Benefits of SBA: SV
• Provision of water, sanitation and hygiene facilities in school secures a healthy school environment and
protects children from illness and exclusion.
• Girls are particularly vulnerable to dropping out of school, partly because many are reluctant to continue
their education when toilets and washing facilities are not private, not safe or simply not available. When
schools have appropriate, gender-separated facilities, an obstacle to attendance is removed.
• Hygiene in school also supports school nutrition.
• Having safe water, toilet and hygiene facilities in schools promotes equity. All children are equal in their
right to access to safe drinking water, sanitation and hygiene facilities, and all children gain benefits
through the improved hygiene practices promoted in schools.
• Having a clean school fosters a child’s pride in his or her school and community. It enables every child
become an agent of change for improving water, sanitation and hygiene practices in their families and
within their community.

Project Summery/expenditure incurred
** BPCL will be developing total 250 nos of toilet facilities for
schools in Chattisgarh State under SBA: Swachh Vidyalaya
Mission which is a initiative to ensure that all Government schools
in the country have separate toilets for Boys and Girls.

** BPCL has invested INR 1.43 lacs per toilet for the construction
activities in Chattisgarh state, amounting to a total of INR 3.78
crores for 250 toilet blocks.

• The lifestyle of the village people is very different from us as there is no proper work culture
among them. They get used to live with ‘ Eat and Sleep’ culture. The main reason behind this
is easy availability of necessary food like rice, dal, sugar ,salt etc from the government and
also ‘Desi Wine’. For that they don’t have to work in most of the times of the year.
• The main job of the village people is rice cultivation during rainy season.
• It is very difficult to make them understood something about our construction job
requirement. There remains a huge difference between our requirement and their
understanding.
• Sometimes the workers left the places of toilet construction after just 1 or 2 hours of work if
they see cloudy atmosphere which is obvious during rainy season and also they do not return
to the workplace for the day.
• Some of the school building construction works are pending for almost 10 years and some of
the state government toilet construction works are pending for almost 5-6 years.
Behavioral Pattern of the local authorities
• In this project we have provided necessary fund and job is being done by
the state government.
• The responsible officers with whom we are working at the block level are
CEO,BRC, SDO, Sub engineers. Apart from these, the actual works are
being monitored by the respective local Sarpanch-Sachibs at the village
level.
• During working with them we found that almost all the Sarpanch-Sachibs
do not take serious interest regarding earlier completion of the BPCL
toilets, they have taken it as a state government project which will be
continued for 5-6 years.
• CEO and BRC have lot of other jobs to carry out and they hardly take any
interest of BPCL toilet unless and until pressure comes from the district
collector. Even though weekly review meeting are held at almost all blocks
by the respective CEO’s, the actual picture presented to the CEO by the
sub-engineers, sarpanch-sachiv etc. is very different than the actual
ground reality.
1. Running water facility which includes overhead water tank, submersible motor, required PVC pipes etc.
It was noticed by the BPCL team that the toilets become dysfunctional due to non- availabilty of running
water system. Our motto is not only to construct toilets but also to keep them functional for long period of
time.
2. Hand-washing units provided : Hand washing units are provided outside the toilet blocks by constructing a
special platform and providing taps. It will help in improving the hygiene. Moreover, it can be utilized for
washing hands after mid-day meal by the children.
3. Proper CC approach road to the toilets : A well constructed toilet without proper approach road becomes
sometimes useless especially in rainy season as it becomes muddy. At Chattisgarh, we have taken special
care of the above mentioned issue and all the toilets are provided with a proper CC approach road.
4. Making others functional: BPCL has not only constructed new toilets but also made other nearby old
toilets functional by little improvement. It was noticed that at many sites the nearby toilets of newly
constructed BPCL toilets were dysfunctional due to some or other small issues like running water facility,
poor infrastructure etc. We have taken care of such toilets also and made them functional as well. It was
done either by providing extra PVC piping from new BPCL toilet to old dysfunctional toilet , plastering etc.
The toilets were made functional at very little or almost no cost.

How we started….
• Regular site visits and meetings with the local authorities, block
resource officers, sarpanch-sachib etc. Visiting to each and every
sites on regular basis is the main criteria for success.

How we started….
• Topographical constraints: Some of the sites are situated on high hills and not connected by all weatherable
motorable roads, making it almost impossible for transportation of material for construction activities.
At such locations the toilets were pre-fabricated and then taken to the heights.
• Heavy rains
We had anticipated that heavy rains may cause hurdle in timely completion of the project. Hence,
precautionary measures were taken and material transportation and some other related jobs were completed
in advance.
• Shortage of labours
It is a unique issue in Sarguja district of Chattisgarh state. During the rainy season, most of the labours are
busy in rice cultivation, which is there primary job. Hence, we convinced the available manpower by
regular follow-up to complete the construction activity as per schedule.

Hurdles we are facing now towards the final completion
• Severe shortage of skilled manpower for the finishing jobs like tiling,
plumbing etc.
• Shortage of material like tiles, urinal pots etc. Moreover, the material is
available at district place Ambikapur only.
