1 INTRODUÇÃO
18 Bush e Mayer (1974) mostraram que quando a proteção dos direitos de proprie-
dade sobre as dotações iniciais de recursos gera economias de escala, uma coalizão
de agentes surgirá e respaldará a regra social de não-apropriação dos recursos
alheios, passando, então, a constituir a instituição que policiará a observância
daquela regra. Essa coalisão é conhecida na literatura como o "Estado Mínimo"
de Nozick (Inrnan, 1987).
