Introduction
This chapter presents the background of the study, statement of the problem, significance
of the study, and it’s scope and delimitation.

Background of the Study


The Semirara National High School Canteen is being managed by the school but operated by
the consigners that monthly paid their rented kiosk. A few years back, all public secondary
school in the Philippines were ordered to put up a canteen through a Department of
Education Memorandum. There were guidelines to be followed according to the
memorandum such as, the school canteen shall help eliminate malnutrition among
students

.It shall serves as a venue for the
development of desirable eating habit of
students. Service should be the main
consideration for operating a school canteen. It
was stated on the Department of Education
Policy that school canteen shall adhere to
professional management and sound business
practices as well as to safety and security
measures.
The Department of Education is strongly
committed to support student health and well-
being through its curriculum in schools and a
range of initiatives that offer opportunities that
promote physically fit individuals who love eating
healthy food. Schools are encouraged to
implement comprehensive health and well-being
programs, including food and nutrition
education.
. The establishment and operation of school
canteen is important in developing love and
interest in buying nutritious and healthy food
among students, faculty and the school
personnel, making it possible for them to enjoy
nutritious and healthy food at affordable
prices during the school day. The canteen
should also provide the students a variety of
foods and dishes that enhance their skills and
knowledge. (DepEd Order no. 8 of 2007)
The students who are the vital component
of the school development program suffer.
The canteen, in its mission to nourish the
student’s mind and provide quality services
failed to accomplish its target goal which is
evident in the complaints raised and
presented to the school administrators and
personnel.
The dilemma continuous to exist and
remains unsolved. The quality and
quantity of food served is also
affected. This result in getting more
complaints from the canteen’s
clientele.
We as a students of Semirara National
High School, one of our important
goal and task in our school is to
ensure the health and welfare of my
fellow students of Semirara National
High School while inside the school
premises. Nutritious foods play a
major role on student’s growth and
development as according to the study
of Cruz (2013).
Food served at the canteen are
always the same everyday nothing
change. Foods in the tray such as
Fudge bar, chocolitos and many
others were containing too much
sugar which is excessive to the
recommended daily allowance
needed for students.
This was the reason why the researcher
wants to conduct this study because of
willingness to help improve the present
school canteen practices in our school for
students. This was the reason why the
researcher wants to conduct this study
because of willingness to help improve
the present school canteen practices in
Semirara National High School.
Statement of the Problem
This study aimed to assess the Semirara National High
School canteen practices within the school year 2018 – 2019.
Specifically, it sought answers to the following
questions:
1. What is the status of the school canteen
practices as perceived by the teachers and canteen
personnel in terms of:
A. quality and quantity of food served
B. kinds of service rendered to the customers
C. prices of the commodities
D. utilization of canteen facilities
2. Is there a significant difference
between the perception of the canteen
personnel and teacher respondents on
the status of school canteen practices?
3. What are the comments and
suggestions of the respondents to
improve the school canteen practices?
In view of the following preceding problems,
the following hypothesis were advanced:
1. There is no significant Assessment of
Canteen Practices in Semirara National High
School.
2. There is no significant effect on the
student’s in Semirara National High School
Canteen Practices.
Significance of the Study
The findings and result of the present study
would primarily benefits the students and might as well
teachers . Likewise, it was the objective of this study to
evaluate the difficulties encountered by the students as
to the kind of service that they received and identifying
the aspect of the school canteen practices that should
be improved.
Moreover, this research may provide
opportunities for reflective thought and
thereby enhance professionalism among
members of the consigners, so that they
improve efficiency and offer delicious yet
affordable food
The results of this study could provide the
information about the present status of the
school canteen and to let them know that
the existing situation really affects the
totality of the service that they are
rendering. The results of the study will also
make realize the need to objectively solve
the problems encountered in the canteen
operations.
The findings may also serve as guide for
canteen consigners in the planning,
preparation and implementation of their
stool management.
The study will provide some insights and
information on how they will manage the
canteen for the benefit of the customers
such as the teachers and the students
who are their main clients who must be
served and be satisfied.
To the Division Superintendents. The result
of the study could serve as baseline data
on conducting needs analysis towards
improving the canteen operations of
every school in respective districts. This
may also be of help in conducting group
discussions in solving canteen operation
problems in Districts.
To the school principals. The result of
this study can help them in guiding the
teachers and personnel, specifically
the canteen managers, in proper
management and operation of the
canteen as part of the administrative
arm and as one of the school’s tools in
fulfilling its duties to its major
stakeholders, who are the students in
their respective schools.
To the school canteen consigners. The
study will serve as guiding principle in its
total operations considering the quantity
and quality of services to its client. The
result of the study may also serve as
enlightenment for them as overseers to
continuously improve their services and be
of help to clients bearing in mind their
social responsibility and not to focus on
profitability alone
To the canteen staff. This study could
provide opportunities for reflective thought
and thereby enhance professionalism
among members of the canteen
personnel, so that they may improve
efficiency at work and offer delicious yet
affordable food
Specifically, this study will benefit the
different stakeholders as it may be an input
which can be of advantage to the
following:
To other education administrators. The
result of the study may be of great help in
improving the effectiveness in their
respective area of canteen operations.

