SANGGUNIANG BARANGAY INTERNAL RULES
Importance of the Sangguniang Barangay Internal Rules:
a)It serves as the house rules of the Sangguniang
Barangay.
b)It imposes disciplinary measures to its members for
its strict and honest performance of their legislative
functions.
c) It provides ways on how to produce quality
legislations.
d)It guides the members of the Sangguniang Barangay
on how to actively participate and behave during
sessions.
SANGGUNIANG BARANGAY INTERNAL RULES
Time to Adopt.
a) If the existing Internal Rules is in form
of a barangay ordinance, the present
Sanggunian may review it, and introduce
any amendment whatsoever.
b) If the existing Internal Rules is in form
of a resolution, the new members of the
Sangguniang Barangay may adopt it.
SANGGUNIANG BARANGAY INTERNAL RULES
Format.

a) If Barangay Resolution -

“A RESOLUTION ADOPTING THE INTERNAL RULES OF THE SANGGUNIANG BARANGAY


OF ________________, ___________________, ________________
WHEREAS, Section 50 of R.A.7160 otherwise known as the Local Government Code
of 1991 mandates the sanggunian to adopt or update its existing rules or procedure
on the first regular session following the election of its members and within 90 days
thereafter;
WHEREAS, the rules or procedures provide the organization of the sanggunian, the
creation of the sanggunian committees, the order and calendar of business/
agenda, the legislative process, parliamentary procedures and the discipline of
members;
WHEREAS, there is a need to adopt said procedures for a smooth performance of
legislative functions of the Sangguniang Barangay;
NOW, THEREFORE, on motion of Barangay Kagawad _______________ duly
seconded by ________________, be it-
RESOLVED, as it is hereby resolved by the Sangguniang Barangay in session duly
assembled to adopt the Internal Rules of the Sangguniang Barangay of

INTERNAL RULES OF THE SANGGUNIANG
BARANGAY OF ________________,

Be it enacted by the Sangguniang
Barangay in session duly assembled:
Rule I. POWERS AND FUNCTIONS OFTHE SANGGUNIANG BARANGAY
Sec 1. Punong Barangay. The Punong Barangay shall perform
the following functions:
a. To preside over the session of the Sangguniang Barangay.
b. To decide all points of order.
c. To preserve order and decorum during the session.
d. To announce the business in the order in which it is to be
acted upon by the Sanggunian.
e. To entertain only one motion at a time and state all
motions properly.
f. To recognize only one member who is entitled to the floor.
g. To call a special meeting by giving written notice of it to
each member of the Sangguniang Barangay.
h. To appoint, with the approval of the Sanggunian the
chairman of the standing and special committees.
Rule I. POWERS AND FUNCTIONS OFTHE SANGGUNIANG BARANGAY
Section 2. Sangguniang Barangay Members. The Sangguniang Barangay
Members shall perform the following functions:
1) Enact general/regulatory ordinances to promote the general welfare of
the inhabitants.
2) Enact tax and revenue ordinances to raise income in the barangay.
3) Enact annual and supplemental appropriation ordinances to finance the
operations in the barangay
4) Pass legislative measures such as ordinances or resolutions affecting the
following concerns:
a)construction and maintenance of barangay facilities and other public
works projects
b)submission to the sangguniang panlungsod/ bayan such suggestions
or recommendations for the welfare of the inhabitants
c)establishment, organization and promotion of cooperative enterprises
d)the use and imposition of reasonable fees of multi-purpose halls and
other barangay-owned properties and facilities

