KEY PERFORMANCE INDICATORS (KPI)

PERTAINING TO ASSET MAINTENANCE


WHAT ARE KPIs?

 Simply defined, KPIs are measures that a sector or


organization uses to define success and track progress in
meeting its strategic goals.

 Key Performance Indicators (KPIs) are quantitative and


qualitative measures used to review an organization's
progress against its goals.

 Key Performance Indicator (KPI) drives reliability growth


while guiding your choices for improving maintenance
effectiveness and efficiency.
KPI CHARACTERISTICS
KPI characteristics identified in the literature are:

1. Relevant to and consistent with the specific


organization's vision, strategy and objectives.
2. Focused on organization wide strategic value rather
than non-critical local business outcomes.
3. Representative – appropriate to the organization
together with its operational performance.
4. Realistic – fits into the organization ’s constraints and
cost effective.
5. Specific – clear and focused to avoid misinterpretation
or ambiguity.

KPI CHARACTERISTICS
6. Attainable – requires targets to be set that are
observable, achievable, reasonable and credible under
expected conditions as well as independently validated.
7. Measurable – can be quantified/measured and may be
either quantitative or qualitative.

CHARACTERISTICS OF GOOD KPIs
Acronym “SMART” refers to the characteristics of good
performance indicators.

 Key performance indicators (KPIs) are designed to be
objective measures of performance for a road authority.

 There are three aspects that need to be addressed in


asset management KPIs for roads:

 Performance – which are functionally related such as


measuring skid resistance, rutting, texture, and
roughness,
 Visual appearance – including number, degree and
extent of defects
 Structural – which include determination and
calculation of remaining life

performance of the road agencies and includes the
results of a field test of their use. The following
performance indicators (PIs) were identified in the report:
1. Average road user costs.
2. Level of satisfaction regarding travel time and its
reliability and quality of road user information.
3. Protected road user risk.
4. Unprotected road user risk.
5. Environmental policy/ programmes.
6. Processes in place for market research and customer
feedback.
7. Long-term programmes.

8. Allocation of resources to road infrastructure.
9. Quality management/audit programmes.
10. Forecast values of road costs vs. actual costs.
11. Overhead costs (percentage).
12. Value of assets.

KPIs do not just cover asset condition, but should in an outsourcing
situation expand to include non-technical measures of performance,
such as:
• Speed of repair response to road defects,
• Compliance with inspection plans,
• Road safety,
• Smoothness of ride,
• Long term Injury Rate
• Traffic management and disruption,
• Environmental impact,
• Corridor vegetation control,
• Customer relations,
• Timeliness of response to complaints,
• Travel time,
• User satisfaction.