To the students. The study may give result in
understanding regarding helping out in
patronizing the canteen services and
appreciating its effort in providing nutritious
foods and better services for the benefit of the
students.
To other researchers. The data gathered in the
study may serve as baseline and references for
future studies related to the present study and
for other researchers to look into other variables
not covered within the bound of this study
 To the teachers and personnel. The study may serve as
information for them to help the canteen manager in the
operation of the canteen. This may also serve as an eye-
opener for them to actively take part in maintaining the
good service of the canteen and be able to recognize its
value to the school. They may also be aware of their part
as cooperative members and so they must imbibe the
concept of shared capital and resources with the sense of
ownership and for them to also serve as tool in improving
the canteen services and patronizing its products and
services.
Definition of Terms
In order to arrive at a common understanding, the
following terms used in the study are hereby defined:
 Assessment. It refers the observation of the pupils the
teacher and principal as means of evaluating the
effectiveness of the canteen. It means how the
respondents feel about what they actually
experience or see of the situation of the school of the
in the management of the activities, utilization of
facilities quality and quantity of food serve kind of
service rendered to the consumers.
Canteen. Also known as cafeteria, a restaurant in
which customers serve themselves or are served at a
counter and take the food to eat.

Canteen Practices. In this research it includes the


practices of the daily routine of the canteen. It is the
administration of the direction of the means and
objectives of the school canteen which include
operation food service management physical
facilities and canteen services,
Clientele. This refers to customers who eat or
dine regularly, specifically the persons
served by the canteen.

Facilities. In this research it refers to the


chairs, tables, tools, utensils, and other
cooking equipment use in food preparation
and dining.
Food. This refers to the newly cook ready to
eat meals beverages and other items bought
in the school canteen.
Meal Management. This means the efficient
use of available resources in providing meals
that are nutritionally adequate, sanitary, and
economical and aesthetically pleasing to the
client.
Nutrition. It is the intake of food,
considered in relation to the body’s
dietary needs.
Good nutrition – an adequate, well
balanced diet combined with regular
physical activity – is a cornerstone of good
health. Poor nutrition can lead to
reduced immunity, increased susceptibility
to disease, impaired physical and mental
development, and reduced productivity.
Quality of food. This refers to the aspects of the food
which describes or characterize in terms of nutrition,
palatability, variety appearance and the like.

Quality of service. This refers to the manner of service


employed by the cafeteria personnel reflecting the
personality of the server.
School Canteen. This refers to one of the
ancillary services in the school system
that sells food items to the pupils/students
and serves as a support mechanism in
the effort to eliminate malnutrition
concerns of the school. It can be used
as a laboratory canteen on food
planning, preparation, serving, storage,
and selling.
Growth and Development.
Growth – denotes increase in body Size; focus is on
child’s height and weight. It occurs as cells divide
and Synthesize new proteins; change in body
structure.
Development – gradual growth and change from
a lower to a more advance state of complexity
progressive increase in skill and capacity to function
it involves expansion of the child capacities through
growth, maturation, and progressive gains in
function ability; change in body function.
Food business. A business, enterprise or activity that involves: (a)
the handling of food intended for sale; or (b) the sale of
food; Regardless of whether the business, enterprise or activity
concerned is of a commercial, charitable or community nature
or whether it involves the handling or sale of food on one
occasion only.
Food handler. A person who directly engages in the handling of
food, or who handles surfaces likely to come into contact with
food, for A food business.
Food handling operation. Any activity involving the handling of
food.
Scope and Delimitation of the Study
The study will focus on the assessment of the canteen
practices as perceived by the teachers and canteen
personnel of Semirara National High School. The respondents of
this study consisted of the school teachers and canteen
personnel of Semirara National High School. This study will be
limited to the assessment of school canteen practices in terms
of quality and quantity of food served, kinds of service
rendered to the customers, prices of the commodities,
utilization of canteen facilities.
This study will be conducted within the School Year 2018-
2019 of Semirara National High School.

Theoretical Framework
Review Of Related Literature
The study of Jamil (2013) focused on the assessment
of the canteen in San Pedro Relocation Center
National High School with regard to its privatization
in almost four years. The study was conducted to
assess the services and the benefits it can give to
the school. Based on the study, the canteen, which
was concessional, was found to be effective in its
service to students and faculty.
The concessionaires encounter payment
problems since, according to them, return of
profit is very hard when students and
teachers are not willing to buy from the
canteen and would instead go home early
specially during examination periods and
near vacation periods.
This was due to the fact that the
concessionaires are subject to further
evaluation of the administration before their
contract is to be renewed. This has posted a
healthy competition among the canteen
concessionaires in which they have to
perform best by offering good food of
reasonable prices and offer good services
as well.

The study also brought to light the fact that


the monthly rentals are a good source of
income for the school. However, problems
arise during times when delayed payment
occurs, specifically when vacation is
upcoming.
On the other hand, enrollment period gives good
opportunity for them as bulks of students and even
parents come to the canteen for refreshment and
meals. Thus, it was suggested that payment
schemes should be more flexible during the time
when sales are low as a matter of new policy in
canteen management.
Bana (2013) conducted a study on the
Canteen management of Ilocos Sur
Polytechnic State College. The study tried to
identify the strengths and weaknesses in
canteen management of the Ilocos Sur
Polytechnic State College in terms of food
preparation and costing, convenience of the
place, capacity to serve numerous
expectations and profitability for the college
The study proposed the professionalization of the
canteen managers and employees by training
them on proper food handling and serving, and
customer relation and supervision. It was also
proposed to establish a canteen management
committee which will serve as the arm of the
school in the quality assurance of the services of
the canteen to its clients and also the
transparency in its operation.
The main function of this committee is to supervise
quality, quantity and cost of food and beverages
supplied by the canteen to the employees. The
receipts and expenditures will be reviewed by the
members during the course of monthly meetings and
suggestions will be noted for improvement of the
canteen. The formal systems of participation will
include five representatives from the stakeholders and
clients and another five from the administration.
