Abstract
The major transformations in financial markets over the last two decades are submitting national
macroeconomic policies to the tyranny of fickle expectations. Countries which incur large current
account deficits became vulnerable to reversals of capital inflows. Surplus and creditor countries
enjoy greater freedom to practice fiscal expansionism and low interest rates without arousing the
suspicion of speculators. The objective of this article is to point out that neither development more
stabilization are automatically assured by stabilization. On the contrary, globalization may submit
vulnerable economies particularly the ones of Latin America to new traps. This is the lesson to
be learned from the much-vaunted globalization process: countries that have striven hard to preserve
a degree of autonomy in which to conduct macroeconomic policy are capable of sustaining low real
interest rates, managing attractive exchange rates, promoting industrial and technological progress,
and thereby guaranteeing the fortification of local private enterprise. Contrary to the preaching of the
liberal paradigm, globalization would require of nation-states greater capability and powers of
coordination to engender conditions under which capital accumulation with technological innovation
can be financed, sustained and made competitive.
