Rate Guarantee for B2H Users
• MBB services take precedence over B2H services in terms of scheduling. An insufficiency in
air interface resources may cause the B2H user rate to be excessively low, affecting basic
service experience. The uplink and downlink rate guarantee function can be used for B2H
users. This function is implemented by setting the corresponding QCI parameters for B2H
services. PMBR preconfigured on the gNodeB based on the QCI

gNodeB Preferred Minimum Bit Rate (PMBR)

• If the B2H user rate is lower than or equal to the PMBR, the gNodeB increases its scheduling priority to
ensure the basic bandwidth for the B2H user.
• If the B2H user rate is higher than the PMBR, the gNodeB restores its scheduling priority to
preferentially ensure the bandwidth for the MBB user.
