That the State Transport Authority must immediately be directed to cancel/ revoke all licenses of every permit holder who is plying the bus in contravention of Motor Vehicles Act and the Rules mentioned therein which provide for valid identity of the bus driver/ conductor/ no tinted glasses/ no curtains or any other obstructing material which may impair visibility that the buses MUST NOT be permitted to pick up any passengers other than authorized for the purposes of being picked up. That the Staff names should be properly visible and shall have a valid authorization card. Further they are to be in uniform, and any person other than the authorized personnel shall not be allowed to enter the vehicle. That there has to be a limited number of passengers, in case of eve teasing or molestation the driver/ conductor should immediately stop / halt the bus before the nearest police station. That there has to be a prescribed manner of operation of buses and the bus drivers shall not be allowed to run the buses after a certain time. Their hours of work should also be fixed.
Second issue is on Criminal Injuries Compensation Board to be established for the victim of Rape, a much needed step for the rehabilitation and protection of the victims of this gruesome offence.
Third issue is with respect to the derogatory practice of conducting “two finger test” on the rape survivor, by intrusion of two fingers to ascertain prior sexual history of the rape survivor. This practice is blatantly against the dignity of the woman, and the said test does not solve any major evidentiary purpose in Rape Trials.
What Are We Doing?
As a first step, we are advocating that a safer city for women is a hall mark of good governance. We are generating awareness about the said Public Interest Litigation because we believe that JUSTICE will not be served by merely punishing the perpetrators of the offence, but it will be furthered by taking preventive steps by the Government, and its instrumentality, so that the unfortunate incidence of Rape on 16th December may not be repeated.
A public perception survey is also being conducted in Delhi/ NCR Region over the internet and by filling in survey forms to ascertain the perceptions of the society, particularly, the students in colleges and schools who are dependent on Public Transport System, women workers, BPO / MNC workers, etc. to find out whether they feel safe in commuting in such transport services, and whether they have witnessed/ subjected to incidents of Rape/ Sexual Assault/ Molestation/ Eve Teasing and whether the present Steps being taken by the Public Transport Authority in the aftermath of this dreadful incident are adequate. We have all been appalled by this incident, but we know it happens to us in different forms, in varying degrees, but it IS AGAINST our RIGHT to safer City, a RIGHT to DIGNITY.
We have been blaming the system, the mindset, and we have seen protests throughout the country. This is our time to prove, that WE WILL NOT TOLERATE incidents which drive their strength from Discrimination, Apathy, Disregard for Women’s Dignity, and Misogyny.
Let us not forget the memory of the brave soul who has stirred this Nation, made the Government to appoint committees, conduct investigations throughout the state, Let her sacrifice not go in vain. You may call her Nirbhaya, Damini, Veerangini, Amaanat, but you KNOW on that fateful night, THAT Girl could have been YOU, or your Sister, Mother, Friend, Wife.
Please be the Change you want to see in this Society. Stop cursing the system, and CLEAN it.
