EMPOWER WOMEN
POLICY FRAMEWORK
Chingola Municipal Council is currently using a National Gender Policy. The department of Planning has been tasked to come up with the policy.

At the moment we have no female councilor chairing a council committee because they are still new and the gender sub committee has been engaging them in capacity building meetings so as to boost their confidence

Participation
Women and men participate equally in Council meetings and decisions are made collectively.
Public participation
There is equal participation of women and men at public meetings and examples of such meetings such as Market Committee held quarterly, hygiene awareness at markets, Resident Development Committees (monthly), Agricultural show (annually), cultural shows and during DDCC meetings.
Procurement Have a procurement plan that is followed which is supporting women contractors to be given jobs. Climate change and sustainable development Council is aware of the issues and had a workshop on climate
change and women attended. Department of Health and Environment worked with high school pupils who are called climate ambassadors to sensitise the community.

Land and housing
The council is following the 30% national target on land allocation but is trying to reach the SADC protocol target of 50%. The council has a plan of constructing 100 housing units and 30% will go to women employees. together with the water utility company in the implementation of projects and committees have both men and women. Environmental health Chingola Council has health campaigns such as Keep Chingola Clean, hold education talks and has engaged 35 women who are engaged as street sweepers.
HIV/AIDS and Care - We are currently using a National and the draft policy of the council. Training of staff is done on 50% basic and there is a policy in place and all workshops/meetings are attended by both sexes.
Working conditions and environment The environment is conducive and our employees have been sensitised on sexual harassment and how to report such cases. There is good working relationship between management and staff so that workers are free to interact.

LESSONS LEARNED
People are willing to be involved in the fight against GBV if you give them proper advice and knowledge. It is important to keep baseline data so that you can know how you are performing in terms of reducing GBV. It is important to have a gender responsive budget to address the issues of GBV and mainstreaming Communication and coordination among all Stakeholders is very important in issues of stopping GBV Having gender desegregated data is very important so tha we know whether women are benefiting equally from the services that are provided
