2 KEY NEEDS BY LOCAL AND STATE
GOVERNMENT IN KANO STATE
Based on Geneva Action Plan for Africa (10) , the following are ten
key strategies contained in the report which Kano state and its
Local government need to emphasis:
1) To connect villages with ICTs and community access points;
2) To connect high schools, colleges, secondary schools and primary
schools with ICTs;
3) To connect scientific and research centres with ICTs;
4) To connect public libraries, cultural centres, museums, post
offices and archives with ICTs;
5) To connect health centres and hospitals with ICTs;
6) To connect all local and central government departments and
establish websites and e-mail addresses;

• Definition
• Information and Communication Technologies (ICTs)
• ‘ICTs is a generic term referring to technologies that are
used for collecting, storing, editing and passing on
(communicating) information in various forms.’ This definition
separates distinct fields of ICTs and at the same time links them
together so as to operate as an entity

The concept of e-government began in the early 1990s
• Electronic governance or e-governance is the application of
information and communication technology (ICT) for
delivering government services, exchange of information,
communication transactions, integration of various stand-
alone systems and services between government-to-citizen
(G2C), government-to-business (G2B).
• e-Government is a system, e-Governance is a function. e-
Government is a one-way communication protocol. On the
contrary, e-Governance is a two-way communication
protocol
• Three process: Governments work, Share
information and Delivering services

Objectives of e-Government in Local government
:

• In Malaysia about 58.1% and 46.3% that are not using
internet because of lack of skills and lack of interest
respectively .
• Smartphone was the most common device to access
Internet (89.4%). Access from other mobile devices such as
tablet, laptop and feature phone however declined.
• Text communication(96.3%)and visiting social networking
site(89.3%)were the most common activities for Internet users
as well getting information online (86.9%).
• Of those who visited social networking site, 97.3% of them
owned Facebook account, followed by Instagram (56.1%).
• The consumers’ e-commerce participation has increased to
48.8% compared 35.3% on previous year.

CONCLUSION
• This study examined the use of Information
and Communication Technology on Local
government administration in Kano State .
• The impact of ICT on local government
administration however, is remarkable
different among countries. Priority must be
given to the development of a robust e-
government system to accelerate the process
of development in local government
