I INTRODUCTION

 ICT (Information and Communication Technology) support the


activities of governmental institutions and agencies with the
objectives of delivering effective service and to curb corrupt
practices
 Local governments in Kano State are involved in a variety of
important public policy issues. Most local officials in the state are
active and lack formal training in e-governance .
 IT made it easier for local governments to provide information to
their citizens and to handle information, communication, and
other important management concerns.
 IT bridge the gap between the government and the citizens

 There is need for appropriate coordination and streamlining an IT


among Local Government through Local Government service
commission.
 IT can make local government Educational, Health and Others
sectors to be in focus
 State Government can utilized the most of ICT to secure
efficiencies and make possible new ways of delivering public
services

GOVERNMENT IN KANO STATE
Based on Geneva Action Plan for Africa (10) , the following are ten
key strategies contained in the report which Kano state and its
Local government need to emphasis:
1) To connect villages with ICTs and community access points;
2) To connect high schools, colleges, secondary schools and primary
schools with ICTs;
3) To connect scientific and research centres with ICTs;
4) To connect public libraries, cultural centres, museums, post
offices and archives with ICTs;
5) To connect health centres and hospitals with ICTs;
6) To connect all local and central government departments and
establish websites and e-mail addresses;

7. To adapt all primary and secondary school curricula to meet the


challenges of the Information Society, taking into account
national circumstances;
8. To ensure that all of the world’s populations have access to
television and radio services;
9. To ensure that more than half the world’s inhabitants have
access to ICTs within their reach; and
10. To encourage the development of content and to put in
place technical conditions in order to facilitate the presence and
use of all world languages on the Internet. It was also agreed that
nations would operate within their economic strengths as they
attend to these action plans aimed at bringing about a global
information society.

• ‘ICTs is a generic term referring to technologies that are
used for collecting, storing, editing and passing on
(communicating) information in various forms.’ This definition
separates distinct fields of ICTs and at the same time links them
together so as to operate as an entity

The concept of e-government began in the early 1990s
• Electronic governance or e-governance is the application of
information and communication technology (ICT) for
delivering government services, exchange of information,
communication transactions, integration of various stand-
alone systems and services between government-to-citizen
(G2C), government-to-business (G2B).
• e-Government is a system, e-Governance is a function. e-
Government is a one-way communication protocol. On the
contrary, e-Governance is a two-way communication
protocol
• Three process: Governments work, Share
information and Delivering services

Potential advantages of e-government in Local Government
Administration

• Significant cost-savings, allowing funds to be


channeled to other areas
• Reduction of Bureaucracy
• Increase in Efficiency
• Helps to develop an IT culture which will reduce the
learning curve of subsequent applications
• Transparency
• Availability of government services online 24hours a
day, 7 days a week all through the year

Challenges of E-Government in Local Government

Infrastructural Deficit: There is serious deficit in the


level of infrastructure that are placed in the rural areas
compared to the urban areas
Digital divide is the difference in ICT access and usage
between different regions that shares similar
characteristics.
Low IT Skill Manpower: ICT education is another
issue of importance here
Incessant Power Failure: The major technical
challenge disrupting the full success of e-government
implementation in Nigeria is epileptic power supply.
Privacy and Security challenges Internet

Based on internet usage some few country utilization of
ICT is highlighted.
• In Singapore About 84% or 4.83 million of Singaporeans are now
internet users as at January 2017, Hootsuite revealed
• The mobile phones and smartphones users for browsing the Internet are
95% and 91% of the population, respectively.
• About, 71% use laptop or desktops, 42% use tablets, 86% use the
television to access internet,
• About 93% use the Internet every day. On average, Singaporeans are on
the internet for seven hours and nine minutes every day.

• In Malaysia about 58.1% and 46.3% that are not using
internet because of lack of skills and lack of interest
respectively .
• Smartphone was the most common device to access
Internet (89.4%). Access from other mobile devices such as
tablet, laptop and feature phone however declined.
• Text communication(96.3%)and visiting social networking
site(89.3%)were the most common activities for Internet users
as well getting information online (86.9%).
• Of those who visited social networking site, 97.3% of them
owned Facebook account, followed by Instagram (56.1%).
• The consumers’ e-commerce participation has increased to
48.8% compared 35.3% on previous year.

• In United State About 95.6 percent of the U.S. population

accessed the internet as of Dec.31, 2017.

• While internet adoption in the United States is equal amongst

both genders,

higher levels of education and income.

CONCLUSION
• This study examined the use of Information
and Communication Technology on Local
government administration in Kano State .
• The impact of ICT on local government
administration however, is remarkable
different among countries. Priority must be
given to the development of a robust e-
government system to accelerate the process
of development in local government
