identifies the projects and implements
•Project should be pan-city based
•Consultant should be appointed to prepare a
blue print for each city
•SPV should implement the blue print
•Taking the equity as seed capital, SPV should
develop self financing models
The Last Word
•The investments envisaged are reasonably big
•A competent urban planner should be engaged for
each smart city
•Urban planner should capture the physical ground
features rather than relying on some documents and
reports alone
•Design the city from basics keeping in view the
physical limitations and the budget limitations
•IT can be dovetailed as per need. Prime focus
should be on “Basic Urban Planning” rather than on
tech savvy IT solutions
•Make the plan really a Pan-City
•Implement the plan and make the cities little more
livable
