C_ BILL OF QUANTITIES.vie vii, vil, 2 PREAMBLE TO BILL OF QUANTITIES General Directions In this Bill of Quantities the sub-headings and item descriptions identify the work covered by the respective items but the nature and extent of the work to be performed is to be ascertained by reference to the Drawings, Specifications, ‘Schedules and Conditions of Sub-Contract as the case may be read in conjunction with various measurement preambles and clauses contained within the Sub- Contract and the Sub-Contractor is to satisfy himself as to what is required and allow accordingly. The rates and prices entered in the Bill of Quantities shall be deemed to be full Inclusive value of the work covered by the several items including the following unless expressly stated otherwise:- Labour and all costs in connection therewith, ‘The manufacture, supply and where required the design of materials, goods and equipment storage and all costs in connection therewith including waste and delivery to Site. Plant and all costs in connection therewith. Fixing, erection, installing, testing and commissioning of materials, goods and ‘equipment and the provision of records. All Temporary Works, including offices and stores and their subsequent removal from site. ‘The effect on the phasing of the Works of altemations or additions to existing services of Public Utilities and others to the extent that such work is set forth or implied in the documents on which the tender is based. All general obligations, liabilities and risks involved in the execution of the Works set forth or implied in the documents on which the tender is based. Establishment charges, overheads and profits. Measurement ‘The Measurement of work shall be computed net from the Drawings untess stated otherwise in these preambles. The Sub-Contractor shall allow in the rales and prices for waste overbreak and working space including all necessary backfiling in appropriate approved material,ce Unpriced items. tems against which no price or rate is entered by the contractor shall be deemed to be covered by the other rates and prices in the Bill of Quantities (Contract Sum). Similarly items which are specified in the drawing or specification but not itemized ‘on the Bill of Quantities by the contractor shall be deemed to be covered by other rates and prices in the Bill of Quantities (Contract Sum) Private and Public Utilities The information in the Sub-Contract as to the whereabouts of Publicly Owned existing services and mains is believed to be correct but the Services Sub- Contractor shall not be relieved of his obligations under relevant Clause in the Conditions of Sub-Contract agreement. The Sub-Contractor shall allow in the rates and prices for taking measures for the support and full protection of pipes, cables and other apparatus during the progress of the Works and for keeping the Engineer informed of all arrangements he makes with the owners of privately owned services and Public Utilities as appropriate and for ensuring that no existing mains and services are interrupted without the written consent of the appropriate authority. Phasing Sequence |. The Sub-Contractor shall allow in the rates and prices generally Operations and unless expressly stated otherwise for the cost of any Methods of restrictions imposed on the programming of the Works by the Construction various Clauses in the Specifications dealing with phasing sequence of operations or methods of construction. Noise Vibration ‘The Sub-Contractor shall allow in his rates generally for the cost and Pollution of any restrictions imposed on the Works and their execution by any requirements for bidding and/or limiting noise vibration and pollution. Quantities . The quantities set out in the Bill of Quantities are the estimated of the work but they are not to be taken as the actual and correct quantities of the Works to be executed by the Sub-Contractor in futfilment of his obligations under the Sub-Contract. ‘Small Quantities . A proportion of the work will be in small quantities with restricted working and in narrow widths and unless otherwise stated the Sub-Contractor shall allow in the rates and prices for such works for all cutting and working around obstructions. Trials and Tests ‘The Sub-Contractor shall allow in the rates and prices for carrying out all triais ‘sampling and tests necessary whether indicated or otherwise in order to ensure compliance with the requirements of the Specifications except where separately itemized in the Bill of Quantities.Phraseology 10. Difference in the method of billings and in the phraseology used in various parts of the Bills of Quantities will not be recognized as a basis of any claim for an increase in the Price. Provisional 44.ltems marked "PROVISIONAL" or/and ‘CONTINGENCY’ in the Bill of Items Quantities shall only be executed at the discretion of the Engineer either in whole or not at all Approval 12. It is to be understood that where a material or operation is specified as being “approved” the approval is that is that of the Engineer. Headings 413. Where headings are used in the Bill of Quantities where appropriate they are to be considered as part of items descriptions. Dayworks 14, Where rates and prices for Dayworks are specified and quoted, they shall be applicable for all work carried out under Dayworks at any time up to the date of the Maintenance Certificate. The percentage additions inserted by the Sub-Contractor will be addition to the matters itemized be deemed to cover all possible additions in costs of the Sub-Contractor of work carried out under Dayworks and no further increases will be admitted on any grounds or cause whatsoever. Where basic rates are inserted in the Appendix to the Dayworks they will be deemed to be those which the Sub-Contractor has used in determining his unit rates inserted elsewhere in the Bill of Quantities. Lighting Columns 15, The items for lighting columns shall also include for excavation, upholding the sides and keeping the earthwork free of water, backfiling and compaction and the supply and installation of an equipment board complete with MCCBs, MCBs, fuses, fuse units, intemal wiring using PVC/PVC cable, terminals and gland separate wiring between each lantern and fuse/MCB units, the connection at both ends and the earth connection and disposal of surplus material. Lanterns. 16. The items for lanterns shall also include for detachable control gear, terminals and internal wiring and fixings. In the case of other lanterns the items shall include for the mounting brackets with clamps, MCCBs, MCB, fuse, fuse unit, equipment board and all terminations. Cable 17.
