Preface and acknowledgements
Tendo-se já tornado uma missão didáctica e informativa, a Associação
Moçambicana de Bancos (AMB), em parceria com a KPMG Auditores e
Consultores, SA, apresenta, mais uma vez, a sétima edição conjunta da
“Pesquisa Sobre o Sector Bancário em Moçambique” com a análise dos
dados referentes aos resultados do exercício financeiro de 2007.
É com muito apresso que destaco a forte actuação do Banco Central no seu
papel de entidade de supervisão e regulamentação do sector, que através
da introdução de normativos e normas no sector (entre eles o Aviso no 02/
GBM/2007, que introduziu uma redução da taxa de reservas obrigatórias de
11.51% para 10.15%, bem como a introdução das Normas Internacionais de
Relato Financeiro (NIRF), através do Aviso nº 04/GBM/2007) tem mantido o
sector no seu melhor funcionamento.
Deste há sete anos até esta data, temos disponibilizado esta pesquisa,
sempre elaborada com base em dados que resultam de respostas das
instituições financeiras e questionários especificamente preparados para o
efeito e enviados a todos os operadores do sector bancário.
Continuing with its didactic and informative mission, the Mozambican Bank’s
Association, in partnership with KPMG Auditores e Consultores, SA, present once
more, the seventh edition of the Banking Survey, with the financial information
pertaining to 2007.
It is with great pleasure that I highlight the role of the Central Bank as the
supervisor and regulator of the sector which introduces rules and laws (such as
Notice no 02/GBM/2007, which introduced the reduction of the daily legal reserve
rate from 11.51% to 10.15% as well as the First Time Adoption of the IFRS’s for
the banking sector by Notice nº 04/GBM/2007) in order to regulate its functioning.
In the last 7 years we have made available this survey, which is written with
financial data provided by the participating banks and questionnaires properly
elaborated to address the main changes in the local banking sector.

m 2007 o Banco de Moçambique aprovou um conjunto de
normativos com vista a regular a implementação das Normas
Internacionais de Relato Financeiro (NIRF) pelas Instituições
de Crédito e Sociedades Financeiras. Deste modo, todas as
entidades que tenham que apresentar as suas contas numa
base consolidada são obrigadas a preparar as mesmas de acordo com as
NIRF para o exercício económico de 2007. As restantes instituições apenas
possuem essa obrigatoriedade no exercício de 2008. Como forma de
assegurar consistência em termos comparativos, os dados de 2006 dos
bancos consolidantes encontram-se divulgados de acordo com as Normais
Internacionais de Relato Financeiro (NIRF).

O ano de 2007 registou um crescimento dos principais agregados bancários
próximo ao de 2006, entretanto, os lucros do sector apenas aumentaram
15% face a 145% de 2006, tendo contribuído para esta desaceleração o início
da crise económica mundial, que se manifestou numa alta de preços e queda
do spread bancário, o que aliado aos custos de expansão da rede bancária
local, reduziu substancialmente a rendibilidade do sector.
Introdução
Introduction In 2007, the Bank of Mozambique approved a group of regulations with the
aim of regulating the implementation of the International Financial Reporting
Standards (IFRS) by Credit Societies and Financial Institutions. In this manner,
all the entities that have to present their accounts on a consolidated basis are
obliged to prepare the latter in accordance with the IRFS for the economic year
ending 2007. The remaining institutions will only be obliged to follow the same
procedure in the year ending 2008. As a manner of ensuring consistency with
regards to comparison, the 2006 data for the consolidated banks was published in
accordance with the International Financial Reporting Standards (IFRS).
In a year that was also characterized by the reform of the Monetary Policy
Committee, whereby their deliberations are now published, the Monetary
Authority reduced the coefficient of the legal reserve by 136 base points from
11.51% to 10.15%, as a means of making the banking sector more competitive in
light of the regional practices.
By December 31st, 2007, the new Metical bills and coins had substituted more
than 90% of the old ones. The Bank of Mozambique continued to make efforts
for the total substitution of the latter, as one of the objectives stipulated upon the
introduction of the new bills and notes.

Inspite of the world economic crisis, China managed to maintain its leadership
position by placing herself in the first place in the GDP growth ranking, whereby
the growth was 11.50%. Sub-Saharan Africa presented the best percentile
variation in terms of GDP growth, in the order of 1.60 pp, mainly sustained by
the robust expansion of the oil exporting countries, allied with the increase of
the domestic and direct foreign investment, as well as the improvement of
productivity of some countries.

