Background of the INTAD-6

Sub-regional Office for Europe of WMO Development


Cooperation & Regional Activities Department* extending
its cooperation with its RA VI WMO Members from the
sub-regional to regional level realized the need to enhance
cooperation via the focal points of regional NMHSs on
external relations.

Official start of INTAD-6

At the XV RA VI Session in Heidelberg in 2005


Approving the RA VI Action Plan, it was
approved the establishment and maintenance of
an informal network of international focal points
of NMHSs of RA VI to facilitate cooperation
with the SRO(E) and exchange of information
within the Region, at the beginning of 2005.
The objective of INTAD-6 meetings
The overall objectives of INTAD-6 meetings are to:

Review the existing capacity of NMHSs, considering


institutional and infrastructure issues,

Create the capacity of the NMHSs by creating the


capacity of the advisers/focal points on external
relations of the NMHSs,
How to reach the INTAD-6 meeting objectives

Exchange of information within the Region, and


Organization of lectures on:

technical cooperation,
international partnerships and
bilateral activities

in the hydrology, meteorology and environmental issues,

thus facilitating cooperation with the Regional Office for


Europe of WMO.
INTAD-6 meetings-
side-events to the major Regional events
2005, Heidelberg, Germany - 1st meeting of the INTAD-6
was held as a side-event to the RA VI Technical
Conference.

2006, Riga, Latvia - 2nd meeting of the INTAD-6 was held


as a side-event to the RA VI Technical Conference on
Strategic Planning.

2007, Geneva, Switzerland - 3rd meeting of INTAD-6 was


held as a side-event to the XV WMO Congress.

2007, St Gallen, Switzerland - 4th meeting of INTAD-6


was held as a side-event to the RA VI Technical
Conference on Strategic Planning.
INTAD-6 meetings-
side-events to the major Regional events

2008, October, Chisinau, Moldova – 5th meeting of the


INTAD-6 is planned to be held as a side-event to the RA
VI Conference on Role of NMHSs in prevention and
mitigation of natural hazards impact.
Election
of the chair and vice-chair of INTAD-6

At the INTAD-6 meeting is considered the need to elect another chair


and vice-chair of the INTAD-6 depending on their availability and
performance.
At the 1st meeting of the INTAD-6 2005, in Bucharest, Romania –
were elected Mr. Alex Rubli, International adviser of Swiss NMHS
as the Chair and Mrs. Vita Slanke, International Adviser of the
Latvian NMHS as the vice-chair of the INTAD-6, who had a very
important task to move forward the network from the starting point
up to 2007.
At the 3rd meeting of INTAD-6 in 2007 in Geneva, Switzerland, the
INTAD-6 members unanimously elected Mrs. Natalia Berghi,
International Adviser of Moldovan NMHS-as the chair and Mr.
Sergio Pasquini, International Adviser of Italian NMHS- as the vice-
chair of INTAD-6.
INTAD-6 Activity in the Region

Contribution of INTAD-6 to the development of the


RAVI Action Plan for 2008-2011 is evident,
thus, first of all via the active involvement of the
International Advisers of the NMHSs in the Task
Team, on RAVI Action and Strategic Plan,
designated to carry out its work under the general
guidance of, and in coordination with the
President of RA VI;

with the WGs, TCs and President of RAVI

To facilitate the cooperation with the WMO, INTAD-6


cooperates with the WMO WGs and Technical
Commissions, having a priority list of activities to be
addressed.

Last but not least, the INTAD-6 coordinates with the


International Adviser of the RA VI President, ex-chair of
INTAD-6, Mr. Rubli, the activities which could require
the support of the RA VI President.
Proposed structure of INTAD-6 work

The main issues stressed at one of the last INTAD-6


meetings were:

The equal distribution of the hydrological and


meteorological activities of INTAD-6 and

More effective use of the INTAD-6 members expertise by


creating a specialized expertise database with the profiles
of INTAD-6 members knowledge.
Future activities in pipeline
Among the future agenda items of the INTAD-6 meeting
is:
the definition in the region of the potential twinning activities of
common interest in hydrology and/or meteorology, under the
following cooperation scheme, e.g.:
France - Romania – Moldova,
offering the possibility of the most developed Members to
transfer the knowledge and experience to the least
developed Members through the medium developed
Members, or
Czech Republic- Republic of Moldova,
without any intermediate.
INTAD-6 membership and its observers
The current members of INTAD-6 are the International Advisers of PRs
of RAVI WMO Members and of EUMETNET, EUMETSAT, ECMWF
and
WMO Representative for Europe. INTAD-6 members keep in touch
using the electronic list of distribution:
intad.6@dwd.de,

kindly created and updated by Mr Detlev Frömming, International


Adviser of German NMHS.

With the view to globalize the Network of International Advisers of


NMHSs, the INTAD-6 welcomes at its next meetings the participants
with the status of observers from Central Asia, such as Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
Globalisation of the
Network of International Advisers of NHMSs
In order to share more experience and knowledge with the
newly created Networks of international advisers of NMHSs
from other Regions of WMO, INTAD-6 is ready to organize
with the support of WMO Cabinet and External Relations
Office and WMO Regional Office for Europe:

a kick-off meeting of the international advisers to the


Presidents of RAs of WMO*.

* The date and place of the meeting is to be decided.
