Standard Requirements for

Tourist Land, Water & Air


Transport Vessels
Definition of Terms
 Accreditation- a certification issued by DOT that the
holder is recognized by the Department as having
complied with its minimum standards in the operation
of the establishment concerned.
 Ferry- any vessel having provision only for deck

passengers as defined in the Philippine Merchant


Marine Rules & Regulations.
 LTFRB – Land Transportation Franchising Regulatory

Board
LTO – Land Transportation Office
Long-Haul Trip- travel in considerable distance in terms
of period of time which shall be measured at a
minimum of over 4 hours from point of embarkation to
final destination.
Passenger Ship- any vessel that carry more than 12
passengers as defined by the Philippine Merchant
Marine Rules & Regualtions
 Passenger Accommodation Area- a passenger seating
& sleeping area.
 Pleasure Yatch – any vessel used for pleasure only as

defined by Philippine Merchant Marine Rules &


Regulations.
 Short –haul Trip- travel of considerable distance in

terms of period of time which shall be measured at a


minimum of 4 hours from the point of embarkation to
final destination.
*Tourist Air Transport- any air conveyance catering to
the tourist.
*Tourist Water Transport- any watercraft catering to
tourist.
*Tourist Land Transport Operator- a person or entity
which may be a single proprietorship, partnership or
corporation regularly engaged in providing , for a fee
or lawful consideration, tourist transport services either
charter or regular run.
 Watercraft- every description of conveyance, except
seaplane, used or being capable of use as a means of
transportation on water which include passenger ship,
ferry, pleasure yacht & other similar conveyances.
Standard Requirements for Tourist
Land Transport Vehicles
Section 16. Minimum Requirements – For purposes of
accreditation, the following are the minimum requirements
for the operation and maintenance of a land transport.

