The paper attempted to describe and analyze the selected training programs implemented to effect change in personnel in selected fisheries organizations in the Philippines. Addressing an effective capability building program to organizations will be a competitive advantage in facing challenges of globalization and sustainable human development. Prejudice and discrimination towards people suffering from mental illness is common. However, such attitudes can be modified. In order to be efficient, interventions should focus on specific targets. The intervention was provided in curriculum of the French National School of Public Health The intervention was a four day workshop. It was designed to improve attendees’ knowledge about the multiple causes of mental illness. Psychiatric services users were also free to organize their talk. Sample consisted of 121 Public Health Services administrators. Sample consisted of 58 people who participated to the study before and after the training. The Attitudes to Mental Illness scale was designed. The questionnaire consisted of 26 items derived from the Community Attitudes Toward the Mentally Ill scale. Data was analyzed using IBM SPSS Statistics 20. Mean scores to each item were used to perform data analysis. Significant reduction of stigma identified before and after the training among 58 respondents. One third of the items used showed a very significant reduction of stigma. After the training, the respondents were also less likely to agree with negative statements. No significant differences were found relating to the reduction of stigma as a function of attendees’ gender and type of trainees. The main interest of this study is to explore the potential efficiency of initiatives in reducing the stigma about mentally ill people among the attendees. This research study suggests that targeted interventions, would not only provide knowledge about mental illness to attendants but also an opportunity for direct contact with mentally ill people.
