TEN FUNDAMENTAL STANDARDS ON STOCK

QUALITY MAINTENANCE AND GOOD WAREHOUSE


KEEPING MANAGEMENT
1. OBSERVANCE OF WAREHOUSE
HYGIENE AND SANITATION
Covers not only the warehouse interiors but
including:
surroundings
the office of the Warehouse Supervisor
the laboratory room within the warehouse, if any
Orderly filing of warehouse documents at the
Warehouse Supervisor’s Office
Laboratory room should also be maintained
making sure that laboratory equipment are in
good working condition and grain samples are
properly piled and placed in an orderly manner
2. STOCK QUALITY MAINTENANCE
AND PRESERVATION

Refers to the effort of the warehouse


personnel with the guidance of the
provincial and regional management, in
keeping the stored stocks in good
condition thereby minimizing if not totally
preventing damage to stocks.
3. INFESTATION MANAGEMENT
Adherence to the Integrated Pest Management
(IPM) approach in stored product pest
management
IPM applies and/or utilizes the multiple tactics
of pest management, uses sampling methods,
and cost-benefit and risk-benefit analyses in
making decisions
IPM observes safety, proper procedural
applications, recommended dosage rate, and
other related strategies in pest management
administration
The gauge of this criterion is the reduction in
infestation below the acceptable and/or
manageable level
4. OBSERVANCE OF THE PROPER PILING SYSTEM
All warehouses should adopt the staircase piling system
Orderly, proper piling shall be interpreted to include all
contents in the warehouse such as
stocks (good and/or damaged stocks)
MTS
Pallets
other materials related to the conduct of warehousing
The above should be properly piled and placed in
designated places for easy access
Includes the observance of proper distances (one meter)
between piles and between piles and walls to ensure
smooth flow of movement in the warehouse during receipt and
issuance of stocks
Inspection
quality assessment
pest management administration
5. PROPER MAINTENANCE/UPKEEP OF
STORAGE STRUCTURE
Maintenance of storage structure shall include
its roofing
Gutters
concrete flooring
proper lighting
Walls
Ventilators
drainage, etc.
All defective portions should be immediately
reported
Timely repair shall be effected as defects in the
warehouse structure may affect the quality of
stored stocks
Maintenance and repair works should assure the
safety of warehouse personnel
6. INTRODUCTION/ADOPTION OF
INNOVATIONS AND OTHER IMPROVEMENT

Innovations should
contribute to the reduction of losses and/or
generation of savings/income
help improve the system of warehouse
operation
contribute to the maintenance and
preservation of quality of stored stocks
promote the safety and enhance the well-
being of warehouse personnel
7. REGULAR MAINTENANCE OF METROLOGICAL AND LABORATORY
EQUIPMENT AND OTHER POST-HARVEST FACILITIES
All metrological and laboratory equipment and PHFs should
be properly and regularly calibrated, kept clean at all times,
and positioned in their proper places
Truckscale room and facilities should be well maintained, kept
clean and orderly
All documents and other pertinent materials inside the
truckscale room should be properly filed and placed in order
For metrological and laboratory equipment, correct and
accurate level of performance should also be given due
consideration
Incase of PHFs, any facilities that are not performing should
also be immediately repaired/rehabilitated
In the event that the PHFs are no longer economical to
undertake repair and/or rehabilitation, recommend for
disposition to create additional warehouse space for the
incoming stocks and prevent pest harborage
8. PROPER DISPOSAL OF WASTE AND
JUNKMATERIALS AND COMPLIANCE WITH
THE CLEAN AND GREEN PROGRAM
All waste materials should be properly disposed
in accordance with the issued guidelines on
Waste Management Program of the Agency
Proper segregation of waste materials should be
implemented and in accordance with the Solid
Management Act (RA9003)
Clean and green activities should be
undertaken and sustained
Clean and green involves the improvement of
warehouse surroundings through landscaping
and utilization of arable lands by planting trees,
vegetables, etc.
9. SHOWCASES OF FLAGSHIP PROJECTS OF NFA
Display or showcase of Billboards,
posters, and exhibits on various flagship
projects of NFA (for information of NFA
clientele and visitors) such as
PGSP
NWMP
No Accumulated Sweepings and Damaged
Stocks Policy
TQGMP
Rice Iron Fortification Program
10. DISPLAY OF HUMAN RELATIONS OF
WAREHOUSE SUPERVISOR AND OTHER
WAREHOUSE PERSONNEL

Warehouse personnel should always


display utmost courtesy towards all
clients including visiting NFA personnel.
Warehouse personnel should be
knowledgeable in all aspects of
warehouse operations and should
display proper decorum.
