PURSUANT TO SECTION 16 OF RA 7160 , ALSO KNOWN AS THE LOCL
GOVERNMENT CODE OF 1991, AND EXECUTIVE ORDER NO. 773 S. 2009,
WHICH CALLS FOR THE FURTHER REORGANIZATION OF THE PEACE AND
ORDER COUNCILS, EVERY PROVINCE, CITY AND MUNICIPALITY IS
MANDATED TO CREATE A PEACE AND ORDER COUNCIL. LIKEWISE, EVERY
BARANGAY, PURSUANT TO E.O. NO. 366 S. 1996 IS MANDATED TO
CREATE A BARANGAY PEACE AND ORDER COMMITTEE AS THE
IMPLEMENTING ARM OF THE CITY/MUNICIPAL POC
√ DILG MC 2008 – 01 dated June 17, 2008 provides for the guidelines on the
reorganization of BPOC and monitoring its functionalities

√DILG MC No. 2015-63

“Revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and
their Role in Drug Clearing Operations”

√DDB Regulation No. 4 s. 2016 mandates the Punong Barangay to revitalize

their Respective BADACS, formulate plan of action and allocate substantial
amount And enjoins all city/municipal mayors to ensure the compliance of
all barangays Under their area of jurisdictions
DILG MC No. 2017-66 Dated April 27, 2017 : Compliance to Peace and
Order and Anti –Illegal Drug related issuances

Directing LCEs to ensure the compliance of the province,

City/municipality and all barangays under their area of jurisdictions
to all the duties and functions provided by all laws and issuances
relative to the promotion and maintenance of peace and order in
their locality such as:

1. Creation of BADAC and BPOC

2. Formulation of plans - BPOPS and BADAC
3. Allocation of substantial amount

Note: The plan is a 3 year rolling term based plan

DILG MC No. 2017 – 42 dated October 24, 2017 - GUIDELINES IN THE
FORMULATION OF A SIMPLIFIED BARANGAY PEACE AND ORDER AND
PUBLIC SAFETY (BPOPS ) PLAN

EVERY BARANGAY SHALL FORMULATE A 3 – YEAR, TERM-BASED

BPOPS PLAN WITHIN 60 DAYS AFTER THE ASSUMPTION TO OFFICE
OF THE NEWLY – ELECTED BARANGAY OFFICIALS .
FOCUS AREA OF THE PLAN

√PEACE AND ORDER - This area shall cover activities that directly
address criminality, including proliferation
of illegal drugs, armed conflict , and human
rights violations and bring about the
achievement of justice , peace and order.

• The BADAC Plan of Action which forms part of the

BPOPS Plan, shall be under the Peace and Order
Focus Area

√ PUBIC SAFETY - This area shall cover activities that protect

the community from dangers threatening
the general welfare and safety, such as
accidents, disaster and crime
