PROGRAM
1. PREVAILING INDIVIDUAL
ATTITUDE
 Materialism – wealth, power and fame are
the only goal in life and the public office
provide the proper venue for this
 “Supermarket spiritually”
 Commercialism – every person has a price
thus bribery is a part of doing business.
 Familism – Charity begins and ends at home
the family that prays together stays forever
 We have to develop a National heritage
founded on a deep love of God., once
fellow beings, the Country and the planet
earth.
 We must imbue ourselves with the ideal that
are:
WHAT IS MORAL RECOVERY
PROGRAM?
Moral Recovery Program – it is a
movement which aims to mobilize all Filipino
people for nation building through the
practical exercise and to awaken us all to
the power of the values in achieving our
individual and national goals.
 It seeks to empower of all our people, the
poor, the middle class, and the rich through
the sustained application of human values
and a code of collective existence.
B. VISION OF MRP as a Nation
A Filipino as Nation - A God centered people,
Empowered, Prosperous National Community
living in unity, Justice, Love and Peace,
 A people empowered to collectively exercise
effective control over every aspect of their live.
 A place where the least among us has a
descent minimum of food, clothing, shelter,
and dignity, together with the equal
opportunities to make his /her ;life in the
fullness of Christ.
Vision as for the people
 To build a nation by inspiring the Filipino people
to action based on a shared vision and common
values – working together towards:
 1. Greater empowerment of our people,
enhancing and preserving our national
sovereignty.
 2. Increasing local autonomy based on the
principle of subsidiary: and
 3. Involvement in domestic and global efforts at
improving the quality of Filipino life through
sustainable development.
And a Visionary
government that is
democratic, responsive and
effective, graft free,
transparent and self
corrective, with a
community of civil and
military servant who are
professionals competent,
discipline and trustworthy.

WE MUST PURSUE THE
VISION OF MRP TO HAVE A
FILIPINO NATION THAT IS
GOD CENTERED, PEOPLE
EMPOWERED, PROSPEROUS
NATIONAL COMMUNITY.
The NATIONAL CHAPLAINS OF
THE PHILIPPINES took the
challenge to implement
God’s agenda to our
community by implementing
the government’s program in
fulfilling the MORAL RECOVERY
PROGRAM’S Vision & Mission.
Presidential Proclamation
No. 62, issued by then,
President FVR in 1992
declares a Moral Recovery
Program of the government
& calls for the active
participation of all sectors of
the society in the MRP.
In 1996, Executive Order No. 319
was issued by President Fidel
Ramos calling for the
institutionalization of the Moral
Recovery Program in all
government agencies,
departments and all government-
owned and controlled
corporations through the
establishment of MRP Officers and
Integrity Circles.
Thus, MRP became an
official government policy
and enjoins all government
employees and everyone
from all walks of life to
participate in the Moral
Recovery Program (MRP).
It is a movement which aims
to mobilize all Filipinos for
nation building through the
practical exercise of human
values in our daily lives as
citizens and to awaken us all
to the power of these values
in achieving our individual
and national goals.

GOVERNMENT ORGANIZATION,
PUSHING FOR PROVINCIAL,
MUNICIPAL OR CITY,
BARANGAY ORDINANCES FOR
THE MORAL RECOVERY
PROGRAM.
AN UPRIGHT
FILIPINO SOCIETY
WITH GOOD
GOVERNANCE.
 1.To post/assign well-trained
Professional Chaplains who
will initiate the Values
Formation Program and other
endeavors that will improve
the condition of our people
Physically, Morally, Mentally,
Socially and Spiritually.
MORAL RECOVERY IS NOT A
CHURCH PROGRAM BUT, IT IS
GOD’S PROGRAM GIVEN TO
THE GOVERNMENT. THERE IS A
LAW ON SEPARATION OF
CHURCH
AND STATE.
