GOALS & OBJECTIVES OF NFPA 1
The goal of this code shall be to provide:

1- Reasonable Level of Safety.


i- Safety from Fire.
ii- Safety during building use.
iii- Safety from Hazardous Materials.

2- Property Protection.
3- Public Welfare.

1.1.G- SAFETY FROM FIRE GOALS


1.1.1- To provide an environment for the occupants in a building or
facility and for the public near a building or facility that is reasonably
safe from fire and other emergencies.

1.1.2- To protect fire fighters and emergency responders.


1.1.O- SAFETY FROM FIRE
OBJECTIVES
1.1.1- Buildings and facilities shall be designed, constructed and maintained to
protect occupants who are not intimate with the initial fire development for the
amount of time needed to evacuate , relocate or defend in place.

1.1.2- Buildings shall be designed and constructed to provide reasonable safety


for fire fighters and emergency responders during search and rescue operation.

1.1.3- Buildings shall be designed, located and constructed to reasonably


protect adjacent persons from injury or death as a result of a fire.

1.1.4- Buildings shall be designed, located and constructed to provide


reasonably access to building for emergency responders.

1.1.5- Operations shall be conducted at facilities in a safe manner that


minimizes, reduces, control and mitigates the risk injury for fire or death while
protecting the occupants not intimate with the initial fire development for the
amount of time needed to evacuate , relocate or defend in place.
1.2.G - SAFETY DURING BUILDING
USE (GOAL)
1.2.1- To provide an environment for the occupants in a building or facility and for
the public near a building or facility that is reasonably safe during normal use of
building.

1.2.O - SAFETY DURING BUILDING USE


OBJECTIVES
1.2.1- Buildings shall be designed and constructed to reduce the probability of
death and injury of person from falling during normal use of building.

1.2.2- Buildings shall be designed and constructed to provide for reasonable safe
crowd movement during emergency and non emergency conditions.

1.2.3- Buildings shall be designed and constructed to provide reasonable life


safety for occupants and workers during construction and demolition

1.2.4- Buildings shall be designed and constructed to provide reasonable


notification to occupants of fire and other emergency situations.
1.2.5- Buildings shall be designed and constructed to provide reasonable signage
and lighting to identify hazards, exits, means of egress, and other building safety
features.

1.3.G- SAFETY FROM HAZARDOUS


MATERIALS GOAL
1.3.1- To provide an environment for the occupants in a building or facility and to
those adjacent to a building or facility that is reasonably safe from exposures to
adverse affects from hazardous materials present therein.

1.3.O- SAFETY FROM HAZARDOUS


MATERIALS OBJECTIVES
1.3.1-The storage, use, or handling of hazardous materials in a building or facility
shall be accomplished in a manner that provides a reasonable level of safety for
occupants and for those adjacent to a building or facility from health hazards,
illness, injury, or death during normal storage, use, or handling operations and
conditions.
1.3.2- The storage, use, or handling of hazardous materials in a building or
facility shall be accomplished in a manner that provides a reasonable level of
safety for occupants and for those adjacent to a building or facility from illness,
injury, or death due to the following conditions:

I - An unplanned release of the hazardous material.


II- A fire impinging upon the hazardous material or the involvement of the
material in a fire.
III- The application of an external force on the hazardous material that is likely to
result in an unsafe condition.

2.0.G- PROPERTY PROTECTION


GOAL
2.1- To limit damage created by a fire, explosion, or event associated with
hazardous materials to a reasonable level to the building or facility and
adjacent property.
2.0.G- PROPERTY PROTECTION
OBJECTIVE
2.1- Prevention of Ignition The facility shall be designed, constructed, and
maintained, and operations associated with the facility shall be conducted, to
prevent unintentional explosions and fires that result in failure of or damage
to adjacent compartments, emergency life safety systems, adjacent
properties, adjacent outside storage, and the facility’s structural elements.

2.2- Fire Spread and Explosions In the event that a fire or explosion occurs,
the building or facility shall be sited, designed, constructed, or maintained,
and operations associated with the facility shall be conducted and protected,
to reasonably reduce the impact of unwanted fires and explosions on the
adjacent compartments, emergency life safety systems, adjacent
properties, adjacent outside storage, and the facility’s structural elements.

2.3-Structural Integrity The facility shall be designed, constructed, protected,


and maintained, and operations associated with the facility shall be
conducted, to provide a reasonable level of protection for the facility, its
contents, and adjacent properties from building collapse due to a loss of
structural integrity resulting from fire.
2.4- Hazardous Materials The facility shall be designed, constructed, and
maintained, and operations associated with the facility shall be conducted,
to provide reasonable property protection from damage resulting from fires,
explosions, and other unsafe conditions associated with the storage, use,
and handling of hazardous materials therein.

3.0.G- PUBLIC WELFARE GOAL


3.1- To maintain a high probability that buildings and facilities that provide
a public welfare role for a community continue to perform the function for
their intended purpose following a fire, explosion, or hazardous materials
event.

3.0.O- PUBLIC WELFARE OBJECTIVE


3.1-Buildings and facilities that provide a public welfare role for a community
shall be designed, constructed, maintained, and operated to provide
reasonable assurance of continued function following a fire, explosion, or
hazardous materials event.