e)monies, materials, voluntary labor for specific public works and
cooperative enterprises from private persons or merchants, and from
national, provincial, city or municipal funds
f) financial, technical and advisory assistance to barangays from national,
provincial, city or municipal agencies
g) compensation, reasonable allowances or per diems, travel expenses of
Sangguniang Barangay members and other barangay officials
h) fund-raising activities for barangay projects
i) punong barangay’s authority to enter into contracts in behalf of the
barangay
j) barangay treasurer’s authority to make direct purchases not exceeding
P1,000.00
k) imposition of fines not exceeding P1,000.00 for violation of revenue or
regulatory ordinances
l) administrative needs of the Lupong Tagapamayapa and Pangkat ng
Tagapagkasundo
Rule I. POWERS AND FUNCTIONS OFTHE SANGGUNIANG BARANGAY
m)organization of barangay tanod, community service units,
community brigades
n) regular lectures, programs or fora on sanitation, nutrition,
literacy, drug abuse
o) measures to prevent and control proliferation of squatters and
mendicants in the barangay
p) proper development and welfare of children particularly those
below 7 years old
q) measures towards prevention and eradication of drug abuse,
child abuse and juvenile delinquency
r) establishment of barangay high school
s) establishment of non-formal education center in the barangay
t) delivery of basic services
u) other powers and functions prescribed by law or ordinance
Rule I. POWERS AND FUNCTIONS OFTHE SANGGUNIANG BARANGAY
Section 3. Barangay Secretary. The Barangay Secretary shall
perform the following functions:
a. To attend all sessions of the Sangguniang Barangay.
b. To send out proper notices of all sessions, other meetings and
public hearings.
c. To transmit to the proper committees all matters referred to
them by the Sanggunian.
d. To prepare and certify the minutes of the Sangguniang
Barangay.
e. To read all correspondences and resolutions which are
required by the Sanggunian or by the Presiding Officer.
f. To forward to the Sangguniang Bayan for review pursuant to
Section 57 of RA 7160, a correct copy of enacted barangay
ordinance within ten (10) days after the session of the
Sangguniang Barangay.
g. To carry out or enforce orders of the Sangguniang Barangay
when such duty devolves upon him.
Rule II. – SESSIONS AND QUORUM
Sec. 1. SESSION. – The Sangguniang Barangay shall
hold regular sessions on every second and fourth
Saturdays of the month.
A.Punong Barangay shall inform the Sanggunian
members that regular sessions shall take place on
certain specific dates and time.
B.Regular sessions of the Sangguniang Barangay shall
be public and the person presiding has the
authority to exact from all present the respect and
proper deportment.
C.No two (2) sessions shall be held in one day.
Rule II. – SESSIONS AND QUORUM
D. In case of special sessions
a) call by the Punong Barangay or Majority of the
members of the Sanggunian
b) written notice personally served to each member
c) 24 hours before the scheduled session
d) specific date, time and purpose
e) two-thirds (2/3) vote of the members present,
there being a quorum
f) The Presiding Officer shall open the session by
calling the Sanggunian to order.
Rule II. – SESSIONS AND QUORUM
Sec. 2 QUORUM. –

 is more than half of any total,


referring to 5 out of 9 members of
the Sangguniang Barangay, to be
present in the session, less those with
legal and physical impediment (dead,
suspended, removed, hospitalized).

Determination.
1) The Punong Barangay shall be counted in
making a quorum.
2) Quorum shall be determined to exclude in the
counting those who have legal impediments in
attending the session.
3) The presiding officer shall immediately proceed
to call the roll of the members and thereafter
announce the results.
C.Temporary Presiding Officer - a temporary
presiding officer shall be elected from among the
members present.
Rule II. – SESSIONS AND QUORUM
D. Effect if No Quorum.
1) A majority of those in actual attendance may
adjourn from time to time and may enforce
immediate attendance of any member absent.
2) No other business shall be transacted and the
presiding officer upon proper motion.
3) The “adjourned session” shall be reflected in the
minutes showing those who were present or
absent.
Rule II. – SESSIONS AND QUORUM
Sec. 3. ABSENCES.
1. Without justifiable cause shall face the following penal
consequences:
(a) shall be fined Three Hundred Pesos (P300.00) per absence
(b) No session, no honorarium.
2. Four consecutive absences without justifiable cause shall be a
ground for suspension without pay for a period of 60 days, upon
two thirds vote among the sanggunian members. (Section 50b,5,
RA 7160).
3. Justifiable Causes. Among the justifiable causes which exempts
the absentee for the payment of fines and withholding of
honorarium are:
a)death, burial, or hospitalization of an immediate member of the
family
b)marriage of the member of the Sanggunian or member of his/ her
immediate family.
4. Absent members shall explain their absence during the next
meeting with complete evidences.

