Introdução
Introduction
A
análise
e
caracterização
de
um
sector
de
actividade
deverão
ser
o
ponto
de
partida
para
compreender
o
comportamento
e
desempenho
dos
operadores
individuais
desse
sector.
Sendo
certo
que
um
sector
pode,
grosso
modo,
ser
o
resultado
do
comportamento
e
desempenho
dos
seus
operadores,
também
é
verdade
que
tal
comportamento
e
desempenho
são
fortemente
determinados
pelas
características
desse
sector.
Esta
contínua
interação
entre
o
comportamento
individual
de
um
dado
operador
e
as
características
do
sector
onde
ele
opera
torna
importante
a
análise
estratégica
desse
sector.
Desta
forma
é
possível
enquadrar
e
melhor
compreender
os
comportamentos
e
desempenhos
observados.
Este
documento
tem
como
objectivo
principal
servir
de
guia
de
apoio
à
análise
de
um
qualquer
sector
de
atividade.
Trata-‐se
de
um
guia
elaborado
a
pensar
em
todos
aqueles
que
necessitam
de
analisar
um
sector.
Foi
preparado
para
ser
utilizado
por
estudantes,
tanto
de
graduação
como
de
pós-‐graduação,
gestores,
economistas
e
demais
interessados
no
tema.
Na
sua
organização
optou-‐se
por
recorrer
a
uma
listagem
de
questões
estruturadas
em
sete
grandes
áreas
por
nós
definidas
por
uma
questão
de
conveniência
e
organização:
descrição
geral
do
sector;
produtos,
serviços
e
tecnologia;
estrutura;
dinâmica
e
crescimento;
concorrência
actual
e
potencial;
fornecedores;
e
clientes
e
canais
de
distribuição.
Embora
a
elaboração
deste
documento
tenha
sido
precedida
de
reflexão,
discussão
e
investigação,
a
lista
de
questões
apresentadas
não
deverá
ser
entendida
como
uma
lista
acabada
e
totalmente
fechada.
Entendemos,
no
entanto,
que
a
resposta
cabal
às
questões
listadas
permitirá
um
conhecimento
mais
informado
das
características
de
um
sector,
qualquer
que
ele
seja,
e
dos
factores
que
influenciam
o
comportamento
e
desempenho
dos
seus
operadores.
Neste
sentido
deseja-‐se
que
este
documento
se
torne
um
instrumento
útil
de
trabalho
e
apoio
a
todos
os
que
se
interessam
por
estas
questões.
Analyzing
and
characterizing
an
industry
should
be
the
first
step
to
understand
the
behavior
and
performance
of
individual
firms
within
it.
Generally
speaking,
an
industry
might
be
defined
as
the
result
of
the
behavior
and
performance
of
its
firms.
However,
the
firms’
activity
is
also
highly
dependent
on
the
features
of
each
industry.
The
interdependence
between
the
behavior
2
of
a
given
firm
and
the
characteristics
of
its
industry
makes
it
relevant
a
strategic
analysis
of
the
industry
in
order
to
contextualize
and
better
understand
the
observed
activity.
These
guidelines
were
conceived
as
a
pathway
to
the
analysis
of
any
industry.
They
are
addressed
to
undergraduate
and
postgraduate
students,
managers,
economists
and
anyone
interested
in
the
topic.
The
guide
includes
questions
that,
for
convenience
and
organization
purposes,
were
divided
into
seven
topics:
general
overview
of
the
industry;
products,
services
and
technology;
structure;
dynamics
and
growth;
current
and
potential
competitors;
suppliers;
customers
and
distribution
channels.
Despite
the
careful
reflection,
discussion
and
research
prior
to
the
creation
of
this
guide,
the
list
of
questions
we
present
should
not
be
considered
complete
and
closed.
Nevertheless,
we
do
believe
that
answering
these
questions
thoroughly
will
lead
to
a
more
sustainable
knowledge
of
an
industry,
whichever
it
might
be,
and
of
the
factors
influencing
the
behavior
and
performance
of
its
firms.
Therefore,
we
hope
the
guide
can
be
a
useful
tool
in
assisting
the
work
of
anyone
who
is
interested
in
this
subject.

são
ainda
previsíveis
grandes
desenvolvimentos?
Ou,
pelo

são
maduras
e
esgotaram
o
seu
potencial
de
desenvolvimento?
Estará
o

17. Qual
é
o
número
de
operadores
do
sector?
How
many
firms
are
there
in
the
industry?
18. Como
tem
evoluído
o
número
de
operadores
ao
longo
do
tempo?
How
has
the
number
of
firms
evolved
over
time?