1. Registered capacity- a tourist land transport operator shall


be allowed to apply for accreditation for the number of units
covered by its franchise from LTFRB.
2. Roadworthiness- every tourist transport must be found
roadworthy upon inspection by a team from DOT , in the
case of bus or coaster it shall not be more than 10 years, nor
more than 5 years for a tourist car reckoned from year of
manufacture
3. Left-hand drive- every tourist transport shall
be provided with left hand drive
4. Ventilation- every tourist transport must be
equipped with adequate air-conditioning
units.
5. Fire-fighting facilities- a tourist transport
shall be provided or installed with at least
one portable fire extinguisher for the
protection of the passengers.
6. Imprint of company’s name & logo-
company’s name & logo shall be imprinted at
the rear sides respectively , of the tourist
transport unit.
7. Public address system- For tourist buses or
coasters, a public address system shall be
installed
8. First- aid kit- Every tourist transport unit
shall be provided with a first aid kit and an
adequate supply of emergency medicines.
9. Seats – Every tourist transport shall have
clean and comfortable seats
10. Storage Space - A tourist transport shall
have enough leg room and sufficient storage
space
11. Garage – Every tourist transport operator
shall provide an adequate garage and repair
shop for the maintenance of its equipment,
as well as a parking space sufficient to
accommodate all its registered units
12. PNP clearance – In case of original
registration and/or transfer of ownership of
tourist transport, the necessary clearance from
the appropriate unit of the Philippine National
Police shall be secured prior to registration
13.Department Stickers –After registration and
issuance of accreditation by the Department, it
shall be mandatory for all tourist transport
operators to put the Department stickers on the
front and back windshields of their vehicles for
proper identification.
Standard Requirements for Tourist Water
Transport Vessels
1. Section 19. Minimum Requirements – For purposes of
accreditation, the following are the minimum
requirements for the operation and maintenance of a
water transport.
2. Restrooms - There shall be at least one restroom each
with toilet and washing facilities for male and female
located at the passenger accommodation area. In
addition, there shall be a common toilet and bath at
the cabin area for long haul trip. Tissue paper, soap
and hand paper towel shall also be provided.
3. Reception – A receptionist shall be available to usher
in guest
4. Refreshment and Dining Area – There shall be a
refreshment area which shall be well stocked at all
times. In case of long haul trips, a dining area
capable of seating, at least, one-fourth (1/4) of the
total passengers at one serving shall be provided
with appropriate and well-maintained furniture.
5. Promenade Area – There shall be a promenade or
airing space at the upper deck for the exclusive use
of passengers.
6. Baggage Area – There shall be a baggage area
provided with racks or similar convenient and safe
storage in the passenger accommodation areas.
7. Services and Staff – Adequate number of well-
trained, well-groomed, experienced, efficient and
courteous staff shall be employed. They shall wear
clean uniforms at all times. Front- line staff shall
have a good speaking knowledge of English.
8. Lighting – Adequate lighting arrangement and
fixtures shall be installed in all levels of the vessel in
accordance with the Philippine Merchant Marine
Rules and Regulations.
9. Life- saving equipment – Adequate life-saving
device shall be provided in accordance with the
Philippine Merchant Marine Rules and Regulations.
10. Communication Equipment – adequate
communication equipment shall be provided
in accordance with the Philippine Merchant
Marine Rules and Regulations.
STANDARD REQUIREMENTS FOR
TOURIST AIR TRANSPORT
1. Section 20. Minimum Requirements – For
purposes of accreditation, the following are
the minimum requirements for the operation
and maintenance of a air transport.
2. Life Saving Device- Adequate life saving
device shall be provided in accordance with
the requirements prescribed by Air
Transportation Office.
3. Communication Equipment- Adequate
communication equipment shall be provided
in accordance with the requirements
prescribed by Air Transportation Office.
Application & Issuance of
Accreditation
 Section 21 Application for Accreditation- any
person, partnership or corporation desiring
to operate in the business of tourist transport
operator shall accomplish in duplicate & file
with the Department , the application for
accreditation prescribed for such purpose.
 Section 22 Documents Required to Support
Application for Accreditation to operate as
Tourist Transport Operator
1. Mayor’s Permit & or Municipal License
2. Business name certificate, for single
proprietorship. Certified true copy of the
Articles of Incorporation or Articles of
Partnership registered with Securities &
Exchange Commission
3. Proof of ownership or contract of lease over
an area adequate to serve as maintenance
depot & garage for all units
4. List of names of all officials & employees,
their respective designations, nationalities,
home addresses, certified correct under the
oath of the General Manager/ President.
5. Such other papers as may be required from
time to time by the department.
Section 23. Documents
Required to Support the
Application for
Registration of Vehicle,
Vessel or Aircraft as
Tourist Transport
Land Transport
1. Copy of LTFRB certificate of franchise or
authorization for tourist car/bus service
2. Copy of transportation rates as approved by
the LFTRB
3. Pictures of vehicles showing side, back &
front views with the company’s name & logo
imprinted at its rear & sides respectively
4. Such documents as may be required from
time to time by the Department
Water Transport
1. Copy of Certificate of Public Convenience &
Necessity issued by Maritime Industry Authority.
2. Copy of transportation rates as approved by the
Maritime Industry Authority
3. Pictures of vessel showing side, back & front
views with the company’s name & logo
imprinted at its sides respectively.
4. Copy of routes & schedules to be served.
5. Such documents as may be required from time
to time by the Department.
Air Transport
1. Copy of Certificate of Public Convenience &
Necessity issued by the Civil Aeronautics
Board.
2. Transportation Rates as approved by the
Civil Aeronautics Board.
3. Pictures of the plane showing side, back &
front views with the company’s name & logo
imprinted at its rear & sides respectively
4. List of operations & maintenance officials &
personnel with ATO licenses
5. Copy of routes to be served & flight
schedules
6. Such documents as may be required from
time to time by the Department.
Section 24 Accreditation Fee
 * Upon approval of the application, an annual
accreditation fee shall be collected from the
applicant in the following schedule of fees
per unit:
1. Bus- 275.00 Php 5. Vessel-1,000 Php
2. Coaster- 165.00 Php 6. Aircraft-1,000 Php
3. Mini-Van- 110.00 Php
4. Car- 82.00 Php
Section 25. Validity of Accreditation
* The accreditation issued to any tourist
transport shall be valid for 1 year from the
date of its issue unless sooner revoked for
the cause by the DOT
Section 35.Grounds for Cancellation of
Accreditation
1. Making false declaration or statement,
committing fraud
2. Failure to maintain the standards &
requirements for accreditation as prescribe
in these rules.
3. Violation of or non-compliance with any
provision of these rules.
4. Any act that works against the interest of
tourism industry.