There shall be eight (8) committees of


the Sangguniang Barangay respectively
chaired by each member.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
1) Committee on Finance, Appropriations and Good
Governance - with the following functions:
a)formulates plans for the annual and/ or
supplemental budgets of the barangay subject for
the enactment of Appropriation Ordinances
b)proposes for the enactment of barangay revenue
ordinances which feature the over-all income
measures of the barangay.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
1) Committee on Finance, Appropriations and Good
Governance
c) proposes for the enactment or updating of Barangay
Revenue Code and assists in the implementation
thereof.
d)formulates resolutions requesting financial assistance
for specific projects.
e) assists in the implementation of revenue ordinances in
the barangay or Barangay Revenue Code.
f) coordinates with the Budget Office, Accounting Office,
Treasurer’s Office of the city/ municipality for purposes
of guidance and harmonious financial relation with the
LGU.
g) finds means to improve the administration of the
barangay for its effective governance.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
2)Committee on Labor and Family Economy
a) conducts a survey on the labor force of the barangay
covering the employed, underemployed, and the
unemployed individuals
b)finds means for the solution of the unemployment
problem in the barangay
c) discovers the talents, skills and abilities of every
individual which is the basic capital for family economic
stability
d)encourages and assists in the organization of Non-
Government Organizations (NGOs) and People’s
Organizations (POs)
e) guides the NGOs ,POs and cooperatives in the barangay
for them to send their representatives as members of
the Expanded Barangay Development Council
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
2)Committee on Labor and Family Economy
f) supports the livelihood of the residents such as
farming, fishing, carpentry, livestock raising, and other
sources of income
g) promotes trade and industry in the barangay
h)promotes eco-tourism industry in the barangay that
benefit economic livelihood of the families in the area
i) responsible for the economic stability of the barangay
through the enactment of barangay ordinances or
resolutions for the economic progress of every family in
the Barangay
j) coordinates with the Office of the Mayor, the Public
Employment Service Office for the effective
performance of his duties.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
3) Committee on Sports, Games and Amusement
a) promotes the future of the youth through sports activities
b) institutionalizes the annual Palarong Pambarangay
c) helps eradicate illegal gambling practices in the barangay
d) develops specific areas for sports such as: basketball court,
volleyball area, and other areas for recreations
e) promotes sports in the barangay such as: basketball, boxing,
volleyball, badminton, chess, softball, and others
f) coordinates with the Sangguniang Kabataan City/ Municipal
Federation for a harmonious implementation of the sports
program in the LGU
g) promotes legitimate games and amusements
h) regulates against illegal games and immoral amusement
activities, practices, establishments
i) proposes for the enactment of barangay ordinances or adoption
of barangay resolutions dealing on sports and amusements.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
4) Committee on Health, Sanitation and Social Welfare – with the
following functions:
a) coordinates with the Barangay Nutrition Scholars, Barangay Health
Worker, the Rural Health Unit/ or city health authorities for the
good health of the residents in the barangay.
a) conducts survey for the sanitation and cleanliness of every
household and its surroundings, including the proper maintenance
of comfort rooms.
b) conducts contests such as the Clean and Green Annual contest,
the Cleanest Home Annual Contest, and related affairs
c) formulates and assists in the implementation of the ways for the
beautification in the barangay that affects the good health of its
residents
d) sponsors social affairs and gatherings of the community
e) gives attention to the indigents , the sick, the disabled sector,
senior citizens and promotes their welfare
f) inspects areas for due compliance to health and sanitation laws,
ordinances, rules and regulations
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
5) Committee on Education, Culture, the Arts and Heritage
a) coordinates with the school authorities in the barangay, the PTCA for
possible barangay assistance for the welfare of the school children
b) conducts contests for academic excellence, including oratorical/
pakigpulong, poem/ balak, declamation, debate, drawing, and other
forms of scholastic competitions and awards
c) promotes arts and culture in the barangay
d) develops the talents of the children, including the out-of-school
youths
e) takes charge for the affairs in the barangay like the Annual
Recognition of Successful Professionals, and other awards, the fiesta
activities, New Year’s Recognition Program, and other related affairs
f) promotes tourism, heritage and culture in the barangay
g) develops socio-cultural talents of the school children and the youths
h) proposes for the enactment of ordinances relevant to education,
academic and artistic competitions, tourism promotions and the like
i) coordinates with the Council for the Protection of Children to serve
the interest of the pre-scholers and school children.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
6) Committee on Environment, Land Use and Agriculture
a) conducts a survey on the use of the lots to the effect
that “no idle lots” shall remain fruitless and bears no
income in the barangay
b)coordinates with the owners of the idle lots for possible
economic use of the areas, considering that properties
have its social function
c) encourages farming to its maximum use of the lots
d)promotes livestock, farming or fisheries program in the
barangay, as the case may be
e) assists in the implementation of the City/Municipal
Zoning Code for proper use of the lots in the barangay
f) identifies for proper development the beauty spots and
natural resources of tourism interest in the barangay
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
6) Committee on Environment, Land Use and Agriculture
g) encourages backyard gardening in every household
h)preserves the healthy environment of the barangay
i) proposes for the enactment of barangay ordinances
and adoption of resolutions relevant thereto
j) coordinates with the Assessor’s Office and the
Agriculture Office, the City/Municipal Environment and
Natural Resources Office, and the Planning and
Development Coordinator for proper guidance in the
implementation of his functions
k) assists and formulates measures for the protection of
the environment in accord with a balanced ecology.
l) introduces measures against climate change and other
disasters through tree planting program and proper
drainage system.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
7) Committee on Development Projects Public Works,
Transportation & Communications
A)classifies the Barangay Development Projects for implementation:
(a) public works and infrastructure projects - such as roads, bridges,
viaducts, parks, school buildings, water supply system, drainage
facilities, irrigation facilities, sewerage, public toilet facilities, etc.
(b) public utility projects - such as water supply systems, electric and
power plants, irrigation systems, public markets, etc.
(c) cooperative enterprises –such as credit unions, stocks for sale or
purchase of commodities or produce, warehouses, agricultural and
livestock production and marketing, fishing, home arts, barangay
industries, other activities for the welfare of the barangay.
B )takes charges for the implementation of the projects to be funded
under the 20% Development Fund.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
7) Committee on Development Projects
1) Social Development Projects:
1. Construction or rehabilitation of health centers.
2. Construction or rehabilitation of local government-owned potable water
supply system
3. Establishment or rehabilitation of Manpower Development Centers
4. Construction or rehabilitation of evacuation centers
5. Purchase or repair of area-wide calamity related alarm or warning
system
6. Rehabilitation of cultural/historical sites
7. Purchase or repair of appropriate calamity-related rescue operations
equipment such as inflatable boats, breathing apparatus, extraction
tools, safe line rescue ropes, fire extinguishers, chainsaws, two (2) way
handheld radios and the like
8. Purchase and development of land for the relocation of informal
settlers and relocation of victims of calamities
9. Construction or rehabilitation of facilities such as multi-purpose hall
intended to cater out-of-school youths, women, senior citizens, minors,
displaced families, indigenous people and differently-abled persons
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
7) Committee on Development Projects
2) Economic Development Projects:
1. Construction or rehabilitation of communal
irrigation.
2. Construction or rehabilitation of local roads or
bridges.
3. Capital expenditures related to the
implementation of livelihood.
4. Amortization of loans

