General Overview:
The SEC Management has created a project for four regions to create a state of the art asset management system using advance technologies ; keeping pace with the worlds large utility companies.

Specific Overview:
The asset management data collection was designed at two levels i.e.

Scope of work is a set of minimal data to create a geographical base map of the network.

Detailed Survey:
Scope of work is collection of comprehensive data of assets.

Project Goal:
The higher management of SEC very wisely set the goals of the project as follows:. 1. Creation of a geographical database. 2. A complete record of assets and their condition. 3. Preparation of a complete data base for integration of GIS at central level hence enhancing modern day management system.

The following page describes how the SEC has set the procedure of the project and management. These procedures are presently followed.

Home Office:
Management and data Processing Based in Riyadh headed by GIS Manager with five GIS technicians equipped with computers, software and plotting facilities.

Field Office Data Update Facility A team headed by Project Manager, supervisors, GIS/CAD technicians with Data processing and plotting facilities based at Khamismushayet.

GPS subscribed to Omnistar for data correction which meets or exceeds the accuracy specifications

SEC QUALITY CHECK TECHNIQUES


Rgf using Trimble proxrt specialized GIS GPS system. RGF is using omnistar data correction as additional for data quality on annual subscription basis to guarantee the data quality. Rgf submitted files in Google earth format for checking Rgf provided training to SEC to convert any data to Google earth format to check its quality before going to field. Rgf has deployed extra verification crews for checking data prior to first submission.

TRAINING FOR SEC


Rgf provided training to 50-100 SEC persons Rgf arranged training for SEC twice since beginning of this project How to build data bases How to make esri drawing from scratch How to update existing drawings How to view and edit drawings How to find required meters transformers from database etc. How to join multiple feeders for analysis How to edit data fields and update databases.

RGF DIFFICULTIES
There are two types of difficulties. 1. Head Office 2. Local Offices 1. Head Office

Work order Duration is not justified - Feeder Length vs. survey time Area Difficulty vs. survey time Time lost during crew shifting after every feeder. Resource deployment restrictions result time loss. Delays in every new work order 4-5 days. Relocation and adjustment to local area vs work order duration. After all delays from local offices , deduction from final payment.

Very poor response from local offices. Data receiving delays and signing hesitation. Lack of project awareness from local offices like General survey/Detailed Survey. Local office unlimited delays in verification. Local area undue demands like vehicle, surveyors for verification. Local area undue demand for provision of verification resources. Undue delays for signing approved work orders invoices. No dedicated Surveyors assigned from local offices. Local office verification give us just 2-4 hours in a week and often occasionally.

PROJECT HINDRANCES:
1. Lack of understanding of the importance of this project by local offices 2. Lack of local offices awareness of the requirements of this project in a big picture. 3. Lack of ownership of the project by local offices. 4. Failure of local offices to provide adequate human resources. 5. Lack of the local offices trained persons to see the data-base electronically. 6. Disinterest of the local offices in getting their people trained. 7. Lack of understanding of local offices of the bigger goals of the project and not understanding the vision of the top management of SEC.

RGF SUGGESTIONS
1. Project control should be centralized to SEC-abha. 2. SEC has allocated very limited human resources to this project. As this project is the baby of SEC South Central, we suggest that verification Surveyors Should be assigned by center and reporting to the center. 3. Centralized contact point should receive all our data conforming to standardization of scope of work.

4. It is goal of the project that all the assets of SEC south are to be mapped Therefore we suggest that one S/S should be assigned in each area for survey before moving to other area.
5. One person should be appointed at the central abha office to receive the softcopy of the data..

IN A NUT SHELL:
RGF shares with the SEC higher management, the common goals of success of the project. RGF played its part:. Work orders were issued only for six months: Feb.2010---Aug.2010

RGF surveyed 17000Km


SEC took one year to check 6000Km RGF was set to complete the survey of 66000Km in 3 Years.

We believe SEC should shoulder their part of the success of the project.