The evolution of the inflation measured by the Consumer Prices Index (IPC)
presented three distinct phases during 2007:
• First phase: covers the first quarter and was characterized by the deceleration
of this indicator to 4.90% due to the inflation of foodstuffs in March;
• Second phase: comprises the period between April and August, whereby the
price of foodstuffs inverted the tendency observed in the first quarter, thus
causing the rise of this indicator to 9.90% at the end of this sub-period;
• Third phase: Covers the last four months, whereby an initial deceleration of
the rate of inflation occurred in September, then followed by acceleration in
the following months, whereby the variation reached 10.26% in December.
The underlying factors related to the behavior of the rate of inflation during the
period being analyzed were, in general, internal and external factors. With regards
to the internal factors, the following were highlighted:
The following were the external factors with the greatest influence on the rate of
inflation:

accumulated nominal losses, thus making the exchange rate as per the last day
of the year to be 23.60 MT/USD. The trend of the Metical was the result of the
weakening of the American currency in the international market, of the substantial
entry of external funds in the country, of the reforms operated in the Inter-bank
Money Market, which in 2007, removed the variation bands from the exchange
rates, which contributed to greater trust and the increase in transactions on behalf
of the operators.
On the last day of December, the exchange rate of the Metical to the South
African Rand and to the Euro were 3.45 MT/ZAR and 34.32 MT/EUR, respectively,
which represents a nominal gain of 5.70% for the Metical with regards to the
South African Rand and a nominal loss of 1.10% with regards to the Euro in 2007.

The interest rate of the different instruments of the Inter-bank Money Market
(MMI) registered a decreasing tendency in 2007, contrary to the behavior in 2006,
caused mainly by the posture of the Monetary Authority in the MMI and by the
less than proportional acceleration of inflation with regards to the prices of the
financial instruments. Importance should be given to the Standing Deposit Facility/
Standard Borrowing Facility (FPD/FPA) and Standing Lending Facility (FPC), with
drops of 2.50 and 2 pp, respectively, thus reaching rates of 10.50% and 15.50%.
Liquidity exchange (13.94%) and Treasury Bills (14.91%) had inferior decreases,
but followed the same behavior patterns as the FPD and the FPC.
From the perspective of the number of operations, only the liquidity exchange
showed an increase of 49% in comparison to 2006, totaling 38 million Meticais,
followed by the FPA and the FPC, with 158 and 125 operations, respectively,
totaling 615 million Meticais (2006: 208 million Meticais).
In 2006 the discontinuation of the Monetary Authority Bonds was opted for,
and in 2007 the Bank of Mozambique gave primacy to the Repo/Reverse-
Repo operations as instruments that would definitely sterilize liquidity. These
instruments permit the Bank of Mozambique to issue and to inject approximately
360 million Meticais in the MMI during the year.

all maturities, as consequence of the revision of the interest rates of the MMI
operations.
The MAIBOR trend was that of a general climb from January to August, followed
by a drop from August to December. The MAIBOR demonstrated a contrary trend
to that observed in 2006, whereby the former registered drops in all maturities.
Special emphasis to the 90 day maturities, with a drop of 2 pp, to a rate of
20.38%, followed by 30 day, 60 day and 1 year maturities, with drops of 1.94, 1.88
and 1.87 pp, respectively.

The average annual lending rates dropped whilst the average annual borrowing
rates took the opposite direction, thus translating into a global transformation ratio
that is much higher compared to the previous year.
In terms of activity, the greatest rises and drops were observed with regards to
the 30 days maturity. The average annual lending rates observed a drop of 2.39 pp,
whilst the average annual borrowing rates observed a rise of 1.09 pp.

With regards to the “ranking” of the banks on a decreasing order of asset value in
2007, emphasis goes to BIM which maintained its leadership in the sector, followed
by BCI and Standard Bank. The top three positions in 2007 were maintained the
same in 2006.
Since 2003, banks have been investing in interest earning assets, as a means of
dealing with the high risk that they are faced with, whereby the greatest relative
longing of non-interest earning assets was observed in 2003, with a rate of 28.30%.
In 2007, the banks observed a weight of approximately 78.80% of their assets in
interest earning assets, slightly less than in 2006.

ponderadores de risco, continuou a tendência ascendente do ano anterior,
com uma taxa de crescimento de 25% (2006: 33%).
Apesar desta desaceleração, os bancos continuaram a mostrar uma maior
apetência ao risco perante instrumentos como crédito a clientes e aplicações
em bancos correspondentes. De igual forma, o rácio de solvabilidade, que
mede a adequação do capital, observou uma subida de 0.38% em relação a
2006, chegando a atingir os 12.88%, acima do limite mínimo de 8% exigido por
lei. De referir que o rácio de solvabilidade do sector representa uma sobretaxa
de cumprimento de 4.88% (2006: 4.50%), indicando uma estrutura sólida de
adequação agregada dos capitais.