7) Committee on Development Projects
3) Environmental Management Development
Projects:
1. Reforestation and urban greening;
2. Construction or rehabilitation of sanitary landfills,
3. Implementation of flood and erosion control
4. Other environmental management projects that
promote air and water quality.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
7) Committee on Development Projects/Trans & Com
c) assists or supervise for the full implementation or
completion of any of the above-enumerated projects
d)passes resolutions for possible financial assistance
e) enacts barangay ordinances
f) maintains the proper use and good condition of said
projects for present and future use
g) facilitates transportation and communication related-
projects and concerns
h)coordinates with the City/ Municipal Planning and
Development Coordinator and the Municipal Engineer
for the implementation of the foregoing projects.
RULE IV- SANGGUNIANG BARANGAY COMMITTEE
8) Committee on Peace and Order and Human Rights
a) assists in the implementation of ordinances and resolutions for
the progress of the barangay
b) assists in the implementation of the penal provision of the
barangay ordinance
c) coordinates with the Lupon ng Tagapayapa, the barangay tanods,
the PNP, for the maintenance of peace and order in the barangay
d) assists in the implementation of city/ municipal ordinances, like
the implementation of curfew hour
e) fights against illegal gambling practices, in coordination with the
Committee on Sports
f) protects and enforces the rights of individuals especially the
women, children, the disabled
g) proposes for the enactment of barangay ordinances relevant
thereto.
-*-Rule V. PASSAGE OF ORDINANCE/ RESOLUTION-*-
Sec. 1. COPIES OF PROPOSED ORDINANCE/RESOLUTION.
 shall be typewritten in double space
 Prepared in as many copies as necessary;
 the original of the proposed ordinance/resolution shall be submitted
by its author to the Barangay Secretary
 who shall include the same in the agenda of the next session for
reference to the proper committee.
 The remaining copies shall be distributed to the members of the
Sangguniang Barangay.
Sec. 2. CONTENTS OF PROPOSED ORDINANCES.
 shall contain an assigned number, a title or caption, an enacting or
ordaining clause, and the date of its proposed effectivity.
 shall be accompanied by explanatory notes containing justifications
for their passage and shall be signed by the author or authors.

