Under the

Philippine Nursing
Act of 2002 R.A.
9173, Article IV
Sections 12 to 24
All applicants for license to practice
nursing shall be required to pass a written
examination, which shall be given by the
Board in such places and dates as may be
designated by the Commission:
Provided, That it shall be in accordance
with Republic Act No. 8981, otherwise
known as the "PRC Modernization Act of
2000."
 In order to be admitted to the examination for
nurses, an applicant must, at the time of filing
his/her application, establish to the satisfaction
of the Board that:

He/she is a citizen of the Philippines, or a


citizen or subject of a country which permits
Filipino nurses to practice within its territorial
limits on the same basis as the subject or citizen
of such country:

Provided, That the requirements for the


registration or licensing of nurses in said country
are substantially the same as those prescribed in
this Act;
1.He/she is of good moral character; and

2.He/she is a holder of a Bachelor's Degree in


Nursing from a college or university that
complies with the standards of nursing
education duly recognized by the proper
government agency
The scope of the examination for the
practice of nursing in the Philippines shall be
determined by the Board. The Board shall
take into consideration the objectives of the
nursing curriculum, the broad areas of
nursing, and other related disciplines and
competencies in determining the subjects of
examinations.
Test Description: Theories concepts,
principles and process basic to the practice
of nursing with emphasis on health
promotion and health maintenance. It
includes basic nursing skills in the care of
clients across age groups in any setting

In order to pass the examination:
 an examinee must obtain a general average of at
least seventy-five percent (75%) with a rating of
not below sixty percent (60%) in any subject.

 An examinee who obtains an average rating of


seventy-five percent (75%) or higher but gets a
rating below sixty percent (60%) in any subject
must take the examination again but only in the
subject or subjects where he/she is rated below
sixty percent (60%). In order to pass the
succeeding examination, an examinee must
obtain a rating of at least seventy-five percent
(75%) in the subject or subjects repeated.
Grounds:
 mechanical, clerical or clear error or
 malfeasance in the rating of paper

*Request filed within 90 days from date of


official release of exam results
 All successful candidates in the examination
shall be required to take an oath of
profession before the Board or any
government official authorized to administer
oaths prior to entering upon the nursing
practice
A certificate of registration/professional
license as a nurse shall be issued to an
applicant who passes the examination upon
payment of the prescribed fees. Every
certificate of registration/professional
license shall show the full name of the
registrant, the serial number, the signature
of the Chairperson of the Commission and of
the Members of the Board, and the official
seal of the Commission.
 Applicantsfor licensure and for registration
shall pay the prescribed fees set by
Commission.
All nurses whose names appear at the
roster of nurses shall be automatically or
ipso facto registered as nurses under this Act
upon its effectivity.
 A certificate of registration/professional license
may be issued without examination to nurses
registered under the laws of a foreign state or
country:
 Provided, That the requirements for registration
or licensing of nurses in said country are
substantially the same as those prescribed under
this Act:
 Provided, further, That the laws of such state or
country grant the same privileges to registered
nurses of the Philippines on the same basis as
the subjects or citizens of such foreign state or
country.
A special/temporary permit may be
issued by the Board to the following persons
subject to the approval of the Commission
and upon payment of the prescribed fees:

(a) Licensed nurses from foreign


countries/states whose service are either for
a fee or free if they are internationally well-
known specialists or outstanding experts in
any branch or specialty of nursing;
(b) Licensed nurses from foreign
countries/states on medical mission whose
services shall be free in a particular hospital,
center or clinic; and

(c) Licensed nurses from foreign


countries/states employed by
schools/colleges of nursing as exchange
professors in a branch or specialty of nursing;

