Expected Results
Background and Current Status

• Background

• Stakeholders are working in silos so the result of air quality

improvement program in Jakarta has not yet reach its
optimum level. Therefore a Grand Design on Air Quality
Improvement as a guide in conducting air improvement
activities is a must.

• Current Status

- Tremendous growth in the human population, numbers of

vehicles and industrial development in Metropolitan Jakarta have
led to a significant deterioration in air quality in Jakarta
- Air pollution is a major threat to people living in its densely
- populated urban centers, such as Jakarta, where approximately 10
million people reside with a population density of 15.174 per km2
Current Status

 Air pollution in Jakarta is related to the incidence of

respiratory related illnesses for which total health costs
have been calculated: IDR38.5 trillion/USD54 billion
(compared with USD220 million in 1989); however, these
costs are only the ‘tip of the iceberg’ and do not factor in
lifelong disability and decreased workforce productivity.
 Some figures
 Acute Respiratory Infection (ISPA) 2,449,986
cases,
 Asthmatic bronchiale  1,210,581 cases,
 Coronary artery diseases 1,246,130 cases,
 Bronchopneumonia 173,487 cases,
 Pneumonia  336,273 cases,
 Chronic Obstructive Pulmonary Disease (COPD) 
153,724 cases.
Improvement Strategy

 Developing a Grand Design as a guide in carrying out the activities of

each institution through Collaboration Approach (which involve all
stakeholders including government, private and community).
 Shifting Paradigm from working in silo to collaboration among
stakeholders through advocacy.
 Internalize the Grand Design into policy document (Medium Term
Development Planning), yearly planning and budgeting document
(Government Action Plan)
 Focusing on priority issues such as public transportation, non
motorized transportation (pedestrian, bicycle), green industry, waste to
energy, community involvement
 Finding a new branding for Jakarta such as Amazing Jakarta, Jakarta
the People-Centered City, Healthy Jakarta, Liveable City of Jakarta,
Jakarta the Walkable City.
 Developing communication strategy as a guide to communicate with
all stakeholders
Specific Action Plan
• mapping all stakeholders, main reponsibilities (previous,
STEP 1 now and future)

• Establishing forum on Air Quality Management of Jakarta

STEP 2

• Grand Design Launching and Workshop on Assess air quality

STEP 3 status and determine emission sources and their contribution

• Working session on determining vision, mission, and target

STEP 4

• Working Session on determining policy, and strategy

STEP 5
Specific Action Plan
• Public Consultation and Workshop on Vision, Mission,
STEP 6
Target, Policy and Strategy

STEP 7
• Working Session on developing Road Map and Action Plan

• Working Session on Communication Strategy and

STEP 8 Internalizing GD into Local Government Document

• Public Consultation and Workshop on Draft Final of Grand Design

STEP 9

• Launching GD
STEP 10

• Road Show to All Stakeholders

STEP 11
Expected Results – Outputs/Outcomes
• Economic Effects

 Improving economic condition of the city by decreasing

the budget for taking care the impact of air pollution

• Technical Effects

 Become a technical guide for all stakeholders in

carrying out air quality improvement activities

• Social and Environmental Effects

 Improving environmental quality and making people

healthier and happier
 Improving the wealthiness of the people
(Challenges and Solutions)
• Challenges and Risks

 Lack of commitment from several relevant

stakeholders in the process of preparing the Grand
Design

• Solutions

 Advocating the decision maker (Governor/vice governor,

head of agency, mayor)
 Disseminate the impact of bad air pollution to large
stakeholders
 Collaborative approach in developing Grand Design