The risk weighted assets, determined by the application of risk factors in different
classes of assets, continued with the ascending tendency of the previous year, with
a growth rate of 25% (2006: 33%).
Inspite of this deceleration, the banks continued to show high risk behaviors before
instruments such as loans and advances and placements with correspondent
banks. In the same manner, the capital adequacy ratio, which measures the capital
adequacy, observed a rise of 0.38% in relation to 2006, thus reaching the 12.88%
mark, which is above the minimum limit of 8% required by law. It is important
to mention that the capital adequacy ratio of the sector represents a fulfillment
surcharge of 4.88% (2006: 4.50%), indicating a solid aggregated capital adequacy
structure.
The increase of the interest earning assets was mainly due to the increment of the
placements with correspondent banks in approximately 50% and to the increase of
the aggregated loan in approximately 16%.
Accompanied by the increase of deposits from clients, which requires greater legal
reserves, the co-participation of the non-interest earning assets, composed of cash
on hand and at Bank of Mozambique in order to comply with the minimum statutory
reserves, accrued interest receivable, tangible and intangible assets, increased in
2007 to 21.20% (2006: 15.90%), due to the increase of loans, placements with
correspondent banks and in bonds in a proportion relatively inferior to the non-
interest earning assets.
Inspite of other foreign resources having reduced by 1.10%, due to the reduction
of the responsibilities with creditors in 41% and due to the reduction of titled
debts such as bonds and deposit certificates in 24%, the interest bearing liabilities
registered a rise of 10.75%, due to the increments of term deposits in 56% (2007
Annual Report of the Bank of Mozambique) and the rise of the interest rates,
reflected in the higher rates to be paid.

Depósitos
MT 50,632,933 em 2006, representando um crescimento de 23%, mais 1pp
que em 2006 em termos nominais, acompanhando o mesmo crescimento
da massa monetária, medido pelo M2, de 23% (cerca de MT 7,963 milhões
de expansão absoluta). Considerando a inflação de 8.16%, a correcção do
crescimento dos depósitos reduz-se para 21.26%.

Este comportamento deveu-se sobretudo a:

Os depósitos agregados dos quatro maiores bancos cresceram mais 9pp que
os depósitos agregados dos bancos de nicho, tendo alcançado 25% (2006:
22%). Os bancos de nicho obtiveram um crescimento de 15% (2006: 18%).
In 2007, similar to 2006, the four biggest banks in Mozambique maintained their
market share for deposits, nevertheless, during the past years the market share
of the biggest banks are yielding in favor of more recent growing and niche banks,
and, the majority of the banks consolidated their position and maintained the
tendency initiated in the previous year.
The aggregated deposits of the four largest banks increased 9 pp more in relation
to the niche banks, having reached 25% (2006: 22%). The niche banks had a
growth of 15% (2006: 18%).

In 2007, inspite of the continued growth, the loans and advances slowed down
with an increase of 2 pp when compared to 2006, growing by 18%, reaching MT
29,521,737 (2006: MT 25,408,962). Inspite of the slow down, the growth is in line
with the increment of the deposits, which annually contributed in about 80% of
the total source of aggregated assets.
The increase in loans and advances is associated with (i) the strong demand for
loans by companies, for working capital and investment, as well as by private
entities, for consumption and acquisition of property and (ii) the increase of
investment projects of acceptable risk and with greater return.
Since the loans had a slightly lower increase than the deposits, the transformation
ratio of deposits to loans maintained unchanged in 2007, 50%, the same rate
observed in 2006.
The quality of the loan portfolio showed significant improvements, whereby this
was reflected in (i) the drop of the ratio of bad debts over total loan and advances,
from 2.7% in 2006 to 2.05% in 2007 and (ii) the drop in the ratio of general
provisions over total loan portfolio by 0.90%, from 1.85% in 2006 to 0.95% in
2007.
Amongst the various factors associated with the improvement in the quality of the
loans advanced, the following are emphasized: continuous policy for prudent and
judicious credit assessment; monitoring warning signs carefully; cleanliness of the
loan portfolio; recovery of non-performing loans; and, re-structuring of the doubtful
debts by reinforcing guarantees or clearing the interest past due.
After BIM occupied first position in 2006, in terms of the quality of loan advances,
evaluated by the ratio of non-performing loans and bad debts over total advances,
ABC occupied first place with 0.91%, followed by Barclays Bank with 0.95% and
in third place was BIM with 1.28%, as per graph 7.

Após um grande crescimento dos lucros líquidos em 2006, onde o sector

desacelerou em 130pp, atingindo somente 15%, totalizando MT 2,637,538
milhares (2006: MT 2,302,809 milhares).
After having registered big growth in profitability in 2006, whereby the sector
grew by 145%, in 2007, the growth of the profitability decelerated by 130 pp,
whereby the sector grew by a mere 15%, totaling MT 2,637,538 thousand (2006:
MT 2,302,809 thousand).
Excluding the effect of inflation, the net profits increased 13.87%. The operating
profits (profits before tax and extraordinary items) reached MT 3,161,798
thousand (2006: MT 2,436,081 thousand), which represents an increment of
30%.
In accordance with the Bank of Mozambique, the deceleration of the net profits’
growth rate was directly linked to the following:
• The moderate increase of the financial margin (27% in 2007 against 67% in
2006), caused by the reduction of the banking spread;
• Unfavorable evolution of the results of the financial operations which dropped
by approximately 3% in comparison to 2006, thus reaching a growth rate
of 14.20% (2006: 17.80%). This situation was due to the appreciation of the
Metical in comparison to the main currencies traded in the Mozambican
market, given that the banks stopped having significant gains in the re-
-evaluation of the exchange position;

• Increase in the operating costs by 24% (2006: 23%), mainly with regards to
costs related to personnel and costs related to supplies and services from
third parties that had an increase of 34% and 14%, respectively. The increment
of costs with personnel was caused by the increase of salaries in the sector by
29%, whilst the supplies and services from third parties suffered an increase
in price of specific goods and/or services, as is the case of fuels;
• Moderate increase in the banking product associated with the elevated
structural costs of the Mozambican banking system, associated with the
expansion of banks in terms of opening new branches and diversification of
the rendered services.
The joining of the above-mentioned factors resulted in the reduction of the Return
on Average Equity by 1.58 pp, thus reaching 46.15% in 2007 in comparison to the
47.73% obtained in 2006. The Return on Average Assets was of 3.72%, whereby a
decrease of 0.27 pp was observed, after a rate of 3.99% in 2006.

Once again BIM showed itself to be the most profitable bank in terms of average
equity with 52.70% and in 2006, it occupied the same position with 65.19%,
followed by Standard Bank with 48.84% (2006: 41.68%) and Barclays Bank was in

On the other hand, and in terms of the most profitable average assets, BIM
occupied the first position again with 5.22%, after this position having been

The financial margin has greatly contributed to the total banking product. Albeit
the deceleration in 2007, the financial margin has been increasing reasonably
since 2006, reaching MT 5,500,000 thousand in January of 2007. The financial
margin has been continuously observing a moderate drop during the year,
particularly in the first quarter, but then it recovered right afterwards and increased
by 4% in December of 2007, reaching MT 5,700,000 thousand. These results
are a consequence of the increase in the interest and income estimated to be
by 0.70 pp, from to the applications made in loan institutions in 0.50% and net
commissions in 26% (graph 8).

In 2007, the segment restraints and the increase of competition were the
components with the greatest influence with regards to the main developments
in the banking environment (graph 11). According to the operators, the segment
restraints allow the conquest of better clients, by means of a permanent and an
integrated offer of personalized products and services which are in line with the
necessities of the clients of the segment, whilst the competition stimulates the
attainment of a scaled economy.
The impact of the remaining developments such as the increase of the regulatory
requirements and HIV/AIDS is seen as being less important, whereby the latter
was the only factor that suffered a reduction.
In the set of the four main developments of the banking environment, competition
registered the greatest increment compared to 2006, of 0.62 points. This new
tendency was due to the increase of the financial products and services offered to
clients, as well as the consolidation of the existing entities, such as Barclays Bank,
Mauritius Commercial Bank and the First National Bank.
