Regulations for the prevention of


pollution by harmful substances
carried by sea in packaged form

Entry into force from 01st July, 1992.

 Packaged form defined as the form of containment for IMDG.


 Carriage prohibited except in accordance with the annex.
 Marking, labeling, documentation, stowage quantity limitations.
 Does not apply to ship’s store.
Annex III:

contains general requirements for the


issuing of detailed standards on packing,
marking, Labeling, documentation,
stowage, quantity limitations, exceptions
and notifications for preventing pollution
by harmful substances.

PACKAGING - IMPORTANCE
The transport of dangerous goods is associated with special
risks because of the properties of the transported substances,
being for example flammable or corrosive.
The Packaging has an extremely important role with respect to
minimizing such risks - if the dangerous substance cannot escape
from its packaging it normally cannot cause accidents.
REG.-2: PACKING:
PACKAGES SHALL BE ADEQUATE TO MINIMISE THE HAZARD. 9
REG.3: MARKING & LABELLING:
Durably marked with technical name.labelled to show its marine
pollutant. Markings & Packing's survive for 3 months immersion in
water. Small quantity packages are exempted.
REG.4: DOCUMENTATION:
Packages named, correct technical name. In words exhibit
‘MARINE POLLUTANT'. Shipping documents supplier to signed.
Ship carrying harmful substances – declare a manifesto – location in
ship, stowage, Copies of documents to shore owner.
Clear distinction between dangerous goods & Harmful substances.
REG.5: STOWAGE:
Properly stored & secured to minimize hazard.
REG.6 QUANTITY LIMITATIONS.
Limited quantity size construction & equipment of the ship &
packaging.

Regulation 7,Exceptions
 Jettisoning (removing) for the purpose of securing the safety
of the ship or saving life at sea.
 Washing of leakages overboard-would not impair the safety
of ship and persons.

Regulation-8, Port state control on operational requirements.


Inspection by officers duly authorized.