Provided, however, That the


special/temporary permit shall be effective
only for the duration of the project, medical
mission or employment contract.
 a licensed nurse from Canada who is in a medical
mission to work as a volunteer nurse in the ER of
PGH for one month
 A certified nurse specialist from Texas invited by
a local university as a guest lecturer in the
training of organ donation and transplant team
 A Fil- Am nurse who is part of the medical team
of a brain surgeon who is in the country upon
invitation to operate on a well known oligarch
 An American RN who is part of the medical team
invited by the Basilan governor to perform cleft
palate operation in the province for free
 No person convicted by final judgment of any
criminal offense involving moral turpitude or
any person guilty of immoral or dishonorable
conduct or any person declared by the court
to be of unsound mind shall be registered
and be issued a certificate of
registration/professional license or a
special/temporary permit.
 The Board shall furnish the applicant a
written statement setting forth the reasons
for its actions, which shall be incorporated in
the records of the Board.
The Board shall have the power to revoke or
suspend the certificate of registration/professional
license or cancel the special/temporary permit of a
nurse upon any of the following grounds:

(a) For any of the causes mentioned in the preceding


section;
(b) For unprofessional and unethical conduct;
(c) For gross incompetence or serious ignorance;
(d) For malpractice or negligence in the practice of
nursing;
(e) For the use of fraud, deceit, or false statements in
obtaining a certificate of registration/professional
license or a temporary/special permit;
(f) For violation of this Act, the rules and
regulations, Code of Ethics for nurses and
technical standards for nursing practice,
policies of the Board and the Commission, or
the conditions and limitations for the
issuance of the temporarily/special permit;
or
(g) For practicing his/her profession during
his/her suspension from such practice;
Provided, however, That the suspension
of the certificate of registration/professional
license shall be for a period not to exceed
four (4) years.
The Board may, after the expiration of a
maximum of four (4) years from the date of
revocation of a certificate, for reasons of
equity and justice and when the cause for
revocation has disappeared or has been
cured and corrected, upon proper
application therefore and the payment of the
required fees, issue another copy of the
certificate of registration/professional
license.

The scope of nursing means the extent or
range of health care activities which a
nurse can do or perform pursuant to law.

A profession scope of nursing encompasses the


activities its practitioners are educated and
authorized to perform. The overall scope of
practice for the profession sets the outer limits
of practice for all practitioners.
It is a legal nursing practice under Section 28 of
R.A. 9173 when a licensed nurse performs:
 Nursing services, whether
singly or collaborate , to
individuals, families and
communities in any health
care setting.
 Nursingcare whether singly or colaborately ,
during conception, labor, delivery, infancy,
childhood, toddler, pre-school, school age,
adolescence, adult and old age or basically in any
age group/stage of development.

 Nursing action as independent practitioners for


the promotion of health and prevention of
illness.
 Collaborative work with other health care
professionals for the curative ,
preventive and rehabilitative
aspects of care, restoration of
health, alleviation of suffering , and when
recovery is not possible toward a peaceful death.
 To provide nursing care through the
utilization of nursing process.
 To establish linkages with community resources
and coordination with the health team.
 To teach, guide and supervise
students in nursing education
programs including the administration of
nsg. services in varied settings such as
hospitals and clinics;undertake consultation
services; engage in such activities that require
the utilization of knowledge & decision
making skills of a registered nurse.
 To undertake nursing and health human
resource development training & research w/c
shall include, but not limited to the development
of nursing practice
(Section 28) a. Provide nursing care through the
utilization of the nursing process. Nursing care
includes , but not limited to, traditional and
innovative approaches, therapeutic use of self,
executing health care techniques and procedure,
essential primary health care, comfort measure,
health teachings, and administrations of written
prescription for treatment, therapies, oral
topical and parenteral medications, internal
examination during labor in the absence of
antenatal bleeding and delivery. In caseof
suturing of perineal laceration, special training
shall be provided according to protocol
established
Internal Examination and Suturing of
Perineal Wounds

 This existing standards of safe nursing practice for


internal examination and suturing of perineal
laceration was prepared by the Association of
Nursing Service Administrators of the Philippines,
Inc. (ANSAP) and the Maternal and Allied Nursing
Association of the Philippines (MCNAP). (R.A. No.
7164)
The ANSAP/MACNAP issues a Certificate of
Training after complying w/ the parameters for
evaluation:

 Written examination
 Completion of the minimum
number of actual cases for each
of the ff competencies:
 Performing internal examination safely and with least
discomfort to the patient
 Collecting accurate assessment data as bases for plan
of care.
 Safe suturing of perineal lacerations.
Completion of the minimum number of cases
for each of the following competencies:

 3 correctly performed internal


examinations
 3 supervised suturing of
lacerations
Intravenous Therapy

Only those registered nurses who


Were adequately trained and
completed the training
requirements of the Intravenous
Therapy Program prescribed by
the Association of the Nursing
Service Administrators of the
Philippines.
PRC-BON Resolution NO. 08 states that:

“that a registered nurse is prohibited from


administering intravenous injections to a patient
unless he/she has undergone a special training at
least under a nursing administrator who is a
member of ANSAP and who is qualified under Sec.
28, Article VIof R.A. 9173”
In addition, the said resolution provides
the “any registered nurse without such
training who administered injections to a
patient whether causing or not an injury or
death to the patient shall be held liable,
either criminally liable under Sec. 30 (c),
Art. VII of the said law or administratively
under Sec. 21, Art. III or both.”
It has a twenty-four hour didactic lecture and a
practicum with the ff evaluation methods:

 Written examinations: pretest- post tests


 Completion of the required
number of actual cases for each
of the ff terminal competencies:
 Initiating and maintaining peripheral
IV infusion (6 cases)
 Administering intravenous drugs
(6 cases)
 Administering and maintaining
blood and blood components
(2 cases)
The duties and responsibility of nurses
performing intravenous therapy
 Interpret the doctors order for intravenous
therapy.
 To perform venipuncture, insert needles,
cannulas except TPN and countdown.
 To prepare, monitor, terminate intravenous
solution: additives, intravenous medications, IV
push
 To administer blood /blood products as ordered
by the physician.
 To recognize resolution and medicine
incompabilities.
 To maintain and replace sites, tubings,
dressings, in accordance with the establish
procedures.
 To establish flow rates of solutions,
medicines, blood and blood
components.
 To utilize through knowledge and proficient
technical ability in the use/case, maintenance
intravenous equipment.
 Nursingmanagement of total parenteral
nutrition, out patient intravenous care.

 Maintenance of established
infection control and aseptic
nursing intervention.

 Maintenance of appropriate
documentation, associated with the
preparation, administration and
termination of all forms of intravenous
therapy.
Standards and prospects for advance nursing practice

R.A. 9173 authorizes a RN to administer a


written prescription for parenteral medications,
on top of internal examination during labor and
delivery and suturing of perineal laceration.
Nursing service administrators
Under Article VI Section 29.
 RN of the Philippines
 2 years experience in general nursing service

 Holder of a degree of Bachelor of Science in
Nursing with at least nine units in
management and administration courses at
the graduate level.
 Be a member of a good standing of the
professional organization of nurses.

 Interrelationship/linkages with community

 Strict/ duty-bound observance of the CODE
OF ETHICS
 Without certificate of registration/ professional license
 Use of other’s identification card (misdemeanor)
 Use of invalid/revoked/suspended certificate of
registration
 Use of false evidence to the BON to obtain certificate of
registration/ professional license
 Falsely poses/advertises as a registered licensed nurse
 Falsely Appending BSN/RN to his/her name
 Assisting in illegal practice

Penalties: a fine of not less than P 50,000.00 Nor more than


P100,000. Or imprisonment of not less than 1 year nor
more than six years, or both, upon the discretion of the
court.

