2. State of readiness for additional fund during financial year 2005-06.


Being encouraged by good result from crop diversification, NRM, INM & IPM etc. The programmes during the last two years the State has decided to continue these programmes with renewed vigour and this will call for substantially increased funds. All steps have been taken up by the Department for utilizing the additional fund under Macro Mode Work Plan during 2005-06. The finance department has also agreed to meet the required State Share. Budget provision has been made accordingly.

Macro Mode Work Plan:The additional emphasis is to be given on Natural Resource Management, Crop Diversification, Soil Health Management, IPM, Culture-Agriculture, Women in Agriculture, SJDP, Training of Farmers and Officials in extension systems & farm mechanization. Under Farm Mechanization the State has decided to encourage tractors in some districts. Introduction of Zero Tillage machine has shown encouraging results, particularly in Wheat. It has decided to encourage the use of the technology which has shown a new path to the Wheat growers of North Bengal.

Natural Resource Management


Emphasis on bring more culturable wastes under cultivation. Land reclamation and creation of irrigation facilities through contour bunding, bundh etc. F.P.R. & R.V.P. Schemes. N.W.D.P.R.A. Re-exclamation of traditional (jumpoi) channels through soil conservation measures.

ISOPOM :Initiatives taken by the State for increased area coverage under Pulses, Oilseeds & Maize have paid good dividends. Emphasis on Arahar, Lathyrus, Kalai, Gram under Pulses; Sunflower, Groundnut, Sesame & Toria under Oilseeds & Maize under cereal crops will continue with increased emphasis. Productivity of all these crops can be increased by enhancing the technical backup. Both composite and hybrid varieties of Maize have shown encouraging performance in almost all the districts. Maize in this State has very good market and as such this is being encouraged.

Mini Mission II Cotton


Cotton has shown good prospects in Sundarban Areas in Rabi-Summer Season. The same is now being experimented in red & lateritic zone of the State in Kharif season. The results are encouraging and the State has therefore, given due importance to this. Market is assured by C.C.I.

EARAS
Statistical data is the most vital input for planning. This is more so in case of agriculture. Again, collection of statistical data is more difficult in agriculture, particularly horticultural crops. EARAS scheme has therefore been of immense help. Infrastructure facilities for crop cutting have to be extended upto village level to have reliable data in time. The State is trying to achieve this. Recently, steps have been taken to extend the crop cutting experiences upto Gram Panchyat level in some of the districts for some crops. The State will like to extend this to all the G.P.s and all major crops, for which the fund requirement will be much more than the present level.

3) The Thrust Areas Of The State


Strengthening Research infrastructure of the Directorate & the Universities. Certified Seed Production / Hybrid Seed Production Strengthening seed productions farms (public & private) and seed certification machineries. Soil Health Management, Mobile Soil Testing Units, Soil Health Cards, application of micro-nutrients, Bio-fertilizer, Organic manures, Vermi compost and Bio-pesticides. Introduction of New Varieties & Crops under Crop Diversification including Horticultural Crops. Transfer of Technology Strengthening of extension machineries, demonstration through culture-agriculture, women farmers training. Micro Irrigation System Sprinkler & Deep Irrigation System, particularly for horticultural products, Pulses, Oilseeds & Tobacco. Farm Mechanization Introduction of Zero Tillage Machine, Drum Seeder & More popularization of Power Tiller, Tractor & Thresher. Marketing Domestic & Export. E-Governance in agriculture, computerization Agri. Portal introduction.

4) Progress on APMC Act. Amendment


APMC Act. is not in operation in the State, but the amendment to the previous West Bengal Produce Marketing (Regulation Act.) is under active consideration of the State. In the above Act. provisions have been made for setting up of private market yards, special commodity market yards, consumer-farmers markets (Apni Mandi) and direct sale by the producers. These activities already exist in West Bengal; the same have only been codified in the amendments.

