ENVIROMENT IMPACT ANALYSIS OF JHERRUK POWER PLANT

INTRODUCTION
Project Description: Sonda-Jherruk Coal Mine and Power Plant Project developed by CMC will supply 405 megawatt power supply for Pakistan, which will be highly instrumental to promote the economic development of Pakistan, opening new doors for foreign investors. Jherruk Power plant proposes 405 MW mine mouth Coal-Fire Power Plant to meet power demand of our country. Project Location: It will be installed in Union council Jherruk in Thatta district Sindh, at west of River Indus. JPP is adjacent to Jherruk/Sonda coal mine Objective: JPP has been planed to meet the energy demand of Pakistan by economically exploiting the coal resourse.The expected enviormental aspects have been identified and mitigation measures have been incorporated in operations, waste water treatment, stack emissions and dust control to make project viable and environmenal friendly.

Stake Holders of the JPP Project


The residents; There are around eight villages in the neighborhood, with 90% of the population below poverty line. Diseases like hepatitis and TB are already very common in the surrounding areas. Public representatives; The nazims and naib nazims see the project as a key element in area development. The predict employment for 40% of their population between the ages 15 to 45. The governmental authorities; The proposed location is a property of Revenue Department Sind, and the Sind Coal Authority has issued the NOC to confirm the land use.

Laws & Legislations


Pakistan environmental protection agency review (IEE/EEA) of regulations 2000. National Environmental Quality Standards; These are the basic guidelines for liquid effluent and gaseous emissions of municipal and industrial origin to comply with. International guidelines; World bank thermal power : guidelines for new project. IFC- environments safety guideline for coal processing IFC performance standards on social and environmental sustainability. International convention on biodiversity.

Pakistan EIA System


The Pakistan Environmental Protection Act was enacted on 6th December 1997, repealing the Pakistan Environmental Protection Ordinance, 1983. The PEPA 1997 provides the framework for implementation of National Conservation Strategy (NCS), In all four provinces, Environmental Protection Agencies were created under the provision of Pakistan Environmental Protection Act, 1997. An IEE/EIA Regulations, 2000 has been notified under section 12 that no proponent of a project shall commence construction or operation unless s/he has filed with the Federal Agency or an Initial Environmental Examination or, where the projects is likely to cause an adverse environmental effect, an Environmental Impact assessment, and has obtained approval from Federal Agency Environmental Assessment (EA) is a process to examine the environmental risks and benefits associated with the developmental projects.

SCREENING OF ENVIRONMENTAL IMPACT


Preferred Alternative Site: Selection based on considration of Topography, Geology and Land Submergence due to inflow of Floodwater from hill torrents and river and connectivity to nearest Grid . Impact Analysis of Pre Construcion Phase have identified of sitting Power Plant architecture for pre-construction phase. Impact Analysis at Construction Phase will be clearing site, removal of soil, large scale exavation, pilling, dumping of construction debribs Impact Analysis at Operation Phase are considerably more significant than those during construction.

MITIGATION MEASURES
The main impact generation activities include clearing of JPP site, removal of top soil, large scale excavations, dumping of construction debris including soil waste, building of roads and campsites. Mitigation Measures for: Pre-Construction Phase: Adoptions of guidelines for safety, environment protection etc. Resolve issues of fire protection, waterproof, internal transportation. Construction Phase: Heavy structure will only be allowed when their vulnerability to seismic shocks has been taken into account. Open soil to remain covered into during monsoon . Dust should be controlled by frequently sprinkling of water. A comprehensive waste disposal plant should be integrated. Adoption of conservation practices to minimize the water losses. Campsite should be located atleast 500m from any locallity.

OPERATION PHASE & ITS MONITORING PARAMETERS


Effluent treatment plant (ETPs) For: Air Environment : Electrostatic Precipitators / Bag Filters, Efficient Engine Design.

Land Environment: Traffic management, Covered trucks. Covered storage, First In First out usage. Use of ash in cement plant, approved disposal. Rehabilitation measures of trees to be removed as a factor in site Selection Water Environment: Waste water treatment, Aquatic/Marine Species rehabilitation. Social Environment: Control of Emission.

ENVIRONMENT QUALITY OBJECTIVES


Environmental health and safety management systems: It is recommended to achieve a complete assessment, including monitoring, evaluation, identifying and controlling all potential hazards and risks during construction, operation and restoration phases. The management need to ensure that health and safety plan (HSP) is implemented in true spirit. Workers health & safety plan (WHSP): The health and safety of all workers involved in construction and operation of the plant should be ensured as per the international standards. Reduced carbon emissions: The burning of fossil fuels accounts for the largest contribution to the greenhouse effect, higher efficiency of plant (Increased MW) decreases the rate of production of CO2. Objectives of ERP: To ensure minimized loss of property and life in case of fires, explosions, accidents, hydrocarbon leaks and natural disasters

CONCLUSION / AUDITS
Compliance monitoring; Periodic submission of report to SEPA. Reporting will be carried out as per the legal requirement laid down in the self monitoring and reporting tools for industries-2000. SITE internal environmental audit; Daily assessment of environmental management activities on site. Environmental activities include all aspects of operations that result in effluent, emissions or wastes. Environmental management systems audit; Assessment of the implementation and operational success of Environmental Management Plan on site. It is achieved by assessing objectives, organizational structures, responsibilities, procedures, processes and resources available at the site.