Whereas, it is necessary to revise and improve
the existing guidelines and procedures in the filing of
applications for licensure examination to attain the ff
objectives:
 to facilitate the filing and processing of application
for examination
 to establish the identity of the applicant-examinee
for examination
 to establish genuineness or authenticity,
completeness, and accuracy of documentary
requirements supporting an applicant’s application to
take the examination
 to ensure that ONLY qualified applicants are
admitted in the licensure examinations
 to eliminate withholding of result of examination
due to non-compliance of requirements, thereby
strictly observing the “NO DEFERRED” policy
 to defer fixers and unscrupulous persons form
victimizing applicant-examinees in licensure
examinations
 As a rule, filing of application shall be done personally by the applicant-
examinee to clearly establish his/her identity and to prevent somebody
to take the examination for in behalf of the real applicant-examinee.
 Filing of applications by representative or in bunch by school, collages,
universities, and other entities, and through the mail SHALL NOT BE
ALLOWED.
 Applications shall be filed/submitted to the filing center designated by
the Commission on or before the twentieth day before the first day of
the scheduled licensure examination except the deadline for filing
applications for professional teachers licensure examination w/c is
especially designated on a definite date.
 Applications accepted and reviewed by the regional offices shall be
submitted to the Application Division/Units in the Central Office on a
staggered basis by batch of 20 or more documents before the deadline
for filing, but in no case shall be later than 2 days after the deadline.
All accepted and reviewed application forms to be transmitted by the
Regional Offices must be arranged and listed alphabetically by board
examination on the transmittal for to facilitate checking.
 No applications shall be accepted after the deadline for filing
applications.
 SecureAction Sheet from the PRC Customer
Service Center (CSC) and accomplish the
same.
Submit the Action Sheet for processing and
evaluation at any of the Processing Windows
together with the ff:
 Original and photo copies of Transcript of
Records with Special Order and Date of
Graduation with SCANNED PICTURES AND
SCANNED PICTURES AND WITH REMARKS “FOR
BOARD EXAMINATION PURPOSES ONLY”.
 Original and photo copy of NSO-issued of Birth
Certificate.
 Four (4) passport size colored pictures with
complete name tag in white background
 Current Community Tax Certificate (Cedula)
 Original and photocopies of NSO-issued Marriage
Contract
 Record of actual related learning experiences for
the entire Bachelor of Science in Nursing
program duly signed by the Chief Nurse of the
hospital or her duly authorized representative in
addition to that of the Dean of the nursing
school and the clinical instructor.
 Actual number of operating room scrubs and
deliveries assisted, signed by the Chief Nurse or
her duly authorized representative in addition to
that of the Dean of the nursing school and the
clinical instructor.
 Other specific requirements as required by the
Commission and/or the by the Commission
and/or the Professional Regulatory Board
NOTE: Secure the ff from the processor upon
approval of your application:
 Computerized Application form (CAF)
 Permanent Examination and Registration
Record card (PERRC) (for first-timers)
 Notice of Admission (NOA)
 Applicants for licensure and for registration
shall pay the prescribed fees set by
Commission.

 Payfor metered documentary stamps and
mailing envelope with metered documentary
stamps at the CSC.
 Accomplish the CAF, PERRC, and NOA.
Indicate the Official Receipt number, date,
and amount on the CAF.
 Proceed to any of the Issuance Windows
(Window 9, 10, 11, 12) for final review of
qualifications and documents and issuance of
NOA, Applicant’s stub, Program of
Examination, Examinee’s Guide and Self-
Instruction Sheet.
 Keep the Notice of Admission, Official
Receipt, and the Applicant’s stub. Bring
these with you on the first day of the
examination. For further information, read
the General Instructions at the back page of
the Notice of Admission, Program of
Examination. Examinee’s guide and Self-
Instruction sheet.
 Bringyour NOA when you verify with the PRC
your school and building assignment w/c will
be posted at the PRC premises two (2) three
(3) working days before the examination
date.

NO APPLICATION SHALL BE
ACCEPTED AFTER THE DEADLINE
