40 anos das relaes Brasil-China: de onde viemos,

onde estamos, para onde vamos

No dia 15 de agosto, comemoram-se os 40 anos do estabelecimento de

relaes diplomticas entre o Brasil e a China. Ambos tornaram-se muito
mais importantes um para o outro e so cada vez mais chamados a
desempenhar papis ampliados em grandes temas da agenda
internacional. A metodologia utilizada pelo autor neste artigo estabelece
dois cortes temporais e investiga, em cada um deles, a interao entre
fatores domsticos e externos tidos como determinantes da trajetria das
relaes Brasil-China. O corte inicial, associado ao estabelecimento das
relaes, em 1974, parte do ps-Segunda Guerra e estende-se at o final
da dcada de 1980 e incio dos anos 1990. O segundo situa-se entre o
lanamento do programa espacial sino-brasileiro (CBERS), em 1989, e os
dias atuais. Brasil e China tm diante de si a oportunidade de construir
uma relao que sirva de referncia para outros pases em
desenvolvimento, na promoo do desenvolvimento social, cientfico e
tecnolgico e na construo de uma ordem internacional mais justa e
prspera, diz o autor.
On the eve of the 40th anniversary of the establishment of Brazil-China
relations, on 15 August 2014, Brazil and China have deep and strong
relations, manifested in their Global Strategic Partnership, established in
2012. It is thus an appropriate and timely juncture to analyze the
trajectory of bilateral relations. The article does so by establishing two
different periods in time and, for each of them, analyzing the interaction
between domestic and external factors as determinants of the trajectory
of Brazil-China relations. It also sets forth and evaluates possible
pathways for the future. To do so, the article inquires into aspects that
confer Brazil-China relations their specificity and identity, and which may
therefore serve as references for future joint initiatives. The article
premises that bilateral relations are built on the successive accumulation
of interests, values and availability of resources, the understanding of
which should precede and permeate the formulation of strategy.