19. Identifique
os
maiores
operadores
do
sector
e
as
suas
quotas
de
mercado.
Identify
the
main
firms
in
the
industry
and
their
market
shares.
20. Qual
é
a
importância
de
operadores
estrangeiros?
Calcule,
por
exemplo,
o
peso
do
emprego,
produção
e
vendas
dos
operadores
estrangeiros
relativamente
ao
volume
total.
How
important
are
foreign
firms?
Estimate,
for
instance,
the
weight
of
employment,
production
and
sales
of
foreign
firms.
21. Discuta
o
grau
de
concentração
no
sector
recorrendo
a
medidas
de
concentração.
Calcule,
por
exemplo,
índices
de
concentração
para
os
dois
maiores
operadores,
três
maiores
ou
quatro
maiores
ou
qualquer
outra
que
pensa
melhor
descrever
o
sector.
Uma
medida
N
alternativa
é
o
Índice
de
Herfindahl
(ou
Herfindahl-‐Hirshman)
definido
como
H = ∑s i
em
2
i =1
que
si
é
a
quota
de
mercado
do
operador
i
e
N
o
número
total
de
operadores
no
sector.
Este
índice
varia
entre
1/N
(concentração
mínima)
e
1
(concentração
máxima).
Ele
é
particularmente
apelativo
quando
o
número
de
operadores
no
sector
é
reduzido
pois
para
além
de
medir
o
grau
de
concentração
do
sector
permite
aferir
a
assimetria
dos
operadores
em
termos
de
quota
de
mercado.
Discuss
the
degree
of
concentration
within
the
industry,
using
concentration
measures.
Estimate,
for
instance,
the
concentration
rates
for
the
two,
three
or
four
largest
firms.
An
N
alternative
measure
is
the

as H = ∑s ,
2
i
i =1
with
si
being
the
market
share
of
firm
i
and
N
the
total
number
of
firms
in
the
sector.
The
index
ranges
from
1/N
(minimum
concentration)
to
1
(maximum
concentration).
It
is
particularly
interesting
when
there
is
a
reduced
number
of
firms
since
it
allows
to
assess
asymmetry
among
firms
in
what
concerns
market
shares,
besides
measuring
degree
of
concentration.
22. Será
que
o
sector
apresentou
sempre
o
mesmo
nível
de
concentração,
ou
ele
tem
mudado
ao
longo
do
tempo?
De
que
forma?
Has
the
degree
of
concentration
within
the

In
which
way?
23. Os
maiores
operadores

sempre
os
mesmos
ou
tem
havido
mudanças
ao
longo
do
tempo?
Have
the
leading
firms
in
the
industry
changed
over
time?
24. Qual
a
importância
dos
custos
fixos
e
dos
custos
variáveis
na
estrutura
de
custos
do
sector?
O
nível
de
custos
fixos
é
elevado?
Verifica-‐se
o
efeito
de
economias
de
escala?
How
important
are
fixed
and
variable
costs
in
the
cost
structure
of
the
industry?
Are
fixed
costs
high?
Is
the

of
economies
of
scale
present?

25. Qual
é
a
dimensão
média,
mínima
e
máxima
dos
operadores
do
sector?
What
is
the
average,
minimum
and
maximum
size
of
the
firms
within
the
industry?
26. Qual
é
a
idade
média
dos
operadores
do
sector?
What
is
the
average
age
of
the
firms?
27. É
possível
identificar
grupos
estratégicos
no
sector?
Se
sim,
quais?
Que
variáveis
permitem
a
identificação
de
grupos
estratégicos?
Caracterize

legais
influenciam
a
dinâmica
do
