ETHICAL MANAGEMENT AND SOCIAL RESPONSIBILITIES OF ADMINISTRATORS IN RELATION TO THE PERFORMANCE OF ELEMANTARY AND SECONDARY SCHOOLS IN THE DIVISION

OF QUEZON

Introduction
Education is a continuous and creative process and all schools play indispensable roles in providing the educational needs of all Filipino children. Schools have a single aim of providing quality education to the Filipino children, and that is, to develop the capacities latent in human nature for the enrichment and progress of society, by equipping children with spiritual, moral and material knowledge. This makes the school as the most important vehicle for the teaching and learning of values and a range of core competencies as prescribed for basic school education programs. Education administrators are employed in universities and colleges, school, preschools, and day care centers. They manage routine activities and provide instructional leadership at these institutions. They may also be employed at businesses, museums, correctional facilities, and community service organizations to direct their educational programs. Making policies and procedures and setting educational aims and standards is the responsibility of education administrators.

Introduction
They act as supervisor for managers and support other faculty, such as librarians, coaches, teachers, and aids. They have many other responsibilities in addition to these such as: handling relations with parents, studentsboth current and future, employers, and the community; preparing budgets; overseeing recordkeeping; managing student services such as guidance programs; training and motivating faculty including teachers and auxiliary staff; and performing many other duties. In small organizations, such as a daycare, there may be only one administrator in charge of all these duties. At larger institutions, such as universities or large school systems, several administrators share the work load, each having a specific responsibility.

Introduction
In a study that involved more than a thousand schools, teachers consistently identified lack of administrator support for management issues as among the most pressing problems in their school. (Marzano, 2006). For the most part, teachers believed that their administrators didnt live up for their responsibilities. Interestingly, the administrators in these same buildings believed that the teachers who held this perspective were abdicating their responsibility for management and blaming the school for their own shortcomings in the classroom. To improve the quality of education is to improve the quality of school administrators. The most urgent challenge of a school administrator is to improve the quality and efficiency of basic education service delivery. He has to cope with the requirement of an expanding pupil/student population, budgetary constraints and resource shortages, construction of new classrooms or repair and rehabilitation of dilapidated school buildings. Quality education has to be provided and innovative approaches have to be undertaken to increase learning achievement.

Introduction
Republic Act No. 9155 known as the Governance of Basic Education Act of 2001 has mandated all schools to provide the best possible basic education for all learners in order to make them caring, self-reliant, productive and patriotic citizens. This act has given the school head or administrator the authority, accountability and responsibility for ensuring access to promote equity in and improve the quality of basic education. The Act further provides provision for the creation of an environment within the school that is conducive to learning and which encourage support for the development of the school education program and curriculum with greater accountability to achieving higher learning outcomes and generation of resources for the school. The Educational Commission (EDCOM) states that to improve the quality of Philippine education, one of the legislative and program measures considered imperative is by improving the quality status of the administrators. Accordingly, there is a need for a dynamic educational administration for schools in the country. The call for a better education necessitates the development of effective school administrators who can influence others to obtain the educational objective.

Castillo (2002) has stressed that the school head has a vital role in the attainment of the institutional goals. He plays indispensable role in addressing the needs of his institution. In the light of tight fiscal situation, the school head has to utilize his current available resources to meet the established goals and needs of the school. He has to find ways and means to improve the present situation, and utilize his current available resources to address the concerns of the school. He has to perform his tasks in reducing gaps in educational resources and must.

Thus top managements role played in terms of ethics is stated to be an important organizational factor in affecting the level of ethics among employees. Indeed, according to the role set theory perspective (Merton, 1957), it is deduced that the level of formal authority of the person selected as referent plays a crucial role when exerting such influence to a greater or lesser extent on the employees behavior and attitudes. Thus, considering that the top manager has this formal authority to the highest extent, it can be deduced that he/she has an important influencing power through his/her beliefs, features, decisions or actions on the employees moral behavior, especially if as suggested by Trevio et al. (2000), a morally good reputation, in which as for example, ethical behaviour is made perceptible to all the organizational members, is gained by the top manager.

The researcher will undertake the study on the ethical practices and social responsibilities of administrators in relation to schools performance. It will intend to present a portrait of an effective principal. Now that in our present society there are some schools who failed to have an effective leader. There are so many questions that come to the mind of an individual that anticipated the researcher to be interested in identifying and determining the duties ad responsibilities of the schools principal. Perhaps it will help principals prepare for what is in store for them, aid in the selection and guidance regarding who is the best person who will be fitted for role of instructional leadership.

Dropout rate is high while survival rate is low with an average and the achievement rate is which has not reached the proficiency level. Along this line, the researcher has decided to assess the relation of the roles of administrators to the performance levels of the schools in the Division of Quezon .

Objectives of the Study


2. Compare the extent of roles demonstrated by elementary and secondary school administrators. 3. Assess difference between male and female administrators with regard to their social responsibility and ethical practices as leaders? 4. Determine the level of performance of the elementary and secondary schools in terms of the following organizational dimensions: 4.1 Governance and management 4.2 Quality of teaching 4.3 Support for students 4.4 Relations with the community 4.5 Management of resources 5. Explain how ethical practices and social responsibility of school administrators significantly influence the performance of elementary and secondary schools?

Hypotheses
The problems posed two null hypotheses as follow: Ho1: There is no significant difference in the extent of roles demonstrated by elementary and secondary school administrators. Ho2: There is no significant difference between male and female administrators with regard to their social responsibility and ethical practices as leaders.

Conceptual Framework
Managerial ethics and social responsibility of school administrators play a vital part in the performance of schools in terms of governance and management, quality of teaching, support for students, and relation with community and management resources. Results obtained from previous research supports that the roles of administrators are affected by their managerial ethics and social responsibilities. Independent variables on the roles of school administrators affect the dependent variable as equated in the performance of each schools in the Division of Quezon. Gender , age, religion, beliefs, job experience and educational attainment are the variable that affect the actions performed by school administrators.

Research Paradigm
As shown in the paradigm, there is an active relationship between the independent and dependent variables. The level of performance of schools are affected by how the administrators ethically manage the school. Ones leadership are usually associated by how they know the extent of their roles and how they intelligently manage the school. As part of independent variable, gender, age, and religion of administrator could also be a factor of how administrators manage their ethics and responsibility.

Population and Sampling


The population of this study includes fifty (50) school principals from the elementary and fifty (50) school principals from secondary within the Division of Quezon. In the selection of the respondents, complete enumeration was employed. The researcher believes that all these principals assigned in the Division of Quezon are able to give the accurate responses of this study because they are the ones managing the schools. They are empowered to lead their teachers, pupils, and students. They are responsible for making their schools effective.

Instrumentation
To draw pertinent data and information needed to answer the problems, the researcher employed descriptive survey method utilizing the data- gathering instrument specifically the researcher- adopted questionnaire. The instrument was composed of three parts; namely , Part I- Personal Information, Part II .Roles School Administrators and Part III- Performance Levels of Schools. It was subjected to a panel of experts for content validation and analysis.

Statistical Treatment
For appropriate presentation, analysis, and interpretation of data, the following statistical tools were employed in this study: The weighted mean was used to identify the level of executive competencies and level of performance of both elementary and secondary schools. The T-test for two sample means at 5% level of significance was used to test whether or not significant difference of the extent of roles of the elementary and secondary school administrators does exist; to determine if significant difference between male and female administrators with regard to their social responsibility and ethical practices as leaders exists. The Pearson r was also used to determine whether or not the roles of the school administrators do significantly influence the performance of elementary and secondary schools.
