MEMBERSHIP

All government employees receiving


monthly compensation and who have not
reached the mandatory retirement age of 65
are legally compelled to be active members
of GSIS while in government service as
mandated by law.

GSIS covers all government workers regardless of


employment status, except:

• Contractual employees who have no employee-


employer relationship with their agencies; and

• Uniformed members of the Armed Forces of the


Philippine, the Philippine National Police, and the
Bureau of Jail Management and Penology

TYPES OF LIFE INSURANCE POLICY


1. Life Endowment Policy (LEP)- is the old
insurance coverage of GSIS members
2. Enhanced Life Policy (ELP)- automatic cover
for those who entered government service
after July 31, 2003 and for those existing
members whose LEP policies have matured

MATURITY BENEFIT – LEP Policy
• Qualifying condition:
The Maturity Date indicated in the Policy Contract
must be reached.

• The amount of benefit is the total Face Value or


Amount of Insurance written on the policy contract,
including supplementaries.

• Outstanding balances on the members’ policy loan


and premium-in-arrears will be deducted from the
maturity benefits.

CASH SURRENDER VALUE (CSV) OR


TERMINATION VALUE (TV)
• Qualifying Condition:
Separation from service due to Separation or
Resignation (prior to Maturity)
• The surrender benefits become payable to the
member upon separation from the service.
• The amount of benefit is the Total Cash Value or
Termination Value earned by the policy at the time of
separation less all indebtedness of the member.

• Qualifying Condition
Death of a member while the policy is still in force
• For Life Endowment Policy (CM Policy)
The Designated Beneficiaries shall receive the amount
equivalent to the total Face Value or Amount of Insurance
written on the policy contract , including supplementaries, less
indebtedness.
• For Enhanced Life Policy (LP Policy)
The Legal Heirs shall receive the amount equivalent to the last
annual salary multiplied by 1.5 or the last monthly salary
multiplied by 18, less indebtedness.
ELP Death Benefits

Computed based on the last monthly salary of the


policyholder immediately preceding his death

LIFE INSURANCE CLAIMS

DIVIDEND
• Qualifying condition:
- The policy must be enforced for at least 1 year.
- The member must have no premiums and loans in
default
• The amount of benefit shall be in accordance with a
dividend allocation formula to be determined by the
Chief Actuary of GSIS, in relation to the total earnings
of the life insurance fund of the GSIS.
Funeral Benefit

• P30,000 for GSIS active members and old-


age pensioners
• P10,000 for uniformed members of PNP

• additional P20,000 if member died in line of


duty – from the Employees Compensation

SEPARATION BENEFITS
SEPARATION BENEFIT – is a cash payment or refund of contributions
payable to a member who resigns, separates or is dismissed from
service but has not acquired the qualifications for retirement.
1. below 60 years old with at least 15 years of service

2. below 60 years old with at least three years of


service but less than 15 years

cash payment is equivalent to 100% of AMC

SURVIVORSHIP- TRANSFER OF
PENSION
Upon the death of a retiree-pensioner under RA 660,
PD 1146, or RA 8291, his qualified surviving spouse
shall be paid 50% of the Basic Monthly Pension ( BMP )
and each qualified dependent child, not exceeding five
starting from the youngest to the eldest , without
substitution, shall receive Ten Percent ( 10% ) of the
BMP due the retiree-pensioner

SECONDARY BENEFICIARIES :
• The dependent parents
• The legitimate descendants
DEPENDENT CHILD :
Any legitimate,illegitimate, legitimated and / or legally adopted child who is

The physically or mentally incapacitated child, regardless of age, provided the
mental or physical defect was acquired prior to age 18. In this case, this
dependent child shall enjoy a lifetime pension from the System

• Considerations made in scheduling the pension crediting:
• Uninterrupted service in the crediting of pension.
Pensioners abroad and those in the ARMM who are required to
do an Annual Renewal of Active Status (ARAS) during their birth
month (i.e., for those who complied with the ARAS on the last
day of the month to be included in the pension run distribution)

• Timely deduction of payment for the Pension Loan.


Pensioners who availed of the pension loan on the last day of
the month will be able to start the payment of their loan
immediately on the following month.

PROGRAM
( Under PD 626 dated January 1, 1975 )

PURPOSE :
To help workers and their dependents - in the event
of work - connected injury, sickness, disability or
death - receive meaningful and adequate income
benefits, medical or related services, and
rehabilitation services.
THE EMPLOYEES COMPENSATION PROGRAM
The ECP is the present compensation program for both public
and private sector employees and their dependents in the event of work
related disability and death. Created under Presidential Decree No. 626, it
took effect on January 1, 1975.

The ECP is implemented by three agencies, namely:


1. The Employees’ Compensation Commission (ECC) whose task is to initiate,
rationalize and coordinate the policies of the ECP. It is composed of five ex-officio
members, namely: the Secretary of DOLE as Chairman, the PGM of GSIS and
President of SSS who alternates as Vice-Chairman, the Chairman of PHIL-
HEALTH, the Executive Director of ECC Secretariat and two appointive members,
one representing the employees and the other representing the employers who shall
serve for a term of six years;

2. The GSIS as administering agency for the public sector;


3. The SSS as administering agency of the private sector.
Contributions to the ECP shall be borne in its entirety by the
employer. It is computed at one percent of the basic salary but not
exceeding P100.00 monthly.

Any work-connected injury or sickness and any disability or death arising from
the work-connected injury or sickness shall be compensable under ECP.

Compensation for injury, sickness, disability or death shall be in the form of:
• Cash income benefit for disability or death;
• Medical and related services for injury or sickness;
• Rehabilitation services for permanent disability.

APPEALS
Claims denied by the System may be appealed to the ECC within 30 days from
receipt of letter of denial. The ECC may either reserve or affirm the System. In
case of affirmation, the claimant may file this with the Court of Appeals/Supreme
Court by giving notice to the System within five days from receipt of letter of
affirmation.

LOANS
The loans extended to members are
investment activities of the System in order to
maximize the returns of the pension funds and
improve their solvency. They are the personal
obligations of the member-borrowers and must
be collected and promptly paid. In case of their
non-payment, all legal remedies are resorted to
in order to insure their collection.

5. The increase in maximum loanable amount shall only apply to


regular active members with at least 15 years of PPP;

granting of the loan.

7. Electronic Certification – The Agency Authorized Officer (AAO) shall

9. Redemption Insurance - If the member-borrower dies and the loan
is up to date, the loan shall be deemed fully-paid by virtue of the
insurance coverage
Policy Loan

Systems enhancements

GSIS boosts network speed to improve service


The Government Service Insurance System (GSIS) is set to upgrade this August,
its existing telecommunication lines and acquire additional bandwidth for its
branch offices across the country, to further improve its service to members and
pensioners.

Under the project, GSIS will increase the telecommunication lines of remote GSIS
offices to provide fast and reliable wide area network (WAN) connections and
better network infrastructure support to GSIS employees in branch offices.
“A stronger interconnection among GSIS offices will improve productivity and
efficiency of our employees ultimately leading to the faster processing of benefits
of our members and pensioners,” President and General Manager Robert
Vergara said.

The increased bandwidth will also minimize network disruptions for more efficient
sharing of data among offices.