Sec. 3. COMMITTEE REPORT.
shall contain the Committee Report Number the
name of the committee,
the subject of the report, the findings of the
committee, and the committee recommendation
either to approve or disapprove said subject matter-
proposed ordinance, proposed resolution or any
item.

Sec. 4 PASSAGE OF PROPOSED
ORDINANCE/RESOLUTION.
a) shall be calendared under First Reading and Referral
to Committees.
b) Three-Reading Rule of Barangay Ordinances.
Generally, no ordinance shall be enacted without
passing through the three readings.
c) Two-Reading Rule of Barangay Resolutions. Generally,
no resolution shall be passed without passing the two
readings, after the same is thoroughly studied by the
committee, pursuant to Article 107, IRR, RA 7160.
d) Proposed revenue ordinance must be submitted for
mandatory public hearing pursuant to Section 186-
187, RA 7160).

Sec. 4 PASSAGE OF PROPOSED ORDINANCE/RESOLUTION.
e) All other ordinances especially proposed regulatory
ordinance with penalty may be submitted for public
hearing.
f) The committee which studies the proposed
ordinance/ proposed resolution shall render a
committee report incorporating therein the findings
and recommendation of the committee for the
Sangguniang Barangay to act on it.
g) Proposed ordinance supported by a committee report
shall be calendared for Second Reading.

Sec. 4. PASSAGE OF PROPOSED ORDINANCE/RESOLUTION.
h) Proposed resolutions supported by a committee report
shall be calendared on Second Reading.
i) Immediate Approval Rule.
j) The affirmative vote of a majority of the Sangguniang
Barangay members shall be necessary for the passage
of a proposed ordinance or resolution.
Sec 5. RECORDING OF ORDINANCE/RESOLUTION. – Each
enacted ordinance and approved resolution shall be
stamped with the seal of the Sanggunian and recorded
in a book kept for the purpose.
Rule VI. – MINUTES
Sec. 1. CONTENTS OF THE MINUTES.
a. The date, place, and time of holding the session;
b. The kind of session, regular or special;
c. The names of members who are present and those who are
absent;
d. The correction or approval of the minutes of the previous session;
e. Enacted barangay ordinance and approved barangay resolution, in
full;
f. The reasons for its enactment or approval, or disapproval of
proposed ordinance or proposed resolution, and any other
important matters raised during its deliberations .
g. The original copies of the minutes must be signed by the members
of the Sangguniang Barangay present in the session.

Sec. 2. NUMBERING OF ORDINANCES AND RESOLUTIONS


a) Regulatory or Appropriation Ordinances and resolutions of the
Sangguniang Barangay shall be numbered consecutively
throughout the calendar year.
Rule VI. – MINUTES
Sec. 2. NUMBERING OF ORDINANCES AND RESOLUTIONS
b) Revenue Ordinances - shall be numbered
consecutively throughout the calendar year and
continuously from year to year, using the last two (2)
digits of the calendar year in which it is enacted,
followed by denominated number.
Sec. 3. MANNER OF MAKING REFERENCE TO
RESOLUTIONS OF THE SANGGUNIANG BAYAN. – In the
minutes of the Sangguniang Barangay, reference to
resolutions of the Sangguniang Bayan and executive
orders of the Municipal Mayor received should be by
date, number, and title or purpose, it not being
necessary to copy them verbatim in the minutes.
Rule VII. MOTIONS AND THEIR PRECEDENCE
Sec. 1. PRIVILEGE AND SUBSIDIARY MOTIONS. – When a
question is under debate, no motion shall be
entertained, except the following and in the order in
which they appear below:

a. Motion to adjourn
b. Motion to declare a recess
c. Motion to lay on the table (Postpone temporarily)
d. Motion to postpone to a certain day.
e. Motion to refer to the corresponding committee
f. Motion to amend the main motion
g. Motion to postpone indefinitely the consideration of
any business.
Rule VII. MOTIONS AND THEIR PRECEDENCE
Sec. 2. QUESTION OF PRIVILEGE – Questions relating to the
rights and privileges of the Sangguniang Barangay or to any of
its members. This may involve the following:
A. Those relating to the organization of the Sangguniang
Barangay.
B. Those relating to the comfort of the members of the
Sanggunian, like seating, lighting, ventilation and other
inconveniences of the session hall.
C. Those relating to the freedom from noise and conduct of
other persons inside the session hall.
D. Those relating to punishment of a member for disorderly
conduct or other offense.
E. Those relating to the accuracy of published reports of
proceedings, which may include clerical errors and legibility
of a published report.
Rule VII. MOTIONS AND THEIR PRECEDENCE
Sec. 3. INCIDENTAL MOTIONS
A. Point of Order – Any Sangguniang Barangay member may
interrupt a speaker to bring to the attention of the
Presiding Officer on any matter involving an error in
procedure.
B. Parliamentary Inquiry – Any request for information is in
order if they are pertinent to the internal rules of
procedure or parliamentary rules.
C. Withdraw a motion – A motion by the Sponsor requesting
the removal of his main motion from the consideration of
the Sanggunian shall be in order before its amendment and
before a decision is had thereon.
D. Suspend the Rules – The rules shall be suspended when a
motion presented to that effect is approved by two-thirds
of the members present.
All the foregoing motions shall be undebatable and
unamendable.
Rule VIII – VOTING
Sec. 1. – No motions except on the presence of a quorum
shall be entertained during the voting.
Sec. 2. – Any member may explain his vote when voting
for a debatable motion. When the motion is not
debatable, no other remarks will be entertained by the
Chair when a member casts his vote.
Sec. 3. – On a vote where the affirmative and negative are
equal in numbers, the motion shall be declared lost.
Sec. 4. – If a tie has taken place, the Punong Barangay
may, at his discretion, cast the deciding vote, except if
the motion is to appeal from the decision of the Chair,
in which case the tie vote automatically sustains the
decision of the Chair.
Rule VIII – VOTING
Sec. 5. – A two-thirds vote is required to pass any of the
following motions:
a. To limit, extend or close a debate.
b. To amend any part of the adopted Rules.
c. To suspend the Rules.
d. To suspend or recommend the expulsion of any
member for cause.
Sec. 6. – No member could be compelled to vote; he may,
however, abstain.
Sec. 7. – The motion to reconsider can be made only by
the member who voted on the prevailing side. Any
member who abstained from voting shall have no right
to ask for reconsideration.
Sec. 8. – No member can vote on a question in which he
has a direct or personal pecuniary interest.
Rule IX – DECORUM AND DEBATES
Sec. 1. – Whenever a member wishes to speak, he shall rise and
request the Presiding Officer to allow him to have the floor which
consent shall be necessary before he may proceed.
Sec. 2. – When several members wish to have the floor, the Presiding
Officer shall recognize the one who first made the request.
Sec. 3. – No member shall interrupt another without the latter’s
consent, which may not be obtained except through the Chair.
Sec. 4. – The Presiding Officer can volunteer information only when
necessary. Before participating in the deliberation of any question
before the Sanggunian, he should first surrender the chair
temporarily to some other member.
Sec. 5. – If at any time, the Presiding Officer states a point of order, or
give information, or otherwise speak, within his privilege, the
member speaking must take his seat till the Presiding Officer has
been first heard.
Sec. 6. – No member shall walk out or walk across the session hall
while the Presiding Officer is addressing the Sangguniang
Barangay, or while the Sanggunian is engaged in voting.
Rule IX – DECORUM AND DEBATES
Sec. 7. – A member who has obtained the floor shall confine
himself to the question before the Sanggunian and shall avoid
personalities.
Sec. 8. – No member shall claim the floor the second time if
there are others who wish to speak the first time.
Sec. 9. – Sangguniang Barangay members shall avoid drinking
alcoholic drinks immediately before and during recess before
the session is adjourned.
Sec. 10. – Only a member who has the right to vote on the
question has the right to participate in the debate.
Sec. 11. – When a general debate has been ordered, only two
speeches shall be allowed for each member. The member
sponsoring the measure may open and close the debate.
Sec.12.- Any disorderly behavior such as being intoxicated and
the like shall be fined P200.00 and shall be expelled from
attending the session.
Rule X – SUPPLEMENTARY RULE
Sec. 1. – Any Rule of Order or Procedure being
adopted by other parliamentary bodies not
incompatible with the aforementioned rules may be
resorted to and considered supplementary to the
aforementioned rules.
