ERs
This is done
inside the Precinct by the Board of Election Inspectors. The votes are announced and tallied in the ER. After all votes have been tallied, total votes for each candidate are recorded.
Mun SOV
This is done by the City or Municipal Board of Canvassers. The MSOV is the statement of votes per precinct in the city or municipality. It provides the precinct breakdown for the total votes written in the MCOC.
Mun COC
This is done by the City or Municipal Board of Canvassers. It contains the total votes per candidate for the whole city or municipality.
Prov SOV
This is done by the Provincial Board of Canvassers. The PSOV is the statement of votes per city or municipality. It provides the city or municipal breakdowns of the total votes in the province written in the PCOC.
Prov COC
This is done by the Provincial Board of Canvassers. It contains the total votes per candidate for the whole province.
The Election Return is the closest election result document to the ballot and therefore reflects more faithfully the results of the voting. It contains the tara that corresponds to every vote read in full view of the voting public.

The manufacturing would have gone unnoticed except for only one problem.
Dahil ang pandaraya ay MALI, hindi kailan man ito magiging perpekto gaano man kagaling ang pagkakaplano at gaano man kalinis ang pagsasagawa nito. Lalabas at lalabas ang KATOTOHANAN ng pandaraya sa tamang panahon.
However, while the page number is printed, the serial number is not.
Highly irregular as an accountable form as the serial number can easily be imprinted using numbering machines available in book stores.
This practice was corrected in the 2001 elections only to revert to the defective design for the 2004 elections.
This ER from Floridablanca, Pampanga is another example. An imprint of the right thumbmark is one of the requirements to close the entry of votes for each candidate.

Next, observe the taras. Note how orderly the taras are written. When done in the comforts of an airconditioned room this can be done. But inside a hot, busy precinct at midnight with tired sleepy teachers?

Even more incredible, in Las Pinas, about 80 kilometers away, another person doing the taras has the same penmanship as the person in Floridablanca, Pampanga!
Part of the 33,000 excess election returns printed by the COMELEC was used for this purpose.
First step:
Mapping or determining the provinces where Mrs.Arroyo had a strong showing in popularity ratings.
The logic of Dagdag-Bawas is to maximize her winning margin in areas where she will win in a clean and honest election.
Four were identified: Pampanga, Cebu, Iloilo and Bohol (PCIB Area). The idea is to condition the public to concede these provinces to Mrs. Arroyo even if a GMA landslide happens in these areas.
Second Step:
COMELEC increased the number of voters to more than FIVE Million nationwide, of which ONE Million found its way in the PCIB area, to provide enough leeway to add votes without resulting in statistical improbability.
In Pampanga, the expected number of registered voters for 2004 was 944,092. But the registered voters as per PCoC was 1,080,751.

In the Province of Cebu, the expected number of registered voters for 2004 was 1,299,612. But the registered voters per PCoC was 1,780,708.

In Cebu City, the expected number of registered voters for 2004 was 377,637. But the registered voters per CCoC was 464,802.

In Iloilo, the expected number of registered voters for 2004 was 787,580. But the registered voters per PCoC was 923,262.

So in these four provinces-Pampanga,Cebu,Iloilo, and Bohol,-There was an increase of 951,695 registered voters.
With almost a million of voteraddition, more or less the same number of votes were added to GMA.
Step 3: Overprinting of extra sets of Election Returns (ER) for the precinct tallies, Statements of Votes (SoV) for the precinct and municipal breakdowns, and Certificates of Canvass (CoC) for the municipal, city and provincial totals.
Several months before election, Commissioner Resureccion Borra admitted that the Comelec overprinted election forms: 3 million ballots and 33,000 election returns.
They have a master copy of the names of all the election inspectors and the precincts they will be assigned. They have their signature specimens. And master forgers too.
Step 5:
These manufactured forms, now reflecting landslides for GMA, were sent to the election officers. The local operatives already knew how to replace the real results with the manufactured election returns.
This means that even before Cebuanos, Boholanos, Ilongos and Kapampangans could go to the precincts, their votes had already been cast for them.

An avalanche of votes for the opposition came from the North and the Tagalog speaking provinces, as well as from Metro Manila. Historically, these vote-rich areas make or unmake a president.

Again, the operators had access to authentic COC forms to perform their fabrication. Page 1 is where you have the list of candidates for President and VicePresident.
Page 2 and Page 3 have serial and page numbers with uniform gaps different from Page 1.
Once again,observe how the serial number of page 1 is misaligned vs. the other pages.
Now, we know why the common response in Congress to requests to verify the election returns were Noted, Noted. Noted
Had the ERs been opened, many will see these ERs were prepared by same hands for the ERs of Cebu, Bohol, Iloilo and Pampanga.

Like a thief in the night, Congress proclaimed GMA as the winner while the nation was deeply asleep.
If she really won fair and square, as claimed by certain quarters, why should they rob the people of the joy to watch the proclamation of their newlyelected President? Or, is it a case that Congress had to proclaim GMA in such an ungodly hour because of fear of public uproar?
In the Minority True Report, election results from 42 provinces and cities were protested.
Our review covered 11 of these and the findings indicate:
