O processo de produo do espao urbano em economia retardatria: a aglomerao produtiva de Santa Cruz do Capibaribe (1960-2000) (2006)

Abstract Nesta tese discutem-se as transformaes da atividade produtiva e o processo de urbanizao de uma regio de capitalismo tardio, no perodo compreendido entre 1960 at os dias atuais. Neste contexto, expem-se as especificidades da urbanizao de uma regio deprimida, salientando-se a integrao e diferenciao do campo versus cidade. Examina-se a configurao social e urbana da cidade, modificada com a introduo de novas atividades de produo, e a forma rudimentar de instalao da infra-estrutura social e econmica no meio urbano. Argumenta-se que, de inicio, a diversificao da produo no municpio foi possvel porque existia um crescimento da produtividade do trabalho social da comunidade, que impulsionou como uma alavanca acumulao. So mostradas as trajetrias histricas de Santa Cruz do Capibaribe no contexto da regio do Agreste de Pernambuco. Salienta-se a caracterstica da localidade na construo das competncias de costurar introduzida pelohabitus na educao da mulher. Constata-se que as desigualdades regionais so capazes de elucidar as especificidades da aglomerao produtiva em Santa Cruz do Capibaribe. Na seqncia histrica, compreendeuse que, a partir da dcada de 80, a economia urbana tornousepreponderante na produo da riqueza em Santa Cruz do Capibaribe. A argumentao sobre essa expanso est relacionada s transformaes no cenrio nacional, atravs dadiminuio das migraes para o Centro-Sul do Brasil e na capacidade da sociedade local em impulsionar a sobrevivncia atravs de uma atividade urbana. So descritos a forma deorganizao desta atividade e o processo de acumulao. A atividade de confeco, que surge como opes de sobrevivncia s condies adversas da localidade agrestina, atende ao mercado de baixa renda. A produo a partir de Santa Cruz do Capibaribe promove concentrao espacial com especializao no setor de atividade de confeco, gerando intensa diviso do trabalho num processo que se espalha por municpios vizinhos. A localizao da produo no espao aglutina vantagens de externalidades marshallianas, que promovem condies de competitividade e expanso da produo na aglomerao produtiva de Santa Cruz do Capibaribe. In this thesis there will be discussed the changes in the productive activity and the urbanization process of a region where only recently capitalism has arrived, the period between 1960 and the present. In this context, specific details about the urbanization of a depressed region will be discussed, emphasizing the integration and differences between urban and rural areas. The social and urban configuration of the city, which has been through changes by the introduction of new productive activities, will be examined, as well as the elementary form of installation of the social and economic infra-structure in the urban sector. It is pointed out that, from the beginning, the diversification of the city s production became possible because there was a growth in the productivity of the community s social work,which motivated, as a lever, this accumulation. The historic trajectories of Santa Cruz do Capibaribe are shown in the context of Semi-Arid Region of Pernambuco. The characteristic of the locality in making it possible for the sewing skills to develop is emphasized by use of that skill in the women s education. The regional differences, thus, can explain the specific qualities of the production agglomeration in Santa Cruz do Capibaribe. In the historic sequence, it is understood that, from the decade of the 80 s, the urban economy became preponderant in the wealth growth in Santa Cruz do Capibaribe. This expansion can be explained by transformation in the national scenery, because of the decrease in the migrations to the Center-South of Brazil and in the capacity of the local society to motivate survival through urban activity. The organization of this activity and the accumulation process will be described. The clothing industry, which becomes an option for survival under adverse conditions of the SemiArid locality, will supply the low income market. The production, based in Santa Cruz do Capibaribe, promotes spatial concentration, specialized in the clothingindustry, generating an intensive work division in a process in a that spreads to neighbor cities. The localization of the production in that area brings advantages in Marshall s external factors, which promote competitive conditions and production expansion in the productive agglomeration of Santa Cruz do Capibaribe