6) Micro-Irrigation & Dry land Agriculture


The Micro-Irrigation system was adopted in our State long before. Now the Government has decided for introduction of Sprinkler & Drip-Irrigation for consumptive use of irrigation in Lateritic and undulated topography where the run-off water is maximum. The scheme aims at demonstrating the production technology with setting up of demonstration centres in the dry land and rainfed areas of the districts of Purulia, Bankura, Western Burdwan and Midnapore (West). These areas receive poor and erratic rainfall having undulating topography with poor soil status, limited irrigation facilities and are mostly mono cropped. In order to change the traditional practice, crop demonstration programmes on recent know-how are proposed to be taken up in these areas with special emphasis on dry land farming practices. The construction of farm ponds, re-excavation of ponds, supply of water pumps, pipes, farm machineries need to be supplied with more subsidies on dry land farming.

7) ATMA related existing programmes.


Not in operation in this State. We given importance to privatepublic partnership in extension. The private fertilizer & pesticides companies organise workshops, demonstration, training camps at district, block and panchayet levels where the agriculture technologists, participate, progressive farmers, small & marginal farmers, input dealers including co-operatives, field level extension personnels participate in the decision on improved technology, balanced use of chemical fertilizer, bio-fertilizer, organic manure, micro-nutrient, bio-pesticides etc. The results have been very encouraging. The State will continue this with the help of the companies.

8) Suggestion for improving Kharif Production :


RICE:
Increasing the coverage under HYV to the extent of 93% . Replacement of farmers seed with certified seed. Use of Bio-fertilizer Attempt to increase the replacement rate in low productivity zone. Use of soil ameliorants in North Bengal as well as in red and lateritic zone. Use of Organic Manures , green manures, Blue green algae and Vermi Compost. Application of Fertilizer on Soil test basis. Application of Micro-nutrients in deficient areas. Improvement of drainage condition in Sundarban areas and efficient management of Irrigation water in drought like situation (or water stressed situation) Adoption of Eco-friendly strategies based on IPM

CULTURAL PRACTICES like : Demonstration & Training. Timely planting with proper aged seedlings. Maintenance of optimum spacing. Proper weeding etc.

Jute : Timely & line sowing problem of seed supply & high seed price. Use of herbicides for weed control. Proper application of fertilizer. Timely harvesting and retting with create of retting infrastructure. Use of modern technologies for production of better quality fibre.

P U L S E :Due to low productivity the pulse cultivation has become less remunerative compared to other remunerative crops. The area under pulse crop particularly in Kharif season is decreasing. Emphasis would be given to increase the area under Arhar, Kalai in Kharif Season. To achieve the targetted area under Pulse crop in kharif season as well as to increase the productivity the following steps will be taken. A considerable area coverage under red and lateritic zone. Bringing more area under Kalai and Arhar. Supply of seed of improved varieties. Use of Phosphatic fertilizer and Bio-fertilizer. Spraying with DAP and Micro-nutrients, to boost up the pulse production. Eco-friendly pest management practices on the basis of IPM.

KHARIF OILSEED :Increase of area under Oilseed crop in kharif season in the State is possible for groundnut only. Production of groundnut in specific locations i.e. in red and lateritic zone of the State with the improved package of practices as described will be given emphasis.

M A I Z E :After introduction of Crop Diversification Programme the area under Maize is increasing. As such, during Kharif 2005 emphasis will be given : Timely supply of hybrid / composit / location specific varieties. Use of Bio-fertilizer as well as chemical fertilizer. Providing Micro-nutrients in deficient areas, Suitable Plant Protection measures.

Status of Quarantine Facilities : The Central Quarantine station under GOI set up on a land provided by State Government is functioning for the entire North-Eastern Region. Three State Government officials have been empowered two from the Government & one from BCKV. State Government fund requirement is being assessed.

Increase in subsidy on SSP. Avoiding frequent restrictions imposed by the Railway Authority in respect of fertilizer movement on different railway station. 6. Methodology of testing hybrid seeds prior to supply to the farmers.
