Intra-RAT event-triggered ANR uses event-triggered UE measurements or UE history LTE strategic team

neighboring cell coverage and maintains neighbor relationships.

LTE-A CA

2 Interband Carrier aggregation (CA) was implemented in Bali region. CA enables a UE LTE strategic team
to access two cells on different frequencies for simultaneous data transmission,
thereby enhancing user experience.

CS Fallback to UTRAN

With the CSFB solution, when a UE initiates a CS service, the MME instructs the UE
3 to fall back to the legacy CS network before the UE performs the service. CSFB is a LTE strategic team
session setup procedure. UEs fall back to CS networks before CS sessions are set
up, and they always stay in the CS networks during the CS sessions. For details, see
3GPP TS 23.272 V8.5.0.
DRX

DRX is a technology in which a UE can switch between active and sleep states. In
DRX mode, a DRX cycle consists of active time and sleep time, which correspond to

the active state and sleep state respectively. DRX technology enables a UE to turn on
its receiver and enter the active state only when the UE needs to receive downlink
(DL) data or signaling. The UE turns off its receiver and enters the sleep state in other
situations to reduce power consumption.

CQI Adjustment
CQI Adjustment is introduced because the UE-reported CQI cannot always
reflect the actual channel quality. eNodeB adjusts UE-reported CQI based on
the ACK/NACK feedback from the UE. Based on the adjusted CQI, the downlink

5 scheduler selects the MCS to keep the initial block error rate (IBLER) at a
specified target value. MCS is selected to make the IBLER to converge to IBLER
target 10%. As the IBLER target 10% can maximize the efficiency for most
scenarios, the CQI adjustment algorithm can improve the downlink

Control Channel IRC

PUCCH IRC enhances the cell edge coverage under the precondition that the
coverage is not affected by other UL physical channels. It increases DL throughput Kuhan

PUCCH power not limited and reduces the transmit power for the PUCCH and
therefore saves terminal power if the transmit power for the PUCCH is not limited.
PRACH IRC enhances the cell edge coverage with more UEs in the enhanced
coverage area attempt to access the network.

DL IBLER Adaptive

The downlink target IBLER is adjusted based on the size of transport blocks (TBs) to
improve the spectrum efficiency. IBLER target is selected at 30% adaptively for cell

edge users or small packet users in the near area or center of a cell, and IBLER target
maintain 10% for other scenarios. The goal is deploying adaptive IBLER target is to
achieve a good tradeoff between throughput and error performance.

RBG Resource Allocation Strategy (Round Up)

Add padding to the data to constitute an integral multiple of RBG(scheduling once). A
few allocated RBs are not utilized, but user throughput is relatively high.

Enhanced CFI Adaption

LiQing
5 UL CoMP is UL macro diversity technology. It uses the antennas of two neighboring
cells to receive UE signals from the physical uplink shared channel (PUSCH) and
combines these received signals which may improve UL tthroughput.

Revised Mobility Strategy Parameter setting.

In order to fulfill customer request to retain more LTE supported UE in LTE, extreme Ching Ching

IRATHO threshold (RSRP=-120dBm) and serving cell reselection threshiold (RSRP=-
120dBm) has been set. As expected, LTE users and traffic increased with slight
degradation in ERAB drop rate which is acceptable to customer.

QCI7 RLC mode change from UM to AM

2 To improve ERAB establishment success rate after taking UE compatibility issue into Ching Ching
consiideration. Change QCI7 RLCmode from UM to AM since there are UE not
supported UM which caused ERAB setup failure.

DL FSS

Frequency selective scheduling considers the differences in the frequency-domain


3 channel quality for UEs and brings gains. The eNodeB calculates the scheduling Ronnie
priorities based on subband CQIs reported by UEs and schedules UEs based on the
scheduling priorities of UEs in each subband. In this mode, the UEs are scheduled to
the subbands with the optimum channel quality.
CQI and MCS optimization for handover user (HoStaticMcsTimer)

Indicates the duration within which the eNodeB performs downlink scheduling based
on a low modulation and coding scheme (MCS) order in handovers. The eNodeB
starts this timer after determining a UE has entered the handover area or has been Ronnie

handed over to the target cell. The eNodeB performs downlink scheduling based on a
low MCS order during the running of this timer. After the timer expires, the eNodeB
performs downlink scheduling based on a new MCS order after CQI adjustment.

If this parameter is set to ON, a UE can send the power headroom report (PHR) to the
eNodeB in time after the UE is handed over to the target cell. This can prevent
throughput decreases to zero caused by continuous scheduling each time with 3 ZhouShu

resource blocks (RBs) in the uplink and increase the uplink throughput. This also adds
8 bits to the size of the RRCConnectionReconfiguration message, thereby increasing
the probability of fragmenting the RRCConnectionReconfiguration message. In this
case, the handover success rate decreases and the service drop rate increases.

RS power, PA, PB Optimization

Reduce RS power from 18.2dBm to 15.2dm to allocate more power to PDSCH (data). Ching Ching &

Smart Pre-allocation

UL preallocation increases the number of times the eNodeB Dynamic schedules UEs.
This quickens the response to UE services, but increase PDCCH overheads and

prolongs the UL data transmission duration. Compared with normal preallocation,
smart preallocation achieves a better tradeoff among system gains, PDCCH overhead,
and UL interference.

CL-MIMO

CL_ADAPTIVE: closed-loop adaptive MIMO transmission mode. UEs report RANK,


CQI, and PMI values to the eNodeB.. CL-MIMO performance is better than OL-MIMO ZhouShu

performance in low speed scenario. DL throughput imporved after activation.

MCS Selection with Prioritized RBs

The function of MCS selection with prioritized RBs reduces the MCS index and

function of MCS selection with prioritized RBs reduces packet retransmissions and the
scheduling delay of small-traffic service packets. This function increases user rates but
decreases downlink spectral efficiency.

SchedulerCtrlPowerSwitch

Indicates whether the uplink scheduler performs scheduling without considering power
control restrictions. If this switch is on, the uplink scheduler performs scheduling

without considering power control restrictions, which ensures full utilization of the
transmit power for all UEs. If this switch is off, the uplink scheduler considers power
control restrictions while performing scheduling, which prevents full utilization of the
transmit power for UEs at far or medium distances from the cell center.

Turned OFF Preallocation

UL preallocation increases the number of times the eNodeB Dynamic schedules UEs.

prolongs the UL data transmission duration. Turned OFF preallocation to compare

Handover Execution Failures Troubleshooting
In NSN Network, there are high failures during execution phase.

Throughput Analysis Semarang Vs Surabaya


Study performed to compare 2 cities in terms of user experience. Parameters

CSFB Call setup time testing

Customer complaint on Surabaya DT route was analyzed and coverage gaps

Idle Mode New strategy implementation

9 New Idle mode strategy implemented taking baseline of qRxlevmin -124. All
cell selection and reselection parameters changed as per strategy.

LTE Intra Neighbor Clean Up


10 All LTE LNREL neighbors were deleted and ANR was allowed to add new Yadi
neighbors.

Inactivity Timer Trial to 10 Secs


11 Inactivity timer was increased to 10 s from 5 s. In sync UE’s was reduced Aresh
freeing up some space on signaling and preventing UE RRC state ping-pong

B2 & B1 (CSFB) Thresholds Changes


12 Some misconfigurations were corrected on B2 and B1 thresholds which Yadi
helped to improve handover success rate in the overall network.

NSN capacity guidelines

Capacity thresholds were changes considering minimum throughput for end
