A democracia Venezuelana entre a tradição e a ruptura

Resumo:
A pesquisa aqui apresentada visa responder à seguinte pergunta: o governo de Hugo Chávez
representa uma ruptura ou uma continuidade conquanto ao regime jurídico-político que o precedera
? A resposta a esta questão será buscada por meio de um resgate da história venezuelana do século
XX, nas dimensões jurídica, política, econômica e social. A partir deste objetivo, ao longo do
trabalho será construída uma comparação entre as chamadas IV e V Repúblicas. Tal investigação,
contudo, desdobrar-se-á em dois eixos intrinsecamente relacionados: um descritivo e outro
normativo. No tocante ao primeiro, os esforços concentrar-se-ão na demonstração da pertinência do
conceito laclauniano de populismo para o entendimento do tipo de vínculo representativo
estabelecido entre Hugo Chávez e seus eleitores. Quanto ao segundo eixo, o objetivo é ressaltar, a
partir das considerações de Ernesto Laclau mas, principalmente, Chantal Mouffe, os riscos inerentes
a este tipo de representação, assim como possíveis formas de contorná-los.

The Venezuelan democracy between tradition and rupture
Abstract:
The research presented here aims to answer the following question: To what extent does Hugo
Chavez's government represent a break with the legal-political regime that preceded it? The answer
to this question will be sought by means of a recovery of Venezuelan history of the twentieth
century, in their legal, political, economic and social dimensions. With this intention, a comparison
will be made between the so-called IV and V Republics. This research, however, will be unfold in
two directions: one descriptive and the other normative. As regards the first, the purpose is to
demonstrate the relevance of the definition of populism by Ernesto Laclau to the understanding of
the type of representative bond established between Hugo Chavez and his voters. As for the second
axis, the aim is to highlight, based on the agonistic theories of Chantal Mouffe, the risks inherent in
this type of representation, as well as possible ways to circumvent them.
