Structure
Opening sentence(s): Introduce your case study and give a brief
overview of what your answer is going to be about.

Example
The favelas of Rio de Janeiro in Brazil, such as Rochinca, do undoubtedly
provide their residents with a number of opportunities but whether these
outweigh the challenges they face is the issue I’ll explore.
Section B: How to answer this 9 mark question
To what extent do squatter settlements in urban areas of lower
income countries (LICs) or newly emerging economies (NEEs) provide
opportunities, as well as challenges? Refer to evidence from a city you
have studied.

Section 1: This is dedicated to proving, with detailed evidence, that the assumption stated in
the question is true. Aim to make 2 or 3 points using the PEEL structure (Point, Evidence,
Explain, Link)

Linking sentence: This briefly recaps the important points you have made and goes on to say
that, on the other hand, it cannot be said that the assumption of the statement is completely
true.

Section 2: This paragraph shows the extent to which the assumption of the question is not
true. This could be achieved, for example, by showing how the challenges outweigh the
opportunities previously outlined. Aim to make 2 or 3 points using the PEEL structure.

Conclusion: Any ‘To what extent’ answer must end with a conclusion that clearly answers the
question. Conclude whether you agree the statement is true ‘To a certain extent’, ‘To a great
extent’ or ‘To a small extent’. This must be backed up by a summary of the argument on both
sides to prove why you feel it to be weighted one way or the other.

Opportunities:
• For immigrants, from rural areas (such as Bahia in NE Brazil).
• Higher wages than could be earned in, for e.g., secondary or tertiary sector jobs
• Better access to clean water, sanitation, education and health care
• Greater range of entertainment

Considerable community spirit and support in favela communities


Urban poor provide a massive labour force who carry out essential jobs and help
keep the city running

Challenges
-Crime – need for Pacifying Police Units
- Housing on steep slopes – landslides
-Unreliable energy supply
- Lack of service provision e.g. rubbish collection which leads to the
dumping of waste e.g. waste dumped into Guanabara bay
- Many people work in the informal economy – work is irregular and
don’t have benefits such as sick pay, protection of health and safety
legislation
-The favela may be illegal – the residents have built their home on land they
don’t own and they could therefore be evicted
