2,75% destinado à Moatize requer sindicância independente

Na semana finda, foi realizado junto a comunidade reassentada de
Cateme, um encontro de apresentação do empreiteiro que venceu o
concurso das obras de construção de pavês numa secção de 1km
num custo de 13.648.717 meticais. Para quem conhece o bairro de
Cateme a estrada avaliada por 13.648.717 meticais é de vergonha. É
um pequeno troço que vai da praça até ao cruzamento do hospital,
onde está a praça infantil, numa secção de 1 km. Um grave modelo
de tirar todo o dinheiro destinado a população dos locais donde é
extraído o carvão, como determina a circular e deixar essa comuni-
dade mais empobrecida.
A má-fé do Governo de Moatize é flagrante nesta empreitada. Escu-
da-se no facto de o projecto de pavês ter sido da selecção da popu-
lação de Cateme, facto que demonstra clara e manifesta má-fé, por-
que a circular orienta que embora tenham sido seleccionados pela
comunidade através do Conselho Consultivo Local, os projectos
devem ser submetidos ao CCD, órgão no qual, o Conselho Técnico
Distrital dá o parecer técnico, isto é, analisa se as actividades selec-
cionadas estão em consonância com os critérios em vigor, se são
económica e financeiramente viáveis e se contribuem para o desen-
volvimento das comunidades.
Nessa lógica, se o Governo fizesse a sua parte visando apoiar o
desenvolvimento das comunidades reassentadas em Cateme, deve-
ria, através deste Conselho Técnico Distrital, verificar a viabilidade
económica e financeira destas obras e propor a sua correção em
obras de interesse local. Até porque as obras de 1 km de pavês, não
ajudam em nada ao desenvolvimento daquela comunidade. Está
associado a este facto o custo desta actividade, orçado em 13.648.717
meticais, numa comunidade de camponeses. Porque a comunidade
de Cateme é de perfil rural. Aliás, é paradoxal demais colocar pavês
numa rua usada por população criadora de gado e que nem água
possui em todos bairros.
A AAAJC está preocupada com este facto, porque visa esbanjar o
dinheiro da receita consignada as comunidades no âmbito da activi-
dade mineira, nos termos do artigo 20 da Lei n.º 20/2014 de 18 de
Agosto que estabelece que o dinheiro deve ser usado para progra-
mas que se destinem ao desenvolvimento das comunidades das
áreas onde se localizam os respectivos projectos. E que na execução
dos recursos indicados, deve-se obedecer o estabelecido na Circular
01/MPD-MF/2013, sobre critérios a observar na implementação de
projectos financiados por Recursos de Exploração Mineira canaliza-
dos às comunidades.
Sempre que o valor de 2,75% é comunicado, a circular que determina
regras de sua utilização ordena que o governo do distrito indique
uma equipa de trabalho multissectorial para consultas comunitárias
junto as lideranças locais.

Last week, a meeting was held with the resettled community of
Cateme, a presentation meeting of the contractor who won the ten-

a group of Paralegals in natural resources and development law, formed by the Center for Legal and Judicial Training (CFJJ), now Ministry of Justice, who decided to organize themselves based on their knowledge to promote
social and economic development and respect for human rights based on observance of the principles of social justice, equity and sustainability. Its scope of action was limited to the areas of economic development and poverty
reduction in a participatory manner, legal support to communities and citizens, environmental education, conflict resolution, advocacy of public policies and human rights. In 2010, following the implementation of some initiatives
and completing the process of its constitution, the organization was formally legalized with statutes published in the Bulletin of the Republic no. 2, III series, 4th supplement of January 19, 2010.
