A legal document which sets out the general

either low or high voltage in buildings and

Due to the enactment of Electricity (Registration)

Regulations under the Electricity Ordinance 1990, all
electrical workers and contractors engaged in electrical
work on fixed electrical installations must be registered
with the Electrical & Mechanical Services Department
(EMSD)
The purpose is to ensure electrical safety

A Registered Electrical Contractor must be either:

if the applicant is an individual, he must be a
registered electrical worker; or
if the applicant is a partnership, one of the partners

must be a registered electrical worker

The Electricity (Wiring) Regulations

and Mechanical Services Department
Provides technical guidelines to help the electrical

trade comply with the statutory requirements in the

Some fixed installations are exempted, e.g. MTRC,

KCRC, Government Buildings, Broadcasting Buildings
etc
COP has been conferred up ‘deemed-to-satisfy’ status

 The Supply Rules are issued by the two

electricity supply companies of Hong Kong,
i.e. CLP and HEC, as a contractual document
between the electricity supply company and
the consumer
 It is a legal binding document
